1 Instrumentation, Control and Automation Unit - ICA08 Install, Use and Maintain SCADA Systems This training specification has been developed from the utilities engineering technician standard. The specification details the minimum training specification, as agreed by industry employers, to deliver the skills and knowledge required to install, use and maintain Supervisory, Control, And Data Acquisition (SCADA) Systems in the utilities sector. The specification details the critical requirement of the activity to carry out the work and does not preclude employers from adding to the skills and knowledge detailed by the specification in their own training programmes. All work must be carried out to approved procedures and practices and in accordance with statutory health, safety and environmental requirements. What does this specification look like? ICA technicians need to be able to: IUMS1 Understand how the elements of a SCADA system operate IUMS2 Install, use and maintain SCADA equipment used within the water industry What do I need to take this module? Candidates to be assessed as competent in this area should have successfully completed the modules shown below or have evidence demonstrating an equivalent level of knowledge: 1. EE02 Safe Isolation of Electrical Equipment 2. SHEA Water or Waste Management 3. National Water Hygiene - for those working on clean or waste water as appropriate 4. ICA01 Electronics Theory and Principles 5. ICA02 Theory of Instrumentation for Process Monitoring and Control in the Utilities Sector 6. ICA05 Commission and Handover ICA Equipment 7. ICA07 Theory of Digital Systems 8. ICA13 Fault Diagnosis on ICA Equipment 2017 Energy & Utility Skills Group Page 1
2 Performance Criteria To achieve this unit you will need be able to: General Requirements P1. Identify the work area to be accessed using company documentation, systems and work instructions P2. Select, inspect and wear required PPE in line with company procedures P3. Carry out a site-specific risk assessment of the work area, identifying the hazards and control measures required P4. Maintain accurate and up to date records P5. Report information and data to the designated person Task Specific Install, Use and Maintain SCADA Systems P6. Design a SCADA system in accordance with manufacturers instructions and company technical specifications P7. Install SCADA system hardware in accordance with manufacturers instructions and company technical specifications P8. Program and configure a SCADA system in accordance with manufacturers instructions and company technical specifications P9. Commission and configure a SCADA system in accordance with manufacturers instructions and company technical specifications P10. Maintain SCADA systems in accordance with manufacturers instructions and company procedures Knowledge and Understanding To achieve this unit you will need to know and understand: General Requirements K1. The principles of Health, Safety and Environmental legislation in relation to working with SCADA systems in the water industry K2. The organisation s safety rules, policies and procedures relating to work on or near electrical systems K3. The hazards associated with work on or near electrical system apparatus and how to deal with them K4. How to select, inspect and use PPE for work on or near electrical power systems K5. How to carry out a site specific risk assessment and identify workplace hazards K6. 3 K7. The company recording and reporting process Task Specific Install, Use and Maintain SCADA Systems K8. What a SCADA system is including the three main elements K9. The key functions performed by a SCADA system K10. How to design and install a SCADA system and the correct process of doing this K11. How to programme and configure the system in accordance with company s technical specifications K12. The process for commissioning and handover of the system K13. The maintenance requirements of a SCADA system, including: a) The system maintenance plans b) Preventative maintenance requirements c) Corrective maintenance over and above scheduled maintenance to mitigate system performance degradation and component failures d) System enhancements and upgrades related to database, control strategy and graphical display changes e) System administration with respect to software versions, upgrades, file backups, etc Energy & Utility Skills Group Page 3
4 How will it be assessed? Assessment types: 1. External assessment an external accrediting body will assess against a national minimum standard 2. Internal assessment process a company led on-going assessment against requirements 3. End-point assessment - see assessment plan for further details here (will be EU Skills defined) What type of evidence will be expected? Evidence types: 1. 5 Additional Assessment Requirements You must also provide evidence of ALL of the following as a minimum: K8. What a SCADA system is including the three main elements: a) Remote Telemetry Units (RTUs) typically PLC communication units b) Communications systems c) Human Machine Interfaces (HMIs) K9. The functions performed by a SCADA system, including: a) Data acquisition b) Networked data communication c) Data presentation d) Control K10. How to design and install a SCADA system, including: a) Supply of RTU, communication and HMI equipment b) Installation of SCADA equipment particularly network adaptors and hardware in accordance with company s technical specifications 2017 Energy & Utility Skills Group Page 5
