6 River coordination groups MSB initiates establishment Watershed based County Administrative Board task to convene, chair of the group Meetings, seminars and workshops Members: F&R services, Landuse planners, Environmental sector, Swedish Transport Administration,Water Regulation Enterprises, SMHI, etc MSB called in when required

7 Future work New digital elevation models = new inundation maps? Responsibility of the state vs municipalities Integrated approach to crisis/disaster management. Link existing iniatives and legislation Generic response no matter what kind of crisis

8 European Flood Response Capacity Cooperation between the Swedish Civil Contingencies Agency (MSB) & Finland s Crisis Management Centre (CMC) Project time: 2 years. Start: 1 January November 2010 ready for deployment.

9 Main components of the module 2 km light weight barriers, designed to reinforce existing structure and to protect objects valuable for the community The assessment and safety element of the module has 2 boats, rescue nets/slings and gps equipment Maps and electronic equipment can be produced and shared Team of 18 people

11 Staff To ensure availability of the personnel for missions double the amount of staff in the team has been recruited, 36 staff (24MSB, 12 CMC) Efforts has been made to ensure a gender balanced team, 48% are female

12 When can the module be used? Preparedness stage Can be built in flowing water of at least 30 cm Barriers can stem 0.8m Could contain chemical spills of non corrosive materials No limit deployment radius, each request for assistance on a case by case basis Cannot be used in flash floods or in handling corrosive or dangerous chemicals!

13 Floods network End of 2008, intensified cooperation between the EU COM and UN OCHA/FCSS Mainly training, but other areas of cooperation discussed Floods specifically addressed IFRC later involved International workshop for floods experts, October 2009 at MSB Revinge College.

14 Floods prevention and risk reduction more developed than response The network would first focus on flood response. Later stage expand its work to prevention and preparedness Establishment of international guidelines + use of existing structures for disaster management = efficient coordination and response

15 Departing from the agreed guidelines, flood rescue teams should be certified = increased predictibility and inter-operability of different teams on site Network led by a committee with representatives from EU COM, UN OCHA and IFRC Committee assisted by a secretariat, run by the MIC. (Other actors can perform some tasks of the secretariat)

16 Way forward UN OCHA, EU COM and IFRC agreed: devoted to structuring the network and defining its tasks Mapping of existing floods related initiatives in order to avoid duplication 1-2 workshops in 2010 to start drawing up guidelines The network - common understanding and methodology for flood response!
