2 Procedure for s Rev 1, 22 DEC INTRODUCTION 2.0 SCOPE 3.0 DEFINITIONS The purpose of this procedure is to calibrate the equipment that is used for measuring and testing materials and products on the project site. The procedure ensures that all work on site is performed according to the standards are specifications. This procedure is applicable to all the equipment required for measuring and testing materials and products. All equipments will have their own specific calibration requirements as specified by the manufacturers, and such requirements shall be followed by the calibration technicians, whether in house or done by third party. 3.1 It is the series of operations in which the correlation is set up between the measured values by a device under certain conditions and the values set forth by the related reference standards for the same measurements. Thus, the correlation between what the value must be and what the measured value is shall be identified. 3.2 Verification process performed either by comparing the outputs of a measuring device with the outputs of the same or more accurate calibrated device, or checking the reading of a calibrated device with a reference sample in certain intervals to be sure about the correctness of the results. 3.3 Reference Standards It is the international standard or the manufacturer s instructions according to which the equipment shall be calibrated. 4 REFERENCES ISO 9001: ISO 14001:1996 OHASAS Manufacturer s Instructions National Metrology Institute 5 RULES FOR CALIBRATION
3 Procedure for s Rev 1, 22 DEC can be called for: a. with a new instrument b. when a specified time period is elapsed c. when a specified usage (operating hours) has elapsed d. when an instrument has had a shock or vibration which potentially may have put it out of calibration e. whenever observations appear questionable 5.2 The measuring tools and equipment used by execution and control departments are divided into two groups, as to which require to be calibrated and which do not. 5.3 The measuring tools and equipment used for measuring the values which affect the product quality or safety or desired specifications shall be subject to the traceable calibration. 5.4 The devices by which the values are measured for obtaining information only and to get an idea only and do not affect the product quality shall not be subject to the traceable calibration. 5.5 The measuring devices and test devices requiring traceable calibration should have sufficient accuracy to measure within the tolerances required for the measurements they are used. The measuring and test devices in this category shall be calibrated with certain intervals. The measurement accuracy of a device determined by its calibration shall be recorded and traced and the device shall be used according to its accuracy. It is obligatory for such measuring devices to be within the period of valid calibration. 5.6 The QA/QC Department shall determine the devices which will be subject to traceable calibration and approval shall be acquired from CM/CS if required. 5.7 The validations, registrations and tracing of the devices shall be carried out by the QA/QC Department or a third party as necessary. 5.8 The Equipment Department especially and all other departments using measuring devices shall ensure that all equipment and devices requiring traceable calibrations are enlisted with the QA/ QC Department. 5.9 The measuring devices which are not subject to calibration shall not be registered and traced. Because no numbering/labeling will be carried out for the measuring devices which are not subject to calibration, the calibration records of the tools should be looked for in case calibrated measuring device is required. The number of the calibrated device may be registered in the form in which the measuring results are written down When a calibrated device is transferred to another site or Central Warehouse during demobilization of the site or upon request, the
4 Procedure for s Rev 1, 22 DEC 2009 calibration reports are also sent to the QA/QC Department and to the In charge of the Warehouse with the device to maintain the traceability of the calibration The measuring equipment manufacturer generally assigns the measurement tolerance, suggests a calibration interval and specifies the environmental range of use and storage. Such guidelines, if available, shall be strictly followed. 6.0 CALIBRATION PROCESS FLOWCHART Attached 7.0 PROCEDURES 7.1 Selection & Registration of devices The devices which affect the quality of the product and safety shall be determined by taking into consideration the accuracy and tolerances and shall be enlisted accordingly for the construction, control, test or inspection activities The Department in possession of the devices or using the devices, that require traceable calibration, shall notify the QA/QC Deptt, with a detailed list, existing calibration records if any, any special instructions and specifications of these devices QA/QC Deptt shall assign a number to each device and register it in the List of Measuring and Test Devices Subject to. The use of the calibrated measuring devices shall be possible only after being registered in the list with a number assigned, and after this number and calibration status are recorded onto the device. 7.2 Planning periods of all devices subject to calibration shall be determined for each type of device separately and recorded in the List of Measuring and Test Devices Subject to The period of calibration shall be determined by considering the frequency and method of use of the device The last and the next calibration dates are indicated in the List of Measuring and Test Devices Subject to to follow the calibration of the devices Prior to the date of calibration the QA/QC Deptt shall request the device from the user unit and carry out its calibration and submit the device back to the user unit upon updating the calibration records In order to determine whether there is a change in the measuring capability of the device within the period of two consecutive calibration dates an intermediate verification may be carried out by the QA/QC Deptt, if necessary. Such verifications are recorded onto the List of Measuring and Test Devices Subject to and followed.
5 Procedure for s Rev 1, 22 DEC The devices which are subject to verification processes are also listed in this form as well as the name of the Laboratory in charge of If the device is calibrated by its supplier at the time of supply/ provision (and if it has valid calibration certificate) this information shall be recorded in the list and the further calibration of the device shall be followed up accordingly. 7.3 Work shall be performed by comparing the measurements with reference standards in nationally recognized calibration laboratories, like the University of Alfateh, Tripoli. All Laboratories to be used for shall be approved by the CM/CS It is also possible to carry out the calibration works in QA/QC Laboratories established within MAKCO (UK) LTD. All Laboratories to be used for shall be approved by the CM/CS Whichever, laboratory performs the calibration shall issue a report for each device. The information such as device number, standard reading, total indefiniteness, calibration date, and calibration standard shall be stated in this report Verification process is performed by the Quality Assurance/Quality Control Department The evaluation of the results, record keeping etc. shall be executed as defined for calibration works. 7.4 Evaluation Work The measurements for which the calibrated device is designed shall be determined according to its accuracy and shall be stated in the Report If the measuring uncertainty of the device does not meet the required accuracy, necessary actions should be taken and/ or the device should be changed The devices with reading error which cannot provide the minimum measuring accuracy shall be repaired or scrapped upon the decision of the QA/QC Deptt. 7.5 Tagging The Dimensions of Tag may vary with respect to device dimensions A new Tag is prepared after every calibration process A single Tag with various calibration dates can be prepared depending on the size of the calibration Tag.
6 Procedure for s Rev 1, 22 DEC Tag can be prepared by the Contractor as a card in a plastic cover and tied to a visible place on device It is advisable to use the Tags provided by the MAKCO Quality Laboratory, even if the s are done by other parties Tags that do not fit on the device may be glued to the box/ container for the device. In cases this method is not also possible; the Tag is kept on file of the device in Quality Department and shown on demand All Tags shall carry a warning to stop the users from using the device if the calibration duration has expired. 7.6 Follow up Work Tag shall be filled in and pasted on the calibrated measuring and test devices by the QA/QC Deptt before they are put into use In case the device very small, then the calibration Tag is fixed on the box or recorded on the file The devices whose calibrations become invalid due to various reasons shall immediately be transmitted to the QA/QC Deptt and their use shall be prevented by marking them properly or separating to a different location until their calibration works are completed The Quality Department shall ensure that all users of the devices are informed at least a month in advance (or by sufficiently appropriate warning time), about the upcoming calibration requirements of devices under use It is the responsibility of the Quality Department to ensure that all calibrations are done on time, and devices in use are brought back to the Quality Lab for calibrations A Written request called, Request Form shall be prepared by the Quality Department before the due time of the calibration, and sent to the User of the device, to acquire the device, and to start the calibration process The User of the Device can also initiate the calibration process by filling the same form and handing the form and the device over to the Quality Department.
