4 New format for Training Packages Training packages must now meet the new Standards for Training Packages. All training packages must comply with the Standards by 31 December New format for Units of Competency (UoCs) Assessment Requirements for each UoC are now a separate document. ICTICT202 Work and communicate effectively in an IT environment Assessment requirements of UoCs New performance evidence describes the volume and frequency of assessment. Examples: SITHFAB005 Prepare and serve espresso coffee (SIT Draft 2) HLTINF001 Comply with infection prevention, control policies and procedures ICTICT203 Operate application software packages Knowledge evidence relates directly to the unit of competency and specifically addresses knowledge requirements of the elements and performance criteria. 4

5 Assessment requirements of UoCs Assessment conditions detail the what, where and by whom, and specifies whether assessment takes place within the workplace or a simulated environment. Examples: CHCVOL002 Lead volunteer teams HLTAHA001 Assist with an allied health program Specifications for simulated assessment and scenarios for relevant units of competency Impact on the development of VCE VET programs Development of the Training Package # Australian Industry and Skill Committee and Victorian Industry Bodies Development of the Victorian Purchasing Guide (VPG)* Curriculum Maintenance Manager and Higher Education and Skills Group (DET) develop the nominal hours for training packages # ASQA transition arrangements required RTOs to have finalised the delivery of a superseded qualification Within 12 months it being replaced on training.gov.au VCE VET Program Reference Group Managed by the VCAA VET Unit *The VPG can t be developed until the Training package is endorsed Revised VCE VET Program 5

6 New Standards for RTOs User Guide: -users-guide-have-you-received-yours.html Trainer and Assessor competencies and qualifications Reflected in the Standards for RTOs 2015 (Clauses ) From 1 January, trainers and assessors must hold one or more of: Certificate IV in Training and Assessment a qualification in adult education at a diploma or higher level. prior to 1 January, transition arrangements allow trainers and assessors to demonstrate they hold equivalent competencies. Vocational competencies to the level being delivered and assessed Current industry skills directly relevant to the training and assessment being provided Current knowledge and skills in vocational training and learning that informs their training and assessment. 6

7 Industry currency and Assessor requirements Assessor requirements over and above the AQTF/Standards for RTOs 2015 requirements in specific individual Units of Competency. Assessor Requirements for: SIS, Fitness UoCs HLT, HLT UoCs SIT proposed changes, for some Commercial Cookery UoCs. Other work undertaken by ASQA Strategic Reviews eg: Early Childhood Education and Care training Aged Care and Community Care training Construction Induction (White) Card training Development of Fact sheets eg: Conducting Validation Amount of training (Volume of learning) Informing other areas of the VET Sector eg: AISC and the endorsement of the TAE training package 7

8 TAE update Further changes are to be made to the training package due to a request from ASQA It has been indentified that the Certificate IV needs to include strengthened requirements for assessment IBSA has prepared a discussion paper and undertaken further consultation Endorsement is expected in December A national framework for Vocational Learning and VET delivered to secondary students Assessment tools and resources to support the framework will be developed by the Federal Department of Education and Training 8

9 USI All students undertaking VET training will need a USI Training providers cannot issue a qualification or Statement of Attainment for training completed without collecting a USI For further information go to the USI website VET FEE-HELP Reforms have been made to VET FEE-HELP. These include: Stopping providers from offering incentives to students, like cash and laptops (effective 1 April, 2015) Establishing minimum pre-requisite and prior education qualifications, including demonstrated literacy and numeracy requirements (from 1 January, ) The VET FEE-HELP loan form now requires anyone under the age of 18 to have a parent or guardian sign the document requesting the loan Further information is available on the Australian Government Study Assist website 9

10 6/11/2015 VCAA Updates Importance of Pathways Tasters allow students to experience an industry before committing to a VET qualification Tasters can be non accredited or can include nationally recognised UoCs Certificate II and some certificate III qualifications are suitable for entry level learners Qualifications at certificate IV and above are often not suitable for school aged entry level learners 10

11 Approval for high level qualifications Due to the number and appropriateness of high level qualifications being offered to students Now required for Certificate IV and above For qualifications to be delivered from January Instructions and application form now available on the VCAA website Amendment to the Block Credit Recognition in the VCE policy following on from the approval of Certificate IV or Diploma qualifications. Credit is to be limited to 2 Unit 3 and 4 sequences from an enrolment in any Diploma or Certificate IV qualification for VCE or VCAL students from 2017 Recognition of SWL The VCAA is proposing to formally recognise the time a student spends in the workplace aligned to a VET certificate through credit into the VCE or VCAL. VCE VET Equine Industry VCE VET Music (Imported: CUA and ICT UoC) VCE VET Sport and Recreation (Imported: Aquatics and Fitness UoCs) Details published in the February VCAA Bulletin Revised program structures will be available on individual program pages on the VCAA website. VCE VET Program Updates To be revised in Minor Reviews: Agriculture, Horticulture & CLM, Animal Studies, Laboratory Skills Major Review: Automotive, Applied Fashion Design and Technology, Applied Languages, Furnishing, Hospitality, Interactive Digital Media and Music and Sport and Recreation Refer to the VCAA Bulletin throughout Trainers interested in taking part in reference groups for the redevelopment of VCE VET Programs should contact the VET Unit 16

17 Development of new VCE VET Programs Hair and Beauty awaiting new SHB Hair and Beauty Services Training Package to be endorsed. Plumbing not supported as a VCE VET program by industry Program Publications Program Extract Summary of the program, produced for new and revised VCE VET Programs. Program Booklet Provides specific advice on the VCE VET Program. Program Summary Contains the structure of the program, identifies changes to Units of Competency. 17

18 Scored Assessment Updates VCE VET Programs with revised scored assessment in Business Updated, but equivalent UoCs in Units 3 and 4; therefore no new sample paper will be required in. Trainers must review the new UoCs on training.gov.au for updated Assessment Requirements. Furnishing 2 UoCs have been removed from Units 3 and 4. These units have been replaced with MSFGN2001 Make measurements and calculation. Sample questions to be provided in Term 1, Information and Communications Technology 1 UoC has been removed from Units 3 and 4. This unit has been replaced with ICTSAS307 Install, configure and secure a small office or home office network. Sample questions to be provided in Term 1, 18

19 Supporting Scored Programs Generic VCE VET Assessment Guide Program specific Scored Assessment Workshops conducted in Term 1 State Reviewers support implementation of scored assessment Framework for Task Types px Quality Assurance VCAA Coursework Audits conducted for QA purposes. Designed to support teachers of scored Units 3 and 4 sequences. To ensure the requirements as outlined in the VCE VET Assessment Guide have been followed Occur annually Schools are randomly selected All communication is conducted through the home school 19

20 VASS Updates VASS Home school is responsible for all VET enrolments Enrolments for current year only Clarification of enrolments VCE VET programs with Cert II with partial Cert III Valid Assessment Plans 3 tasks within weighting rules Indicative Grades 10 point: A+, A E, UG Check RTOs have qualifications on Scope of Registration before enrolment 20

21 VASS updates Changes introduced for : Withdrawal of students from units of competency/modules from a VCE VET scored Units 3 and 4 sequence are permissible until ENROLMENT 3. VES certificate structure reports now include: Minimum hours and number of units for calculation of certificate completion Title of the VCE VET program SBAT flag is now labelled Apprenticeships or Traineeships Other processes have been amended and notified through: the VASS Administrators Forum, the VASS Bulletin Board and the Notices to Schools VASS and Admin documents VASS Support VASS New Users Manual VET Quick Guide for VASS Administrators and RTOs List of VET Certificates requested by Schools Important Administrative Dates and Assessment Schedule - link available from VCAA home page Administrative Dates will be available as icalendar or pdf Assessment Schedule now available Administrative Handbook - link available from VCAA home page 21

22 General VET information for VCE and VCAL providers VTG Eligibility Criteria As notified on the VCAA Bulletin in September 2014 Students enrolled in a school are not eligible for VTG funding unless they are enrolled in a School-based Apprenticeship or Traineeship VET certificates completed as part of a senior secondary qualification are not taken into account for the VTG upskilling requirements for the two at level in a lifetime limitation 22

23 SBAT Arrangements At least one timetabled day per week to be spent on the job or in training during the normal school week ie: Do students have time off from school to undertake training/work? What is an appropriate amount of training? Are the employment arrangements appropriate? Contribution of Block Credit towards the ATAR As notified on the VCAA Bulletin in February 2015 Unit 3 and 4 sequences obtained through Block Credit Recognition will only contribute to the ATAR when fewer than six Unit 3 and 4 sequences from VCE studies or VCE VET programs have been used in its calculation. 24 Victorian Institute of Teaching VIT has conducted a review of their Permission to Teach (PTT) policy A number of issues have been considered by the VIT Council and a revised policy will be drafted in December. Further feedback will occur early, with reforms being published and implemented in second half of. Clarification has been provided for VET trainers: If you are a VET trainer applying for a second or subsequent PTT period, you are now exempt from attaining an approved teacher qualification. However, you will need to show evidence of ongoing industry engagement. Auspiced vs RTO delivery Auspiced delivery Delivery can be more easily scheduled into the timetable Reporting and duty of care requirements are more straightforward Lower cost to the school Delivered by RTO RTO looks after all compliancy requirements Students train off-site, often in an adult learning environment Trainer may be able to teach onsite at a school Enables greater range of programs Potential impact on the amount of VET undertaken by VCE/VCAL students due to the move away from auspicing by a number of key providers 24
