2 FOREWORD Environmental Impact Assessment (EIA) is a planning tool generally accepted as an integral component of sound decision-making. EIA is to give the environment its due place in the decisionmaking process by clearly evaluating the environmental consequences of the proposed activity before action is taken. Early identification and characterization of critical environmental impacts allow the public and the government to form a view about the environmental acceptability of a proposed developmental project and what conditions should apply to mitigate or reduce those risks and impacts. Environmental Impact Notification S.O.1533 (E), dt.14 th September 2006, and amended thereafter, issued under the provisions of Environment (Protection) Act 1986, has made it mandatory to obtain prior environmental clearance for scheduled development projects. The notification has classified projects under two categories 'A' & 'B'. Category A projects (including expansion and modernization of existing projects) require clearance from Ministry of Environment and Forest (MoEF), Govt. of India (GoI) and for category B from State Environmental Impact Assessment Authority (SEIAA), constituted by Government of India. As per the above mentioned notification, it is mandatory to obtain environmental clearance if construction projects falls under the below extract of the notification. Provided that the requirement regarding distance of 10km of the inter-state boundaries can be reduced or completely done away with by an agreement between the respective states or U.Ts sharing the common boundary in the case the activity does not fall within 10 kilometers of Brigade Enterprises Limited Page 2

Southfield Paints Limited proposes to construct Brigade Commercial Development at Municipal No. 17/18, (Plot No. 33, 34 & 36), Doddanekundi Industrial Area II Stage, Hoodi Village, Krishnarajapuram Hobli, Bengaluru with total Built-up area 83, Sq.m. Brigade Group has entered into a Joint Development agreement with M/s. Southfield Paints Limited for development of land parcel covering an area of 14, Sq.m located at Municipal No. 17/18, (Plot No. 33, 34 & 36), Doddanekundi Industrial Area II Stage, Hoodi Village, Krishnarajapuram Hobli, Bengaluru. The application in Form 1 and Form 1A elaborates the proposed Environmental Management Plan for control and prevention of pollution during and after construction, at the proposed location. The Environmental Management Plans are proposed by in-house team of Environmental Engineers, Planners, Architects, Hydro-geologist, Ecologist, Traffic Management Experts, etc. The in-house EIA team is headed by Mr. Anand Kumar A, having experience of over 12 years in Environmental Impact Assessment, Sewage Handling & Treatment, Waste Handing & Treatment, Air Pollution Prevention & Control, Sustainable Development, Green Buildings, etc. Mr. Anand Kumar A. has obtained an interim stay order against the MoEF Office Memorandum mandating NABET accredited consultant organizations to carryout Environmental Impact Assessment & Environmental Management Plan from the Honorable High Court of Bangalore. He however, is a NABET accredited EIA co-ordinator (The Organization as a whole could not qualify for accreditation). The team involved in designing Environmental Management Plan is vastly experienced and are experts in their field of expertise. Brigade Enterprises Limited Page 3

Southfield Paints Limited for development of the parcel. Southfield Paints Limited in the period started manufacturing Thinners & picture coating varnishes. In the year 1982, they ventured into manufacture of paints for Auto re-finishing market & Industrial Customers under the brand name Southlac. In the year 1997, Southfield Powders Limited, a subsidiary of Southfield Brigade Enterprises Limited Page 4

5 Group started to manufacture top quality Powder coatings, which was rapidly gaining acceptance due to its superior properties and eco-friendly nature of the product. In the year 2003, Southfield Group merged with Southfield Powders Limited to form Southfield Paints Limited (SPL) having two distinct divisions viz., Liquid Paints Division & Powder Coating Paints Division. Due to increased industrialization across the length & breadth of the country and demand in Paints & powder coating products, Southfield Paints due to their high demand of products, found their existing setup inadequate, in order to increase their production and hence have decided to shift their production elsewhere. A brief description of the processes of the sub-divisions of Southfield Paints is as given below. Paints Division: This division manufactures and markets various types of putties, primers, surfacers, top-coats and thinners. The division produces all types of paints from conventional alkyd-amino system to high performance polyurethane, epoxy, acrylic and chlorinated rubber systems. Our specialty is in developing paints for those customers wanting high quality paints which will add value to their end products. Powder Coating Division: This division manufactures powder paints in various characteristics such as epoxy, epoxy-polyester and polyester-tgic, and in various finishes such as glossy, semi-glossy, matt, texture, structure, antique, metallic, hammertone, etc. This division caters to large buyers both in OEM and job coater segment These powders are widely used in the coating of refrigerators, washing machines, computers, office equipment s, metal furniture, electric panels and automotive accessories, etc. Brigade Group proposes to develop the land parcel into a Commercial Development. The proposed Commercial Development will have a total built-up area of 83, Sq.m in 2 Blocks comprising of 2 Basement + Ground Floor + 13 Upper Floors of Office Space for IT/ITES. The proposed Commercial development would have modern-day amenities/features such as Double Height Entrance, Cafeteria, Uninterrupted Power & Water, Amphitheater, ATM, Efficient Security Team with security features such as Baggage & Person Scanning, Vehicle Scanning prior to entry into the campus etc. On completion of the project, it will improve not only the infrastructure facility but Brigade Enterprises Limited Page 5
