1 Vendor Questions and Responses Ongwanada RFP # , 2, 3 yr options can only be offered on all EWP service agreements. Will you revise the RFP and accept these as compliant since the Manufactures will not support the hardware past this time. Yes. We will accept the maximum manufacturers warranty available. Can you please confirm that a WAN is provided at the 3 main sites? Yes, a WAN is available at all 3 sites. Is it the intent to provide pricing for a Managed WAN with QoS for the remaining 24 sites? Yes. Can you provide LAN requirements and details for 85 Grosvenor and 114 Wright Crescent? At 85 Grosvenor, 42 drops should be considered. At 114 Wright Crescent, 47 drops should be considered. Managed switches, capable of L3 routing, PoE and VLANs are required. These will be re-wired to terminate in the electrical rooms at both locations. Can you please provide the number of sets per location for the 24 community homes? Each location is equipped with one (1) set at this time. One exception is 1234 Sunnyside Road, where up to three (3) telephone sets will be required. Clarification on the proposal: The scope of the RFP is providing VoIP telephone system and the associated LAN at each of the 3 major facilities with a remote connection to the 24 homes. Page 4, point 1, of the RFP states >turn key LAN/WAN= solution. From the bidders meeting, a WAN proposal is in the approval process (offered by the Kingston Public Utility). Please clarify? Ongwanada has proceeded with the WAN fibre optic link through the City of Kingston. If WAN is proposed by the utility, what type of service (dark fibre, LAN extension or managed L3 service, etc)? Will the utility be providing a smart termination device like a router? If managed, what is the QOS reserved on the 10Mbs circuits? The WAN fiber links will be terminated on FX to TX media adapters.

2 They will be live, and will carry VLAN information assigned by Utilities Kingston. Devices capable of L3 routing, PoE and VLANs will be required. Page 4 point 2, wireless is mentioned. To do wireless VoIP solution, wireless site surveys are required at all the facilities. To estimate the survey, and number APs floor plans are required of all buildings. Also quantity of wireless handsets required at all the facilities. Wireless capabilities are not required. Please ignore. Page 4 point 2, it is mentioned that conventional and VoIP solution. What is the split between to two connection types? It is our assumption that some handsets need not be digital sets. Ongwanada will evaluate any proposed split, upon evaluation of the proposals submitted. Page 4 point 4 (first one), Does Ongwanada have a list of >IT needs= that can be checked against? There is no list, per se, of IT needs. Ongwanada has a rare opportunity to advance its network capabilities dramatically, since the PoE capabilities required for the phone systems need a "forklift" replacement of our existing infrastructure. Part of the decision-making process in choosing the successful vendor will be based on the demonstrated abilities of the equipment and the flexibility that they lend to the overall IT requirements. For example, in weighting the overall network solution, these are some of the considerations which shall be addressed: What is the inter-connect speed between switches and the forwarding rate of the switch backplane? For example, some switches may list 50 gigabit ports on the switch, but only provide an 8Gbps actual performance rate across the backplane - meaning that they are built with a "blocking" architecture that could and most likely will cause a bottleneck in the network. Similarly, cascading switches often have inter-connections which perform at a dramatically lower rate than the switches themselves can operate at. We are concerned with the maintenance and configuration of VLAN s, monitoring and management of switches both at the core and remote sites. We do not want to get in to a situation where a Telco will not permit a third party to directly manage switch gear that they have installed for the purpose of phone system traffic; resulting in potential conflict, delays in problem resolution and significant costs to make configuration changes. Ongwanada will carefully examine the proposed network switches. Any modem switch proposed to be deployed should at minimum support the following criteria: - Layer 3 and 4 IP forwarding and routing at wire speed - hardware layer 3, 4 IP access control lists and MAC-based control - power over ethernet (for switches used with IP phones)

3 - native VLAN support (not pass-through) - wire-speed / non-blocking architecture for chassis backplanes - if cascading switches, inter-connect speeds of at least 50% the port count - server load balancing capabilities and failover - VLAN aggregation / trunking with broadcast/multicast forwarding - gigabit capabilities on each port with 10 gigabit option in the core - SNMP / RMON management & statistics - IPv4 and IPv6 support looking towards future requirements - quality of service (QoS) on all ports - denial of service, CPU protection and threat detection/response - redundant power supply capabilities - jumbo frame capabilities for NAS/SAN and network requirements - VLAN and/or port-based bandwidth control Because the opportunity is there to dramatically improve the feature set available to the IT staff, it will also make the telephony solution much more manageable in terms of detecting and responding to network issues. These requirements will make it possible to bring Ongwanada's general network connectivity to a level which will future-proof the investment. Because IP telephony is very sensitive to network latency, these requirements should also guarantee that the network will not be a significant contributor to "jitter," affecting overall quality of conversations. Page 4 point 4 (second one), Is structured cabling in the proposal, if so, site surveys by structured cabling estimator must be arranged and floor plans of the facilities provided. Re-cabling for Cat 5e, if the vendor solution so requires, must form part of the vendor submission. Should the vendor require a cabling estimator to visit our sites, this can be arranged by contacting Ongwanada. Cost for any such work by an estimator must be borne by the vendor. Floor plans for the three main sites will also be provided upon inspection. Page 5 point 5. Site extensions are listed. We assume this is also the number phones required. What type of phones (single line for reception, 2 line phones, multi-line phones colour or b/w, operator consoles, conference phones, etc.)? The RFQ requests unit pricing for all proposed solutions. Please supply pricing for all types of components available. The actual breakdown of required sets will be a matter of discussion with the successful vendor. 4 Building ID is sufficient. Failover phones? Does Ongwanada want a redundant system or is the failover phones completely separate? Ongwanada will entertain a solution that addresses situation like the ice storm of 1998 or the power black out of How this is achieved will be up to the vendor. Page 17: server? (Believe to be First Class) What version? What client do the users have? What mail protocols are supported? Ongwanada is currently using Firstclass 9.0. The following protocols are supported: - STMP - IMAP4 - POP3 Balsam Grove and Wright Crescent is there sufficient Cat5 / Cat5e cable to support IP phones at all locations? Cat 5 exists at Balsam and Crescent to support IP. Cat 5e does not exist and, if required, should form part of vendor submissions. In regard to sets do you have a breakdown of sets that you require, i.e. Director sets with Speaker and hands free down to a Basic hand set with a Hold key, and any requirements in between? Unit pricing is required for all components. Ongwanada will enter in to discussions with vendors the actual break down of required sets. Is there a specific location that we could install a 4th closet that would eliminate the distance, issues in part of the main floor? The only possibility might be the Mechanical Room which resides under the Pool and adjoining walkway. Page 11 System and User features, question 1 - is it a correct assumption that you are asking for a complete soft-phone solution at headquarters, (Portsmouth Ave) and in the Homes? No. Soft phone solutions will not at this time be possible for any of the community residence locations. Limited soft phone capabilities may be possible for the Resource Centre, although this again is not a preferred option. Page 17 Voice messaging services, question 2 - does this mean that Ongwanada is supplying the Voice mail from Firstclass and all we have to do is

5 integrate to it? If so how many channels do you need of the PBX? Ongwanada wishes to continue to utilize Firstclass for our services. First Class will support POP3 and IMAP4 and STMP. Our desire is that the successful vendor will integrate with it. If the vendor s proposed solution does not integrate with Firstclass, feel free to propose an alternate solution which will. Regarding how many channels may be needed for the PBX, Ongwanada feels 12 channels will be required. Are all Desk tops / Laptops, both Internal and External set up as thin client terminals? No. We currently have 27 thin client terminals spread out between Baxter CR, Sydenham Road CR, Henrietta CR, Napanee APS Office (1 at each of the preceding locations). The rest are spread out between 85 Grosvenor, 114 Wright Crescent and 191 Portsmouth Avenue. Page 17 Security question 3 - could you expand on this when would you see a user have to have a password and Login? We would envision a password and login when accessing services from an external location i.e. when staff travel out of town.
