The last date to meet the requirements is 31 December Transition Arrangements This qualification has been reviewed and replaced by the New Zealand Certificate in Pipe Installations (Level 4) with strands in Trenched, and Trenchless [Ref: 2694] and the New Zealand Certificate in Utilities Maintenance (Level 4) with strands in Water, and Wastewater and Stormwater [Ref: 2695]. The last date for entry into training programmes for the replaced qualification is 31 December The last date of assessment for the replaced qualification is 31 December People currently working towards achievement of this qualification may either complete the requirements for that qualification or transfer their results to the replacement. However, there are substantial differences between the new and the replaced qualifications, and it is recommended that candidates complete the qualification in which they are enrolled. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards see table below. 3 NZQF NQ Ref 1282 Version 5 Page 3 of 9 National Certificate in Infrastructure Works (Infrastructure Pipelaying Technician) (Level 3) Level 3 Credits 114 Purpose This qualification is part of a qualification pathway for infrastructure pipelaying technicians in the infrastructure sector; refer to the learning pathway information later in this section for further information. This qualification recognises the skills and knowledge required by infrastructure pipelaying technicians, including the installation of new assets and the replacement of existing assets across the water, wastewater, and stormwater sectors; which are covered by a number of distinct phases such as excavation, pipe and structure installation, and reinstatement and surfacing. This qualification focuses on the installation of pipes and structures phase. Please note a separate qualification, the National Certificate in Water Reticulation (Planned and Reactive Maintenance Technician) (Level 3) with strands in Water, and Wastewater [Ref: 0962] exists for Planned and Reactive Maintenance Technicians. Ref: 0962 recognises the skills and knowledge required by water reticulation technicians including reacting to system failures caused by a range of circumstances such as material failure and activity that causes a component(s) in the system to fail and planned maintenance, which may include such things as installing a permanent solution to a temporary fix, flushing pipe lines to maintain water quality and refurbishing or replacing hydrants and valves. While there are common areas of skills and knowledge shared by Planned and Reactive Maintenance Technicians and Infrastructure Pipelaying Technicians, the nature and focus of their roles and working environments are very different, hence the two separate qualifications. The compulsory section of the qualification recognises the infrastructure pipelaying technician s ability to establish line, level, and grade for infrastructure pipelaying; produce and use as-built plans; pre-check infrastructure pipes, fittings and structures; enter, work in and exit a confined space; install structures for infrastructure pipelaying and carry out follow-up procedures; locate and identify services on civil construction sites all within the context of the water industry; and Operate as a Traffic Controller (TC) for low volume and Level 1 roads.

4 NZQF NQ Ref 1282 Version 5 Page 4 of 9 The compulsory section also recognises the technician s knowledge of hazards associated with confined spaces; pre-checking infrastructure pipes, fittings and structures; infrastructure works quality assurance requirements; notifiable works and permits in the civil infrastructure industry; slinging, lifting, moving, and placing loads with an excavator or loader; and of reticulated services and their location, in the context of the water industry. The elective section requires the technician to select a set of knowledge and skills that meet their goals and those of their job role/workplace. People can select standards covering knowledge of soil properties for earthworks, bypass pumping and the installation, commissioning, and decommissioning of bypasses for infrastructure pipelaying, the rehabilitation and replacement of existing water and wastewater pipe lines, pipe jointing systems for water reticulation, equipment and operations for jointing polyethylene pipe for a distribution network, and pathogens, diseases, and their control in the water industry. People may also choose standards covering skills that relate to preparing for and setting up CCTV, and describing procedures for CCTV survey of water reticulation assets, notifying members of the public affected by civil construction activities, performing electrofusion jointing on polyethylene pipe for a distribution network, and performing butt fusion jointing on polyethylene pipe for a distribution network. People who have completed this qualification may continue their learning pathway by entering a programme of study leading to the award of the National Certificate in Infrastructure Works Supervision with optional strands in Asphalt Surfacing, Chipseal Surfacing, Civil Works and Utilities, Road Works, Water, and Wastewater [Ref: 1658]. While not prerequisites, the following national certificates provide a learning pathway leading to this qualification. National Certificate in Infrastructure Works (Level 2) with optional strands in Earthworks, Pavement Surfacing, Roads, Rural Contracting, and Utilities [Ref:1660] is the entry point for individuals entering the sector, the next step in the pathway is a qualification currently under development it has the working title of the National Certificate in Infrastructure Works Excavation and Reinstatement (Level 3). Compulsory credits in the Civil Infrastructure Health, Safety, and Environment, Civil Construction Works, Generic Infrastructure Works, Water Reticulation, and Temporary Traffic Management are portable within a wide range of infrastructure sector qualifications. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications Authority (NZQA) website: Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. There are substantial differences between the new and superseded version of this qualification. Changes to structure and content include: Total credits were reduced from 154 to 114. The optional strand in Gas Distribution Pipelaying was removed from the qualification. Core Elective 1 and 2, with a collective credit requirement of 30 credits, were combined into a single elective section with a credit requirement of 18 credits. Expiring standards and were replaced by standards and respectively. Standards 6472, 13010, 17327, 17599, 23279, 23281, 23283, 23285, and 23288, from the Core Compulsory section, were removed from the qualification.

8 NZQF NQ Ref 1282 Version 5 Page 8 of 9 Standards 6401, 6402, 6452, 6457, 6467, 6469, 6475, 6476, 16701, 16702, 16703, 19675, 23289, and from Core Elective 1 and 2 were removed from the qualification. The option to select standards from the Civil Infrastructure Health, Safety, and Environment, Occupational Health and Safety Practice, Core Plumbing, Gasfitting, and Drainlaying, and Drainlaying domains was also removed from the elective section of the qualification. Standards 19201, 19204, 19209, 19211, 19215, 20869, 22290, and were added to the Compulsory section. Standards 6435, 17328, 22097, 22098, 22104, and were added to the Elective section of the qualification. Standard 5627 moved from Core Elective 2 to the Compulsory section. Standard moved from Core Elective 2 to the Elective section. Standard moved from the Core Compulsory section to the Elective section. Previous versions of the qualification Version 3 Version 3 was issued to update standards and following their review and to add their recommended for entry standard to Core Elective 2. The classification in the title of the qualification was changed because the Civil Construction Works domain was designated expiring in July The qualification was registered in the Infrastructure Works subfield. Changes to structure and content included changing the classification in the title of the qualification; standard was added to Core Elective 2; classification, title, level, and credit value of standard were updated; and the classification, title, and credit value of standard were updated. Transition InfraTrain New Zealand and the civil infrastructure sector will continue to recognise version 2 of the qualification. Version 2 was issued following a review of infrastructure pipelaying standards, and to correct the prerequisite diagram. At the same time, the review amended the core content to better reflect current infrastructure pipelaying practice and, on advice from the gas distribution industry, updated the optional strand. The purpose statement and credit range tables were updated; standard details were updated; standard was moved to, and standards and were added to, the Core Compulsory section; standards 6476, 10980, and were added to Core Elective 2; expiring standard was replaced by standard in Core Elective 2; standards 4249 and were removed from the qualification; standards 9631 and were added to the optional strand; the prerequisite diagram was corrected and updated; and total credits were increased from 153 to 154 credits.

Classification This qualification is classified according to the classification system listed on the Directory of Assessment Standards (DAS) and the New Zealand Standard Classification of Education (NZSCED) system as specified below.
