2 The Business Architecture Process Flow The Business Architecture Activity Model illustrates all the activities that an Official Statistics Institute should perform, from a static point of view The Business Architecture Process Flow illustrates how these activities interact, thus obtaining a dynamic view 2

4 Archimate This scheme has been defined by using Archimate, an Enterprise Architecture tool used as a modeling instrument. It enables enterprise architects to describe, analyze and visualize the construction and operation of business processes, organizational structures, information flows, IT systems and technical infrastructure: mate-overview

5 The Business Architecture Process Flow The general scheme of the BA Process Flow shows the different Business Lines (level I) and the interactions between the different functions. In the scheme there are represented also the related activity groups or processes (level II) and some single specific activities (level III). The rectangular green inside the line capacity symbolizes the common, shared repositories.

6 The Business Architecture Process Flow From the scheme it appears that the entire model is by its nature dynamic and is achieved by the iteration of activities which depend also on the possibility of reusing, from time to time, the various processes. The process is a (possibly acyclic) directed graph. This implies that changes to a node in a sequence within a specific business line may have an impact on all subsequent ones, but they should have no direct effect on prior periods.

7 Starting the process The process begins with an analysis of the information needs expressed by stakeholders and the common users.

8 Strategic evaluation This gives rise to a real business case that has to be assessed by the Board of the Institute (Strategy), in order to decide whether to add the related plan of the new project in the current portfolio.

9 Strategic evaluation The strategic evaluation has also to verify if available capabilities are sufficient to satisfy the information request. In case not, it can be decided to develop new capabilities.

10 Production If the decision is positive, then it is possible to proceed with the production, which is divided into three groups of actions: Develop, Implement and Manage. Activities relating to Develop are made only the first time that the statistical process is authorized, designed and developed. Activities relating to Implement and Manage are repeated on a regular basis for each replication process, for the release of specific statistical products.

12 Develop During the development, the expressed needs are the basis for the design of the necessary output to meet them (the entire process is driven by the output).

13 Develop Starting from these outputs, it is necessary to check the availability of the data needed for their production. In fact, a great attention should be given on the reuse of the existing data, in particular from administrative data sources, from registers and Big Data.

14 Develop The design of the production system must be performed taking into account all available capabilities, in particular the repository of Methods and Guidelines (RMG), in order to define process rules and the expected quality levels.

15 Develop This procedure generates a set of metadata that must be considered in line management and implementation that will be stored in the repository of data and metadata (RDM).

16 Develop Finally, also the building activities must reuse as much as possible the capabilities already available, in particular those maintained in the Repository of Tools and Applications (RTA).

17 Implement The activities in Implement are those that realise the designed process of production. Each activity uses data and metadata as input and produces as output data and metadata.

18 Implement Each input is taken from the Business Line Capability, through RDM (except for the data collection phase), and each output is stored in the RDM (except for the dissemination of the data phase).

19 Implement In general, all capabilities are employed in the production process. In particular, needed human resources and IT applications are individuated in corresponding repositories (RHC and RTA).

20 Monitor In the Manage phase, all the operational and practical aspects of the production process (definition of the workflow), together with desired levels of quality and efficiency (that give rise to additional metadata, also to be stored in RDM) are established.

21 Monitor The production process is controlled step by step to verify if it is in line with what defined within the Develop phase and, in case of deviations, adjustment activities are carried out.

22 Ending the process The conclusion of the process is in the delivering of the produced outputs to users.
