4 Things are different now! Security priorities have changed; Threat based decisions. Continued analysis of potential threats. How security is funded. Development of facility security committees Responsibilities are more clearly defined. General Services Administration (GSA) US Marshals Service (USMS) Federal Protective Service (DHS FPS)
5 Judiciary Security Providers The Judiciary depends on three executive branch agencies for our security services: General Services Administration US Marshals Service Federal Protective Service
6 GSA Provides security through facility design and facility security improvement projects: Perimeter security to meet FSC requirements Blast mitigation film projects Perimeter Physical Access Control Systems (PACS) Active Vehicle Barrier Systems (AVB) in some locations These projects are funded in the rent paid by all tenants. Building Security Amortized Charges (BSAC)
7 USMS Provides Security to the Judiciary: Court Security Officers (CSOs) Security Systems and Equipment in Judiciary Space: Entry Control Packages (ECPs) Duress alarms PACS in court spaces and some building wide systems. Interior CCTV systems. Perimeter security to meet court requirements. Intrusion Detections Systems - IDS - (burglar alarms) in courts spaces (i.e. vaults). X-rays & metal detectors for CSOs Funded by the Court Security Appropriation
8 Federal Protective Service (FPS) Provides Security to Federal Facilities: Protective Security Officers (PSOs) Security Systems and Equipment for building perimeter and common space: CCTV systems. Intrusion Detections Systems - IDS - (burglar alarms) X-rays & metal detectors for FPS guards. Funded by all building tenants. Judiciary s share comes from the Court Security Appropriation. (AO $) (NOT THE RENT)
9 Facility Security Committees Every facility with more than one tenant. Courthouse that also has USMS &/or USAO. Senior rep from largest agency is chair. Votes is based on % of occupancy. Judiciary votes as one tenant representing all of the judiciary tenants. Votes on security projects implemented by GSA and FPS not USMS budget call projects. Records need to be kept.
10 Facility Security Assessments Completed by FPS Every three years for level 3 & 4 facilities. Every five years for level 1 & 2 facilities. They are part of what we pay FPS for: $0.74 per square foot basic fee (.78 as of 10/1/16). Process begins with facility security level determination. 1-5 based on size, population, criticality, symbolism & threat to tenant agencies. Courthouses can be FSL 2-4.
11 Facility Security Assessments Will contain security countermeasure recommendations. NO COUNTERMEASURE IS MANDATORY! Countermeasures cost money either in rent or security funding. When you receive an FSA send it to us! We will review it. Advise if the countermeasure can be funded by us (CSO-001 for FPS projects). Advise if you should spend rent money on countermeasure (GSA projects).
12 Facility Security Assessments FPS will interview building tenants about security concerns. When FPS contacts you about security issues refer them to the JSI. When the assessment is complete, FPS will want to make a presentation about the document. Notify us We will conduct a review. We can participate in the FSC meeting in person or by phone.
13 FPS Countermeasure Recommendations After-hours guards. NO (we can t afford them & beyond ISC standard use upgraded technology). Blast film on windows. Usually No. Has to be replaced every 10 years. Method used by GSA does not provide optimum protection. Window frames will fail first.
14 The Evolving Threat The Design Basis Threat (DBT) Prepared by DHS twice per year. Lists 35 undesirable events and the risk of each. Active Shooter High threat Vehicle ramming a building Smaller vehicle (SUV/Pick Up) Medium threat Vehicle Bourne Improvised Explosive Device Smaller explosive package (200 lbs.)
15 Responding To The Evolving Threat New ways to provide better protection; Anti-ram fence line vs. bollards, Landscaping features vs. bollards. Enhancing entry screening stations; Ballistic protective material, CSOs use of vests. Protecting the employees; Entry screening of employees, Keeping secure doors secure, Utilizing facility access cards.

17 Active Shooter Video Important take a ways Have a plan; Test your plan, have drills and exercises. Everyone is responsible; FPS and the USMS can not be everywhere all the time. Make security training a routine part of new employee/intern/extern/law clerk onboarding.
18 The Old Clichés Security is everyone s responsibility. Work place violence prevention program. Looking for things that are out of the ordinary. Inappropriate communications are sent to more places than chambers. Mail screening. The best solution will always be communications!
19 In Review Be aware that threats are increasing at every level: Threats can be internal and external in nature: YOU need to be vigilant with security 24 hours a day, regardless of assignment or location: There is no common denominator to identify a person who poses the greatest possible threat:
