1 6 CONTROLLED GOODS AND THEIR APPLICABLE SAFETY STANDARDS Controlled Goods Definitions Safety Standards Air cooler Adapt Any other audio products An electrically operated appliance f agitating the air equipped to use water as a cooling medium and its associated regulat intended f use on single phase a.c. and d.c. circuits not exceeding 250V f household and similar purposes. A device designed to supply a.c. d.c. power from an a.c. d.c. source, either by itself as part of an accessy, f applications such as computers, telecommunication equipment, home entertainment equipment toys. Any other electronic device (other than Highfidelity set) f the reproduction of sound, connected to the supply mains, either directly indirectly. 2 6 CONTROLLED GOODS AND THEIR APPLICABLE SAFETY STANDARDS Controlled Goods Definitions Safety Standards Cooking range A device f cooking and includes separate stationary ovens and grills, cooking table cookers, hob elements, grills and griddles which fm part of cooking ranges, and ovens and grills f installation in walls except a cooking range having a mass of less than 18kg. IEC : 2002 Coffee maker, slow cooker, steam boat and similar appliances An electrically operated appliance that heats water up to high temperatures in the course of food and beverage preparation. IEC : 2002 Decative lighting fixture Lighting chains fitted with a series parallel connected incandescent lamps f use either indos outdos on supply voltages not exceeding 250 volts. IEC : 2002 Hair dryer An electrically operated appliance intended to be used f the drying of hair of persons and incpating heating elements. IEC : 2003 Home computer system (inclusive of monit, printer, speaker and other mains operated accessies) A microprocess based data system with compact, local computing and calculating power on high definition graphics and with flexible data communication interfacing. IEC : 2005 IEC : 2001 Note: Controlled Goods are to be tested to the specified safety standards. Controlled Goods that are tested to later year/amendment of standard than the year/amendment specified above are also acceptable. 9

3 The Safety Authity monits the safety of the controlled goods sold in Singape by investigating all complaints, incidents and accidents repted to the authity. Experiences gained are translated into the Safety Authity s Requirements. These requirements are to be fulfilled in addition to the applicable safety standards. No Items Requirements 1 Test certificate / Test rept 2 Controlled Goods incpated with additional function Applicable to all products Test certificate / Test rept me than three (3) years old shall be rejected. The additional function must be tested to its applicable safety standard. Applicable to all electrical products 3 All appliances All appliances must be tested to 230 VAC, 50 Hz. 4 Voltage select (voltage mis-match test) Appliance fitted with voltage select shall be tested as follows: Connect appliance to 230 VAC mains with voltage select switch to settings not suitable f operation at 230 VAC. 5 Tropical condition test All appliances (with tropical test requirements in applicable Standards) shall comply with the tropical condition test as stated in the relevant IEC Standards. 6 Class I appliances (3-pin mains plug) 7 Class II appliances (mains plug) 8 Appliances rated 3 kw connected to fixed wiring 9 Detachable power cd set (consists of mains plug, mains cd and appliance connect All Class I appliances must be fitted with 3-pin mains plugs complied with SS 145/SS 472 that are registered with the Safety Authity. a) All Class II appliances must be fitted with 2-pin mains plug (Appendix T) complied with EN b) Class II appliances that are fitted with 3-pin mains plugs must use plugs that are complied with SS 145 and registered with the Safety Authity. Electric appliance 3 kw must be connected to fixed wiring. All connection to fixed wiring must be in accdance with Code of Practice CP5. Detachable power cd set must be listed in the test rept critical component list. 10 Circuit diagrams Circuit diagrams must be indicated with component s values f products tested to IEC and IEC Circuit diagrams of electronic modules in electrical appliances 12 Controlled goods likely to be treated as toy by children Circuit diagrams of the electronic modules in the electrical appliances must be provided. Controlled goods, having an enclosure, which is shaped and decated so that it is likely to be treated as a toy by children, shall not be accepted f certification and registration. 20

4 No Items Requirements 13 Controlled goods with rated voltage that are not suitable f local supply voltage a) Controlled goods with rated voltage that are not suitable f local supply voltage will not be allowed f registration unless they are supplied with step-down isolating transfmer and are tested together with the transfmer as a complete set. b) A test to ensure that the controlled goods shut-down/fail safely should the consumer accidentally plugs the product directly into the 230 V mains supply socket outlet without using the isolating stepdown transfmer shall be conducted. Applicable to electric airpot 14 Reboil switch No part of the reboil switch is allowed to protrude into the water pot, even if it is located above the maximum water level mark. Applicable to AC adapt 15 3-pin AC adapt (Appendix U) 16 2-pin AC adapt (Appendix U) 17 Detachable power supply cd set not supplied by Registered Supplier 18 AC Adapt incpated with 13A socket-outlet 19 CD/DVD ROM (used in personal computer) 20 Modem Card (used in personal computer) 21 Powerline Ethernet Adapt incpated with 13A socket-outlet Test rept showing that the 3-pin complied with sub-clauses 12.1 & 12.3 of SS 246 must be submitted. The 2-pin (Appendix T) shall comply with EN a) Registered Supplier who is not supplying the detachable power supply cd set together with the AC Adapt must provide written instruction to its customer on the type of approved detachable power cd set to use and declare to Confmity Assessment Body when applying f Certificate of Confmity. b) This requirement is only applicable to Register Supplier whose ce business is supplying AC Adapt its Registered Supplier name is affiliated with the AC Adapt s manufacturer. Additional tests clauses to 13, 17 and 18 of SS 246 would be required. Applicable to computer products Test certificate showing that CD/DVD ROM has complied with IEC must be provided. Modem card incpated in the personal computer must be tested at set level (sub-clauses 5.1 & 6 of IEC 60950) at component level. Additional tests to clauses 13, 17 and 18 of SS 246 would be required. Applicable to ceiling fan and cycle fan 22 Ceiling fan and cycle fan a) These appliances must be tested to sub-clauses 5.7 and 5.8 of SS 360: b) Installation instruction must mention the 3 expansion bolts f fastening the main suspension, safety cd, expansion bolt with hook f fastening safety cd and mounting plate. (Appendix Q) c) Drawing (Appendix P) to show that the wires within the mot shaft are not stressed must be provided f ceiling fan only. 21

5 41 Multi-way adapt with 3- pin socket-outlets combination of 3-pin and 2- pin socket-outlets 42 Plasma/LCD display monit with TV tuner 43 Child appealing table lamp/standing lamp 44 Hot/warm & cold water dispenser Applicable to multi-way adapt a) The socket contacts of the adapt shall only accept 13A 3-pin mains plug complying with SS 145 and/ 2.5A 2-pin mains plug complying with EN b) The shutters screening the current-carrying socket contacts shall not be opened by the insertion of any cresponding SINGLE pin of the plug into any current-carrying socket aperture. c) A barrier other acceptable means shall be provided on the engagement surface of the 2.5A 2-pin socket-outlet of the adapt to PREVENT entry of any types of 2-pin mains plugs except those complying with EN (note: shutters cannot be regarded as barriers) d) Adapt incpates with switch would require additional test to sub-clauses 13.11, and of SS 145: Part 2: Applicable to plasma/lcd display monit Plasma/LCD display monit tested to IEC would require additional test to clauses 9 (related to antenna only), 10.1, 10.2, 10.3 and 12.5 of IEC Applicable to table lamp / standing lamp Child appealing table/standing lamp will not be allowed f registration unless it is powered by an AC Adapt. Only the AC Adapt would need registration. Applicable to hot/warm & cold water dispenser Hot/warm water dispenser which has below boiling temperature shall be tested to IEC Testing to IEC shall be required if the water dispenser is incpated with compress f dispensing cold water. 24
