1 RFP No C047 Emergency Communication System July 24, 2017 Questions and Answers Notice: Questions may have been edited for clarity and relevance. 1. Question: Is CrashPhone the current provider of the emergency communication system? Answer: No, the incumbent is Voice Interop. 2. Question: How is MWAA funding this project? Answer: Project is adequately funded. 3. Question: Is it anticipated the ECS will need to integrate/interface with the CAD? Answer: No. 4. Question: What is the current life cycle of the solutions referenced in the RFP, and is it anticipated they will need to be upgraded/replaced in the next five years? x e911 (Carousel Industries): NICE recording, ARFF Paging system, Motorola radio system. Answer: Yes, there is the potential for upgrading some of the systems. 5. Question: During the Pre proposal Conference on June 13th, will there be an opportunity to review the existing (old) systems, including installation/phone line plant/phone stations? Answer: See floor plans provided on the website. 6. Question: Need system dimensioning requirements for both Dulles & Regan, in terms of required phone stations? Answer: See Amendment Question: Is there existing rack space for new equipment? Answer: Yes. 8. Question: Does the Scope-of-Work include removal of the old systems? Answer: See Statement of Work. 9. Question: Assuming the Master Phone (trigger) is the FAA Tower, or are there other master/trigger phones in other places like Ramp Towers. Answer: Yes, the system should be configurable so any phone can initiate calls. Questions and Answers for RFP No C047 Page 1 of 6
2 10. Question: This is in regards to item #5.2.4 of the SOW. If the contractors cannot use the existing intra-airport or inter-airport network then how does MWAA expected to achieve connectivity between the sites? New dedicated fiber lines would be expensive and present recurring charges and a dedicated Point-to-Point wireless system would require roof-access at all sites. Answer: MWAA has fiber and copper infrastructure (cables) for inter-airport communications which may be utilized by the contractor s solution. The Airports Authority will provide backbone connectivity as required by the solution proposed by the successful contractor. The contractor will be responsible for patch cabling to their solution. Contractors shall not leverage existing corporate data ("CF") network elements, nor existing synchronous optical network ( SONET ). The contractor should specify the intra-airport requirements needed to meet the contractor's solution. 11. Question: The RFP gives no details on available access for roof-top installation or pathways to install new fiber. Will MWAA provide this information? If MWAA expects a wireless solution, what are the preferred bands? 12. Question: We respectfully request a walk-through at each of the sites. To be able to bid on this opportunity we need additional information which has not been provided in the RFP. Answer: See answer to Question # Question: We will need to receive the answers to our questions to prepare the proposal. In order to have sufficient time we respectfully request a two-week extension. Answer: See Amendment Question: Will the Airports Authority provide any IP network infrastructure for this project, including networking between buildings using copper and/or fiber cabling, and network cabling within buildings to the designated equipment locations? 15. Question: Are the interfaces to the e911, NICE recording, ARFF Paging, and Motorola Radio systems all IP interfaces? Is there a single connection point to each of these systems? Answer: The Airport Rescue and Fire Fighting ( ARFF ) paging and NICE recording are IP to copper connections. The existing Crashphone is present in the Public Safety Communications Center ( PSCC ), but not connected to the e911. The Motorola Radio is a new connection which will be IP. 16. Question: Is there a time frame in which the system is expected to be implemented? Answer: System needs to be fully operational no later than January 1, Question: Can airport maps be provided that show the location of each building in which equipment is to be implemented? Answer: Yes, they can be found at the end of this document. Questions and Answers for RFP No C047 Page 2 of 6
3 18. Question: What application is served by the Carousel Industries e911 system relative to the crash phone? How will the crash phone interface with the e911 system? Answer: None, the CrashNet system is a standalone communication system. 19. Question: Will the crash phone interface with the airports' PBX systems? If so, how will calls be delivered (SIP, analog)? Answer: The contractor's solution shall not interface with the Airport Authority PBX system. The contractor shall not leverage existing corporate data ("CF") network elements, nor existing SONET. The Airports Authority will provide backbone connectivity. 20. Question: Does each airport have its own Nice recording system? How is audio delivered to it (analog, IP)? Answer: MWAA has a Public Safety Recording System at Reagan National Airport ( DCA ) that records both the 911, Trunked Radio System, and the Work Order Desk at DCA. Audio is delivered digitally and soon to be IP with the new E911 System. IAD has a new NICE Recording for Ramp Tower Radio and Telephone traffic that is delivered via analog for radio and I believe digital for the phones. 21. Question: Will data connectivity be needed between the airports? Answer: Contractor solution dictates connectivity between the airports. 22. Question: What provisions need to be made for vendor access to the crash net for support? Answer: Contractor solution needs to describe vendor access needs to support Crashnet system. 23. Question: When will there be an opportunity to review the existing (old) systems, including installation/phone line plant/phone stations as per para 6.1 Scope of Work? Answer: See answer to Question # Question: Which building(s) will house the Crash Phone Main server equipment? Answer: Space is available in several airport building locations. 25. Question: How long (in cable feet) are the analog cable connections from the intended location of the Crash phone server equipment to each of the telephones described in Amendment 1. Answer: The current Crashnet system does not have one-for-one analog cable connections from the Crashnet server equipment. 26. Question: Is the line plant described in 3 above, in good and serviceable condition? Answer: "Line Plant" is not understood. 27. Question: Which lines are served via a PBX connection? Answer: The contractor's solution shall not interface with the Airport Authority PBX system, therefore this is irrelevant Questions and Answers for RFP No C047 Page 3 of 6
4 28. Question: Are there any Telco Leased Lines involved to serve distant Phone Stations, i.e., US Coast Guard? Please supply detail. Answer: Yes, these are supported by carrier leased lines. 29. Question: Is access to the Airports LAN available to facilitate connecting to the Phone stations via VoIP? Answer: No 30. Question: Do the existing telephones need replacement? Answer: Yes 31. Question: Is there existing rack space for new equipment? Answer: Yes 32. Question: Attachment 02: Evaluation Criteria: Technical proposal says no more than fifty pages, but is also says 30 pages. Section B also says 50 pages. Which is it 30 or 50? Answer: See Amendment Question: Is there a need to contact cell phones directly over the 4G LTE network (and hence bypass the PBXs and PSTN)? Answer: No 34. Question: How is an alert sent today? Does the user: a. Pick up a phone handset or press a button and speak (auto dial). b. Pick up a phone handset or press a button and manually dial. c. Pick up a phone handset or press a button and have the option to dial different locations Answer: A Crashnet conference call is initiated by picking up a handset, taking it off hook. 35. Question: Can any user issue an alert or only certain endpoints can issue alerts? Answer: Only handsets programmed to initiate a call. 36. Question: Will a new alert supersede or cancel a current alert or will the current alert finish before the new alert is allowed to be submitted? Answer: The current system supports a single conference call instance. A call is terminated when the initiating party hangs up. 37. Question: Is it required or desired to have the system carry 2 simultaneous conversations at once? Answer: The requirement supports a single conference call instance. 38. Question: When are site visits available to be scheduled? Answer: Site visits are not being scheduled under this solicitation. See floor plans provided on the website. 39. Question: What existing transport infrastructure (T1 circuits, network, fiber strands, etc.) are available for use? Questions and Answers for RFP No C047 Page 4 of 6
5 40. Question: Will there be a map or any type of pictorial provided in order to assess distance and physical locations? Answer: See attached at the end of this document. 41. Question: Is it a requirement to have a primary/backup phone at each primary and secondary location? Answer: Phones required are listed in the Statement of Work. 42. Question: Will it be required to hear alerts from each airport at the other airport? Answer: Yes. 43. Question: In regards to 6.2 resiliency and redundancy Does this mean 2 separate and distinct systems? Answer: The contractor's proposed solution must have resiliency (systems ability to adapt to failures and to resume normal operations when the failure has been resolved) and redundancy (includes multiple channels to provide alternate paths for communication in case of individual failures). 44. Question: Who would be responsible for any required network cabling? Answer: The Airports Authority is responsible for "backbone" cabling. The contractor is responsible for patch cables. 45. Question: Are there LAN drops in place for the new phones to use? 46. Question: Will there be available fiber strands and/or network pairs available at the tower? 47. Question: Please advise if the fiber extended for the current endpoints at the COB and media locations can be utilized for the new endpoints at that location 48. Question: Are there existing network switches that can be utilized to distribute signal at any /all locations? Answer: Contractors shall not leverage existing corporate data ("CF") network elements, nor existing SONET. 49. Question: What type of system (Model number and version) is the Motorola system? Answer: Motorola P25 R Question: What type of system (Model number and version) is the NICE system? Answer: UP1 51. Question: What type of system (Model number and version) is the E911 system? Answer: Vesta Question: Who manufactures the PA systems in the ARFF (and throughout the enterprise)? Are the PA systems VoIP or analog? Answer: The PA system has an analog, line-level, input. 6 53. Question: At Dulles Airport, is it a requirement or a desire for the primary and backup phones from the tower to be on separate circuits? Answer: See Statement of Work 54. Question: At Dulles Airport, are all of the items listed under BT-102 (except IAD Airport Operations) referencing paging interfaces? Please indicate if these are considered separate endpoints. Answer: No, all lines are phones except those listed as paging. 55. Question: At Dulles Airport, are the APM PBX lines individually related to the primary/secondary phones in the ATCT Room 2109? Answer: It is unclear what "individually related" means. 56. Question: At Dulles Airport, is the Swift logging recorder in addition to the NICE recording system? Answer: The SWIFT Logging System was only at Reagan Airport but it recorded both. 57. Question: At Reagan Airport, can you elaborate and visualize for us what TelecomC1-567A looks like? Is it one large room? Answer: See floor plans provided on the website. 58. Question: At Reagan Airport, there are PSCC primary and secondary lines (primary and backup).
