5 Page 1 HP Guidance MFP1Multifunction products (MFP) have several different functions. It is possible to either check the box MFP or to check the individual boxes with specified functions. It is not allowed to say yes if there is an optional function. Information about optional functions can be added under item P14 Additional information. PPM For IPG products, specify the product speed (print rate, copy rate, etc.) in ppm. Use the same configuration that was also used to test the product for power and noise measurements and describe under Item 14. Note: this question may be modified for future versions of the Declaration to reflect the differences in configurations and speeds available for some products. Product Enter the product identity - put the full name of the product as the customer would know it, such as the model number including the specific form factor, if applicable (e.g. HP Compaq Business Notebook NC6000, or HP LaserJet 4200N/DN/, etc.). This is a legal requirement. The GSE prohibits batteries defined as hazardous under this directive (i.e. batteries containing lead, cadmium, mercury). The HP DfE Guide also restricts the use of any battery that is classified as hazardous. Exceptions are lead-acid batteries which are defined as hazardous in the EU Directive and need to be labeled, but are allowed for use and are not banned in the HP GSE or DfE. These are still industry standard in UPSes (Uninterrupted Power Supplies /power backup). In the case of UPSes, the preferred HP answer is "YES". P2.2 The HP answer should be "YES". This is a legal requirement. According to the HP GSE, the mercury content of batteries must be less than % b.w. P3 Electrical Safety, EMC and connection to the telephone network - Legal Requirements P3.1 The HP answer should be "YES". This is a legal requirement. Note: Though not specifically addressed, x-rays are covered under the Low Voltage Directive. P3.2 The HP answer should be "YES". This is a legal requirement. P4.2 The HP answer should be "YES" for products with ink (SFS 1998:944) and "N/A" for all others. This is a legal requirement. 6 P4.3 The HP answer should be "YES" for products with toner or ink. This is a legal requirement. Applies to printers, copiers, faxes, and multifunction devices using ink or toner as the print media. "N/A" means the product does not use toner/ink. Inks are always classified and assessed against the EU directives. Verify with the DfE design criteria for toner/ink at DfE/designforenvironmentalcriteri.htm which lists the following goals: Human Health: Threshold - No EU danger symbols. Target - No mandatory health labels. Aspirational - No mandatory health labels and no sensitizers. Ecological Health: Threshold - No EU danger symbols. Target - No EU danger symbols or ecological risk phrases. Aspirational - No mandatory ecological health labels. Aquatic tox LC50 > 500 mg/l. Toners meet requirements as specified in the MSDS Statements:15.5 EU: EU Notification: All components in this product are compliance with EU Chemical Inventory regulations (Toner & Imaging drum). P5 Packaging materials - Legal Requirements P5.1 The HP answer should be "YES". This is a legal requirement and is listed in the HP GSE. For more detail, refer to Refers to substance levels that do not exceed natural background levels. Verify that the contract or specifications for vendors supplying packaging references the HP GSE or the HP Packaging specification. Member states shall ensure that the sum of concentration levels of lead, cadmium, mercury and hexavalent chromium present in packaging or packaging components shall not exceed: 100 ppm by June 30, 2001 P5.2 The HP answer should be "YES". P6 Environmental conscious design Market Requirements Disassembly, recycling P6.1 The preferred HP answer is "YES". If the product consists of mixed material that are glued or welded the answer is "NO". For example, two different types of plastics are glued or welded together or plastic is glued to metal. If these conditions do not exist, the answer should be "YES". P6.2 The preferred HP answer is "YES". Coatings include paints and varnishes. Compact products and mobile products are often coated with conductive paint and do not generally meet this requirement. Coatings compatible with the plastic materials are accepted. According to TCO, easily removable labels such as the HP jewel are acceptable. A plastics compatibility guide may found in Annex C of ECMA-341: P6.3 The preferred HP answer is "YES". If the major structural parts consist of one material the answer is "YES". If the major structural parts are made of 2 or more types of materials that are glued, welded, or otherwise difficult to separate, the answer is "NO". Easy to separate means that standard tools can be used by one person. P6.4 The preferred HP answer is "YES" to ISO 11469, including all applicable ISO 1043 Parts 1-4, in compliance with HP Specification A Part 1: Basic polymers and their special characteristics; Part 2: Fillers and reinforcing materials; Part 3: Plasticisers; and Part 4: Flame retardants. Verify contracts or specifications with plastic parts suppliers for reference to HP Specifications A , ISO version 2000, or ISO 1043, parts 1-4. Refer to for the HP General Specification for Plastic Parts Identification (A , Rev. F). Note that the requirement for the IT Eco Declaration is > 25 grams and not > 3 grams as indicated in the HP plastics specifications. Also, Part 4 only applies if a flame retardant is present > 1%. All ISO 1043 Parts that are applicable for the product must be fulfilled to allow a yes answer to P6.4. For example: If a product doesn't have any plasticizers, then ISO 1043 Part 3 is not applicable, and if part 1, 2 and 4 of ISO 1043 are applicable and fulfilled, then answer to item 6.4 is yes. Another example: Part 1 is applicable to the product and it is known that it is fulfilled, but it is unknown whether for example part 2, 3 and 4 are unknown / or fulfilled, then the answer to item 6.4 is no. Provide explanatory information under Item 14 if necessary. Note change from previous version: ISO 1043 Parts 1-4 are no longer checked on the declaration form. P6.5 (Voluntary) The preferred HP answer is "YES". According to the American Plastics Council, metal rivets are more difficult to separate and remove from plastic parts, and should be avoided. P6.6 The preferred HP answer is "YES". This requirement does not apply to safety labels. The industry standard has gone toward "molded-in", or inherent, as the preferred labeling method. According to TCO, easily removable labels such as the HP jewel are acceptable. Refer to Design for Environment (DfE) guideline for other options: Product lifetime P6.7 The preferred HP answer is "YES". Special tools are anything but flat blade, torque, or Phillips (star) screwdriver. Applies only to products that have a modular design which allow upgrade by the user or a service person. Does not usually apply to displays and keyboards. P6.8 The preferred HP answer is "YES". Applies only to products that have processor, memory and cards that can be changed by the user or service person. Does not normally apply to displays and keyboards. P6.9 The preferred HP answer is "YES". Applies only to products that have hard disk and/or floppy drive that can be changed/upgraded by the user or a service person. Does normally not apply to displays and keyboards. P6.10 (Voluntary) Check with the product design team or product program manager to determine a response. Verification requires a copy of a letter signed by a product assurance representative. Blue Angel requires that spare parts be available for at least 5 years after end of production.

7 Material requirements P6.11 The HP answer should be "YES". Does not apply to components. All of the PBB and PBDE flame retardant materials listed in the IT Eco Declaration 2004 guideline are prohibited under the HP GSE: decabromobiphenyl (CAS no ); pentabromobiphenylether (CAS no ); octabromobiphenylether (CAS no ); decabromobiphenylether (CAS no ); monobromobiphenylether (CAS no ); dibromobiphenylether (CAS no ); tribromobiphenylether (CAS no ); tetrabromobiphenylether (CAS no ); hexabromobiphenylether (CAS no ); heptabromobiphenylether (CAS no ); nonabromobiphenylether (CAS no ). From August 15th, 2004, the EU prohibits all use of pentabromodiphenylether (CAS no ) and octabromodiphenylether (CAS no ). Other brominated flame retardants are currently undergoing EU risk assessment. Verify the latest IT Eco Declaration guideline at for changes. Verify contracts or specifications with plastic parts suppliers for reference to the HP GSE. Contact your business group environmental manager if these materials are used. P6.12 (Voluntary) Should you choose to answer, the preferred HP answer is "YES". Following are explanations of the different Risk (R) phrases: R45- may cause cancer R46- may cause heritable genetically damage R very toxic to aquatic organism R53- may cause long term adverse effects in the aquatic environment R60- may impair fertility R61 may cause harm to the unborn child For all plastics greater than 25g, send a copy of the plastics certification form to the plastics supplier requesting completion of the form and a signature. The plastics certification form is located on Greenbase at (TBD). For additional information, refer to: for a link to the EU Directive 67/548/EEC and subsequent amendments. You may also check individual plastic flame retardants (from product specifications or the product design engineer), by CAS no. or chemical name, against the materials classifications listings found in Annex 1B to EU Directive Amendment 2001/59/EC (pages 20-77): HP is currently working on developing an internal list of flame retardant rated materials. Check with John Burkitt (john.burkitt@hp.com) for an update. P6.13 Applies to all IT products with plastic parts > 25 g and printed circuit boards. Does not apply to components on printed circuit boards and cables. Document the type of flame retardants, if applicable, using flame retardant chemical categories specified in ISO PBB and PBDE are prohibited by the HP General Specification for the Environment (GSE). Contact your business group environmental manager if they are used. Verify contracts or specifications with plastic parts suppliers for reference to the HP GSE. HP plastics marking specifications may be accessed at: National authorities, professional customers and electric and electronic recyclers have shown an increased interest in knowing the chemical flame retardant systems that are used. For printed circuit boards, the industry standard flame retardant system is based on TBBPA (Tetrabromobisphenol A), CAS numbers and If TBBPA is used in the printed circuit board, both TBBPA and Bromine shall be marked, since TBBPA contains Bromine. Note change from previous version: Providing flame retardant information for Other plastic parts is voluntary. P6.14 List the types of plastics used in the product cover and housing using the ISO marking categories (e.g. PVC, ABS, PC, etc.). HP plastics marking specifications may be accessed at: Both customers and recyclers have an interest to know the product cover material type like PVC, ABS, PC etc and if the material is flame retarded or not. P6.15 Applies to all IT products containing cables (internal and external, discrete and multi-conductor, and power supplies, audio, etc.). Identify the type of cable insulation material and check PVC or Other. The industry standard material for cable insulation is PVC. P6.16 (Voluntary) This question is voluntary for the purposes of the IT Eco Declaration. However, this information is required for reporting in the U.S., and these questions must be answered for all HP products. The preferred HP answer is YES for HP products containing light sources such as fluorescent bulbs and tubes (for example, backlights in LCD displays, light sources in scanners and copiers), and high intensity bulbs in projectors. The question refers to the weight of the light source and not the weight of the entire product. HP is working toward mercury-free lighting. The HP answer is "N/A" for products that do not contain a light source. Contact the lamp supplier for lamp weight and the weight of the mercury in the lamp. Calculate the % of mercury by dividing the weight of mercury by the weight of the lamp. If mercury is used, check the product specifications for the number of lamps used in the product. If mercury is used, contact the lamp supplier for the maximum amount of mercury per lamp. Enter the quantity only and not the units. After use, light sources that contain small amounts of mercury shall be treated as hazardous waste. P6.17 (Voluntary) The HP answer should be "YES". Applies to all IT products with plastic parts. Refers to substance levels that do not exceed natural background levels. These materials are prohibited under the HP GSE. Verify contracts or specifications with plastic parts suppliers for reference to the HP GSE. Contact your business group environmental manager if these materials are used. Note: This question does not address items such as printed circuit boards that have lead-based solder, since the solder is not contained within the plastic or the mechanical part. Not a legal requirement, but an ecolabel requirement found in Nordic Swan, German Blue Angel and Swedish TCO. P6.18 (Voluntary) The preferred HP answer is "YES". Applies to all IT products. Typically Beryllium (2%) alloyed with copper is used in springs, contacts, and gaskets. Check for beryllium weight in the part and calculate % against the total weight of the part. P7 Batteries Market Requirements P7.1 The preferred HP answer is "YES" for products that contain batteries (otherwise the answer should be "N/A"). Hazardous batteries are those that contain cadmium, lead or mercury according with the level defined in 91/157/EEC and 98/101/EC. Examples of nonhazardous batteries are Lithium, Lithium-Ion and Ni-MH. The HP GSE prohibits batteries defined as hazardous under this EU Directive 91/157/EEC. The HP DfE Guide also restricts the use of any battery that is classified as hazardous. Check the contracts or specifications with battery suppliers for reference to the HP GSE. Contact your business group environmental manager if these batteries are used. Exceptions are lead-acid batteries which are defined as hazardous in the EU Directive and need to be labeled, but are allowed for use and are not banned in the HP GSE or DfE. These are still industry standard in UPSes (Uninterrupted Power Supplies /power backup). Legal references: Sweden: SFS 1997:645, import of hazardous batteries has to be registered and special environmental fee must be paid. Norwegian members of IKT-Retur (hardware take-back and recycling consortium) automatically pay battery fees. Danish EPA, Consolidation Act No.590 of 27 June 1994 & Statutory order Norway.92 of Feb. 22, 1996 on a fee on lead accumulators.

8 P7.2 (Voluntary) The preferred HP answer is "YES" for products that contain batteries (otherwise the answer should be "N/A"). Check the contracts or specifications with battery suppliers for Hg, Cd, and Pb content. The heavy metal limits (% by weight) for batteries in the EU Flower ecolabel criteria are: mercury (Hg): %, cadmium (Cd): 0.001%, and lead (Pb): 0.01%. Observe that the EU Flower battery requirements are more stringent than the EU battery directives and the HP GSE and DfE Guide. Exceptions are lead-acid batteries which are defined as hazardous in the EU Directive and need to be labeled, but are allowed for use and are not banned in the HP GSE or DfE. These are still industry standard in UPSes (Uninterrupted Power Supplies /power backup). P8 Energy consumption Market Requirements Note: the IT Eco Declaration uses power related terminology and definitions that do not necessarily align with common power terms used in the IT industry, or by ecolabels. This could lead to confusion when completing the IT Eco Declaration form, if you are not aware of this fact. For all IPG product power reporting the following is recommended. Use the highest power value measured for all nominal worldwide voltages associated with this product. If the product declaration is for a family of products, use the highest power value for the family when reporting power levels. It may be useful to add a note to the declaration explaining the power measurement methodology. Example: Power numbers represent the highest power measurements for the entire LaserJet 2300 family measured across all standard worldwide voltages and frequency levels the products ship into. P8.1 Maximum power (Voluntary) Enter the maximum designated operational power consumption of the product in Watts from product specifications. Enter the quantity only and not the units. This question is asked by customers such as ventilation consultants who are interested in the heat generation potential of IT products. In order to calculate the product maximum power consumption( W), multiply the maximum input line voltage (V) times the product maximum rated voltage current (Amps). This gives the maximum or worst case power consumption in Watts which is not usually observed during operation. PSG This is a voluntary requirement, and HP PSG has elected not to provide data associated with this parameter for PSG products at this time. IPG It is recommended that imaging and printing products not respond to this question as the maximum power calculation will significantly over-estimate the actual heat generation of this category of products, as they rarely use maximum power during their operational life. TSG For servers, in general ISS avoids declaring energy values for servers for the following reasons: (1) there are numerous shipped configurations for each form factor, (2) the low energy state of the server depends on the operating system used and how it is configured, (3) servers tend to be ON and in use when unattended and their power consumption is a function of the varying demands placed on the server, and (4) requirements for servers are not defined by Energy Star or Blue Angel.
