1 Enterprise Architects establishes Enterprise Architecture Capability Development at Cambridge Assessment October 2013 The European Central bank was establishing an Enterprise Architecture and IT Architecture capability to support new business changes and change programmes. The purpose of the first baseline IT Architecture is to prepare a foundation upon which future instances of a full ECB Enterprise Architecture will be built. In general, the implementation of successive instances of an ECB Enterprise Architecture will follow a top down approach with clear, codified processes guided by the overall ECB Enterprise Architecture Governance Framework. The European Central Bank (ECB), together with the national central banks of the member states whose currency is the Euro, which constitutes the Eurosystem, conducts the monetary policy of the European Union. Objectives The objectives included: Establishing and managing the Enterprise Architecture capability for the ECB, based on the best industry practices, TOGAF, Zachman Framework, FEAF, COBIT, ITIL and Archimate. Introduced TOGAF and COBIT based Enterprise Architecture processes. Managing and mentoring Solution Architects. Developed the Enterprise Architecture from the top down, and established Architecture Review Board (ARB) mandate and processes, Architecture Principles, Governance and Compliance Processes, a Product Standardisation Process. Established intranet web sites for communicating the enterprise architecture content and ARB decisions Defined a baseline and target Architecture and Service Oriented Framework. The target Enterprise Architecture provided the vision, principles and Architecture Patterns that realised the ECB IT Reference Architecture. The Service Oriented Framework supports this target enterprise architecture by providing an Application Service Catalogue, with Services and Service Components (as architectural building blocks) for projects to use. 2 Core Requirements The requirements included: To ensure the establishment of the main elements of the ECB IT Architecture Governance Framework in order to contain, control and, whenever possible, restrict the number of technologies currently used throughout the ECB To develop an effective communication strategy with which to inform ECB staff, senior managers and IT managers about the new ECB IT Architecture Governance Framework and Enterprise Architecture in general To communicate and ensure there is a clear understanding of the new IT Architecture Governance concepts throughout the ECB To develop the Enterprise Architecture mandate and strategy from the executive board To support the stategic change and business transformation programmes To establish the first set of principles, standards and compleiant components in the baseline Enterprise Architecture to rationalise and improve the (re)-utilisation of current ECB IT Architecture components To develop the Enterprise Architecture and EA governance processes based on TOGAF and ArchiMate methods, artefacts and best practices To recommend an EA tool approach To ensure the continuity of the baseline Enterprise Architecture Scope of Work Enterprise Architects consultants were engaged to develop the Enterprise Architecture Capability using EAL s signature consulting EA Capability Development product and EA Governance capabilities. Key tasks included: Establish and enhance the Enterprise Architecture capability for the ECB Establish EA governance and compliance activities Develop the baseline Enterprise Architecture model Support strategic change management and business transformation programmes Support rationalisation of the IT Architecture Page 2

3 Solution Overview The Enterprise Architecture and governance capability was developed according to TOGAF. Business Architecture Models were developed using the ARIS EA management tool, and MS Office. Our Enterprise Architecture consultants provided client side consultancy support for the capture and modelling of the Enterprise Architecture and Service Oriented Architecture initiatives. Page 3

5 Benefits Enterprise Architects consultants played a key role in developing the Enterprise Architecture capability, including improving the EA governance processes and Communication Strategy for the discipline. The Baseline Application Architecture, and overall reference architecture assisted with the downstream transformation projects. Customer Feedback Feedback has been positive and the responsibility for the ECB Enterprise Architecture and management processes has since been handed over to the Lead Enterprise Architect and Architecture Review Board.
