4 Japan s Energy-saving Efforts after the Oil Crisis After the oil crisis in the 1970s, Japan has improved energy efficiency by about 30% from 1979 through 2010 thanks to active efforts by both the public and private sectors. Through various energy-saving initiatives, we have achieved the world s highest energy efficiency. However, improvement of efficiency per GDP has been slowing down since the late 1980s. More efforts are required. 5 Current Non-manufacturing Energy Consumption and Measures Changes in final energy consumption in Japan reveal that energy consumption in the nonmanufacturing sector (offices and households) has notably increased compared to the industrial and transport sectors and now accounts for over 30% of total consumption. 7 Efforts to Reduce Energy Consumption and CO2 Emissions by Promoting Green IT METI announced the Green IT initiative in December In accordance with this, the Green IT Promotion Council (GIPC) was established in February Specific activities 1. 9 2.1 Supporting Development of Innovative Technologies (Green IT Project) Enhancing the energy efficiency of servers and network devices and the development of large-scale integration technologies with low power consumption (green cloud computing). 1. Developing green cloud computing technologies (a data center with at least 30% lower power consumption) 2. Developing the next-generation power devices (an innovative energy-saving power supply for data centers and servers) 3. Developing super high-density nano-bit magnetic recording technologies (a super high-density, compact, low power consumption HDD) 4. Developing basic technologies for the next-generation large organic EL display (a 40-inch organic EL display with power consumption of 40 W or less) 5. Developing energy-saving network technologies (a router with at least 30% lower power consumption) 6. Developing technologies for cooling servers and storage systems (a data center with at least 30% lower power consumption) 7. Developing innovative energy-saving devices (balancing the process capability and ultra low power consumption, or establishing ultra low voltage (0.5 V or less) driving technologies) Conditions (eligibility, subsidy rate, etc.) Gov. 10 2.2.1 Promoting Energy-saving Technologies and Products (1/2) (Top-runner Program) Pursuant to the Energy Conservation Law, which was revised in 1998, Japan has introduced a top-runner energy-conservation standard for automobiles and consumer electronics, etc. As of the year 2012, the program covers 23 devices, including IT devices such as computers, magnetic disk units, routing devices and switching devices. 11 2.2.2 Promoting Energy-saving Technologies and Products (2/2) (Green IT Awards) The Green IT Promotion Council established the Green IT Awards in 2008 to encourage green IT efforts by industry and academic bodies. The awards include the Minister of Economy, Trade and Industry Award and Commerce and Information Policy Bureau Director-General Award, etc., for of IT and by IT. 12 2.3 Efforts to Implement the System (1/2) (Establishing a New Metric for DC Energy Efficiency) PUE focuses on the energy efficiency of data center facilities such as air-conditioning, lighting and power supply, etc. but does not reflect the efficiency of IT equipment there. 15 3.1 Enhancing International Cooperation: International cooperation among Japan, the US and Europe The Green IT Promotion Council has concluded MOUs with The Green Grid (US) and BCS, The Chartered Institute for IT (Europe). The 7th workshop on effective metrics for measuring and assessing the energy efficiency of data centers was held in Japan in October 2012, attended by delegates from public and private-sector entities from Japan, the US and Europe. 17 Asia Green IT Forum 2012 The Asia Green IT Forum consists of 11 Asian countries/regions, and has been held once a year since The members are government and industry representatives. They exchange information about policies and industrial trends related to Green IT in each country/region. We agree on a Joint Statement at each forum. GIPC member companies conduct surveys in the following facilities.
