Principal SLR International Corporation Houston, Texas Re: ADDENDUM Updated Acoustical Evaluation HDD Crossings Rover Pipeline Project SLR File No TECHNICAL MEMORANDUM SLR Report HDD, Rev. 0 At the request of Rover Pipeline LLC, SLR International Corporation (SLR) has conducted baseline sound level measurements and noise impact evaluations for Horizontal Directional Drilling (HDD) crossings associated with the Rover Pipeline Project. This Technical Memorandum is an addendum to previously submitted information. The purpose is to address the updated locations proposed for HDD crossings associated with the project. 1 BASELINE ENVIRONMENTAL SOUND LEVELS As previously reported, baseline ambient sound level measurements have been collected near the HDD crossing sites. Since the survey period, there have been additions, deletions, and modifications to the list of proposed crossings. The majority of the crossing modifications involve relatively minor changes in the entry or exit sites, or the swapping of entry and exit, and no new baseline noise measurement surveys were needed to characterize those areas. For the new HDD crossing at IH-94 in Michigan, the baseline ambient sound level has been estimated. The crossing is at a major highway, and traffic noise is likely to be the dominant background ambient noise source at the nearest NSAs. Therefore, the ambient sound levels were estimated for the new IH-94 crossing using basic methods developed by the US Department of Housing and Urban Development (HUD). 6 August 5, 2015 SLR Report HDD, Rev. 0 Rover Pipeline LLC ADDENDUM Updated Acoustical Evaluation HDD Crossings Rover Pipeline Project Page Baseline Sound Level Estimates for New HDD Crossings The baseline ambient sound level estimate for the new IH-94 HDD crossing was made using the traffic noise calculation method presented in HUD s Noise Assessment Guidebook. The input data and assumptions were as follows: Traffic: 56,000 annualized average daily traffic, combined eastbound & westbound. Traffic mix: Rural interstate with 3% medium trucks and 17% heavy trucks. Distance from IH-94 centerline: Entry NSA is 620 feet, Exit NSA is 1240 feet. Other: 70 mph posted speed limit, no stop signs, no large gradients, 15% nighttime traffic. For the IH-94 crossing, the HUD calculation procedure returns 70.4 and 65.8 dba L dn for the NSAs closest to entry and exit locations, respectively. The new Portage River HDD crossing is approximately one-half mile west of the original (but now eliminated) Tiplady Road / Portage River crossing. By proximity and the similar nature of the area, the measured baseline data for that original site is appropriate for use for the new Portage River HDD. 2 ACOUSTICAL ANALYSIS Since the Resource Report filing in February 2015, there have been slight entry/exit location modifications or entry/exit swaps for 17 of the 36 original HDD crossings. Seven crossings have been eliminated, and two new crossings have been added. There are now 31 proposed HDD crossings. To reduce potential confusion, this addendum includes the acoustical data for ALL of the HDD crossings, including the original (unchanged) crossings, the modified crossings, and the new crossings. The data is provided in the tables attached to this Technical Memorandum, using the same table format as that used in Appendix 9E for the Resource Report 9 section. Similarly, the figures (maps) for ALL crossings are included. The updated tables and figures attached to this document can therefore replace the original items in Appendix 9E. As noted in Section Predicted Temporary Sound Levels in Resource Report 9, the predicted HDD equipment sound level contribution for each NSA has been calculated in the evaluation. The calculated level was combined with the existing ambient sound level near each NSA to determine the overall sound level Ldn (ambient plus predicted HDD) at each NSA during the temporary HDD activity. The difference between this overall sound level and the current sound level is the calculated increase due to the temporary HDD activity. For most of the crossings, there are two NSAs considered, with one closest to the Entry, and one closest to the Exit. For a few crossings, a single residence represents the closest NSA for both the Entry and Exit, as can be seen in the associated figures. For all of the crossings, the noise contribution from both the Entry and the Exit is included for each NSA calculation. HDD crossing data, including locations, distances, baseline ambient data, and the calculation results for the HDD crossings are presented in tables which include:

This is given in a format like this: Table 9.2-HDD-[crossing designation] [N for entry or X for exit]. 3 NOISE MITIGATION The noise mitigation comments provided in the Resource Report Section Noise Mitigation for HDD Sites remains applicable for the updated list of HDD crossings. For HDD sites where the predicted sound levels at the NSAs are greater than 55 dba Ldn, noise mitigation for the HDD equipment as described in the Report or compensation/relocation considerations are recommended. 4 ACOUSTICAL SUMMARY The list of proposed HDD crossings has been updated, and the corresponding modifications have been made for the acoustical evaluations. This Technical Memorandum contains updated Tables , , and and Appendix 9E for the noise data section, as well as the corresponding figures showing the entry/exit locations and NSAs.
