1 . Request for Submittal Extension ANSWER: All date references listed in the document for submittal deadline shall now be FRIDAY FEBRUARY, 20 at 2:00 PM. All other requirements remain the same. 2. Are we supposed to use the existing Cumberland County Avaya PBX to backend the 9 solution or is the RFP suggesting a new PBX be provided? ANSWER: It is envisioned that the currently-owned Avaya would be a part of a shared system. There would be two Avaya s: the one provided by this RFP would be the primary for the 9 and EOC areas, and serve as a secondary to the office areas. The current-owned Avaya would be primary for the office areas and serve as a secondary for the 9 and EOC areas. Secondary coverages would be in case of failure of the primary; seamless would be the ideal solution. 3. In Exhibit A: "Qty of Wireless Master Clock NTP ports in addition to the CPE requirements" 0 - Is this a misprint? There is no such device as a "Wireless Master Clock". ANSWER: Should read Qty of Master Clock NTP Ports in addition to the CPE requirements 0 4. Wiring Sec 7.: The Respondent must provide all host and remote PSAP wiring on the County side of the telephone demark. Sec. 7..: Dedicated Wiring The building prime electrical contractor is responsible for the dedicated wiring between the workstations and the data server room(s). Please clarify what wiring will the Respondent be responsible for? ANSWER: The building electrical contractor is providing all wiring between the workstations and the data server room(s), as per the drawing provided. The respondent will be responsible for all wiring after the LEC demark, with the exception of the wiring as noted. 5. Wiring Sec 7..4: Building Wiring It is the responsibility of the CPE contracted Respondent to supply the required GB Ethernet switches and connectivity to achieve the County s Telecommunication County s goals. All connectivity can be planned to be supported via Power over Ethernet (POE) Switches that are to be located in the common equipment room. Are all switches to be POE switches? Is the Respondent required to provide switches for devices other than those required for the 9 system such as phones in the EOC? If so, how many POE switches must be provided? ANSWER: The number of switches needed is to be determined by the respondent. It is the desire of the county to have as many phones in all areas utilizing POE switches. The county is not specifying the number of switches, allowing the respondent to determine the number of total ports on a switch and the number in use they wish to have on any given switch.

2 6. Wiring Sec 7..8: Patch Panel The Respondent must provide data patch panels for all cabling required supporting the solution. This will include, but not be limited to, workstation wiring, trunk ports, telco lines and all data wiring. These patch panels are intended to be used by the County or maintenance personnel for trouble isolation. If the Respondent is required to provide patch panels for all wiring besides what is used for the 9 system, how many patch panels must be provided? Is the Respondent required to terminate all wiring done by the prime electrical contractor also? How many cables are to be terminated? ANSWER: As stated the respondent to this RFP is responsible for all patch panels for this solution. The respondent should count all connections for the complete building telephone solution. The respondent should figure on terminating all wiring done by the prime electrical contractor that number can be found in the drawings. 7. If Respondent is required to provide the patch panels, are we to provide the jacks located at the positions too? Are we to provide jacks at other locations too? If so, how many? ANSWER: The respondent should count all connections for the complete building telephone solution. Master Timing Source Sec 7.8: A new Master Timing Source (MTS) is required to be included in this proposal. This was not listed in Exhibit A, was that an oversight? ANSWER: The respondent shall include the price of a Master Timing Source (MTS). A revised Exhibit A is attached to this addendum. 9. Ethernet Network Timing Protocol Sec 7.8.2: The MTS solution shall provide a synchronized timing source for all Respondent-provided CPE workstations and servers as well as interface to support the CAD, Radio Console, Radio Network Management and Logging Recorder systems time sync requirements. These critical NTP ports must not allow IP connectivity between ports and create an IP security threat. Within this response, include a description how isolation will be supported on the NTP ports. The quantity of ports is included in Exhibit A and does not include the quantity of ports to support the CPE equipment. Does this mean that we will need a total of 5 NTP Time Servers to cover the 0 listed in Exhibit A and 5 more to cover the E9 equipment, CAD, Radio Consoles, Radio Network Management and Logging Recorder? ANSWER: The County vision is that there would be one NTP Time Server for each of the prime list of equipment. (CPE, CAD, Radio Consoles, Radio Network Management, and Logging Recorder). If however, the Respondent needs more than one for building telephone solution, they should include that. The long term plan of the County is to have a geo-diverse system where each location would be able to stand on its own without reliance on the other location. With that in mind the County envisions that half of the total will be relocated to the second location at a later time. The Respondent should figure on these all being operational at this first site, but wired in such a way for ease of movement and no loss of ability during the move later.

3 0. PSAP Status Reader Board ( Optional ) Sec 8..3: What size reader board would the County like? ANSWER: The County is open to suggestions on size, one large enough to be seen from across the center.. Transient Voltage Surge Suppression Sec 0.3: Secondary TVSS devices must be installed to protect incoming and outgoing equipped ports that are, or could connect to, wireless or wireline private or leased line facilities, including CO POTS, 9-- trunks, DS facilities Ethernet, or County-owned CPE. Per Exhibit A, there will be 2 Digital T- s for 9 CAMA Ports, 2 Digital ISDN PRI s for PSTN access and 32 analog POTS Trunk Ports installed at the Primary Site. There are no circuits identified that will be located at the Backup Site ( once it is identified ). Is the Respondent required to provide more TVSS units than are listed in Exhibit A? The County is requiring a Spares Kit for the TVSS units. Would the County provide a recommended amount of spare TVSS units for the Digital circuits and the POTS circuits to be protected? ANSWER: The Respondent is responsible to provide the amount as listed in Exhibit A. The Spare Kit states in Exhibit A, two for each type of required that is the amount required to be in the Spare Kit. 2. Hardware Equipment Cabinets Sec 4.0: The customer will coordinate the location for shipping and staging of cabinets with the successful bidder. Will the Respondent be required to place and install the cabinets in the equipment room? Will the Respondent be required to install any equipment in the cabinets? ANSWER: The Respondent will be responsible to place and install all cabinets in the equipment rooms. The Respondent will NOT be required to install any equipment outside what is listed within this RFP. 3. Project Completion Date The project must be completed and all equipment fully operational on or before July 9 th 20. Respondent cannot find an award date of the RFP. Without an award date it is difficult to confirm we will meet the date. ANSWER: The Respondent should work from the go-live date backwards and provide a timeline that shows their requirements, to include an award date. The County anticipates an award of this RFP within 30 days after the submittal deadline. 4. Please provide clarification on how we should respond to the RFP. Should we follow the guidelines in Section or Section 4.4? ANSWER: Respondents shall follow Section Section 4.4 is stricken from the RFP. Replacement page 2 is attached to this addendum. 5. Respondent would like to confirm which Prevailing Wage Rate from Appendix A we are to use for our technicians? ANSWER: The Laborer category would be rate for telephone technicians.

The County desires these documents to convey: An invitation for competitive offers of solutions from one service provider that will install and provide a CPE, network clocking and equipment cabinet solution that includes 24 x 7 on-site support within a two hour time frame. An invitation for competitive offers of solutions for only the hardware equipment cabinet portion of this RFP. The County will review the following types of proposals under this RFP: Combined totally designed and implemented solution providing total functionality as described in the technical sections of this RFP. Support Hardware equipment and installation of hardware equipment cabinets Structure of Technical Portion of the RFP The technical requirements portion of the RFP is divided into sections. Because the RFP invites innovation and collaboration, an integrated solution may meet the requirements called out in one section but not another. Respondents are invited to thoroughly read and understand all sections. 6.0 Through Telecommunication 4.0 Hardware Equipment Cabinets 4.3. Proposals Proposals will be accepted for a combined RFP response or for only the hardware portion. If a Respondent is only proposing support Hardware Equipment Cabinets, then the Respondent will indicate so by responding with the term not applicable in section 6 thru Requirements Compliance If the Respondent elects to respond to this RFP, then the responses such as compliance or noncompliance should be utilized in all sections, with the exception of not applicable, if the Respondent is only responding to or has elected not to respond to the hardware support requirements section. 5.
