3 SINGAPORE ONE Multimedia Broadband Infrastructure for Everyone by Tan Chin Titan Assistant Director( Infrastructure Development) Telecommunication Authority of Singapore INTRODUCTION Under the IT2000 vision, Singapore will be transformed into an "Intelligent Island" by the turn of the century. It is envisaged that Singapore ONE, a high v ^t performance broadband network infrastructure with interactive multimedia^m$ capabilities will enable the full potential of the "Intelligent Island" t&!l>& :^^^ realised. Since Singapore ONE was officially launched in June last year av^ss CommunicAsia'96 by the Minister for Communications Mr Mah Pow Tan, the'-)rff roll-out plans for network infrastructure, application and service development, ^Pf publicity and promotions have been progressing successfully. ^f The potential of "Singapore ONE" lies not only in its high speed and f %^!, broadband capabilities but also its pervasiveness. It will eventually become aii "vp> island-wide network that reaches the masses and provide a common platform 'f $. for a comprehensive range of multimedia applications and services to ne^^f developed and delivered to homes, businesses and the public. Singapore ONE'S development is also in line with the Government's objective to provide a quality of public service to the people INFRASTRUSTURE DEVELOPMENT Singapore ONE consists of two parts - the physical network component -\ its cables, switches and terminal equipment, and the applications and services*: component. Conceptually, the network infrastructure will take the form of a^fj^ core or nation-wide backbone network and several local access networks that* ; ' >. y& will reach the homes and businesses. The core network has open access * 9 i interfaces for connection to the various service providers and the local acces^;^h networks of Singapore Telecom(SingTel) and Singapore CableVision(SCVj^ using the ADSL(Asymmetric Subscriber Line) modem and cable modern*^ technologies respectively.
4 2.2 A joint-venture company, 1-Net Singapore Pte Ltd was incorporated in February 1997 to plan, construct and operate the Singapore ONE Core --^ Network. The core network equipment, which consist of two core ATM ^ jl (Asynchronous Transfer Mode) switches and the associated Jw* BAN(Broadband Access Node) switches, were procured, installed ari'd'^fp^ tested successfully in May The launch of the pilot phase of v$$& Singapore ONE was officiated by the Prime Minister, Mr Goh Chok Tong 79^f on 9 June 97 at Asia Telecom '97. The Core Network for Singapore ONE ^W$$ has since been expanded to include more BAN sites and upgraded ori^srj Centralised Inband Management and Semi-Permanent VC/VP (Virtual 10if Circuit/Virtual Path) for the core switches. With these upgrades, the * f*f Singapore ONE network could perform centralised control and establishment of optimum VC/VP on demand between the core sites. '<*; 2.3 The local access networks of SingTel's ADSL and SCVs cable modems are being rolled out and equipped with capacities for supporting some 15,00ti^ff ADSL subscribers islandwide and for enabling 10 SCVs cable hubs (out of - : %<? a total of 20 islandwide) for cable modem connections by end These o^f network capacities will cater for the target of having 5000 trial users^ffp connected to Singapore ONE by end By end 1998, potentialj^ subscribers from 800,000 homes will be able to access Singapore ONE by %^ ADSL or cable modems. * ^i^m s 2.4 To facilitate public access, multimdeia public kiosks will also be depldyed "W as part of the Singapore ONE infrastructure in much the same way todays< 9 0 > public telephones provide access to the PSTN for the public. Si?$ 2,5 The Government will continue to play a catalytic role to strengthen; collaboration between public and private sectors in developing the rietwdrlt^^ further. Key industry players will be encouraged to actively participate iti'v 8f' developing applications for use on Singapore ONE. -i^? m :&& 3 APPLICATIONS AND SERVICES. # 3.1 Applications and services critical to the success of Singapore ONE a*e^ encouraged and developed. Four important areas of emphasis have beeft identified. Government, Education, Home and Business.
5 3.2 Government In the area of Government applications, Singapore ONE will bring Government services closer to the people through the use of full-function video-conferencing and interactive technology. These virtual Government offices, which may be reached through interactive kiosks across the island, will enable users to carry out multiple transactions such as paying bills, renewing licenses and applying for public housing. Users will be able to interact live with government service representatives without having to physically visit their offices. This is expected to provide an unprecedented level of government service - convenient, high quality, personal, responsive \ and efficient - in line with the objectives on quality of public service. Eventually, such services could be brought to the home. Currently the ; Government On-line Services has already been providing 32 services on Internet. ^ 3.3 Education In Education, high quality multimedia educational tools are being y developed. With Singapore ONE, educational packages would be made available on-line to schools and could also be ultimately extended to the home. With it, students can engage in collaborative learning, working together on a project at their homes through video-conferencing. Students can also gain access to multimedia teaching materials for self paced learning. 3.4 Home : -i Singaporean households will no longer be just passive receivers of information either, but will become interactive users of information;; Singapore ONE will allow services such as high-speed Internet access, LAN emulation for telecommuting, travel services, virtual bookshops artda CD stores, electronic libraries, and other entertainment on demand and: multimedia information services, to be brought to the home. 3.6 Business - : \.:.-B For the businessman, Singapore ONE will mean better corporate! communication and coordination. Electronic document exchange and contract signing, as well as complex financial transactions will be ntade
6 a 4 possible, quickly and securely. This network will provide new and?* improved channels for trade, fuel electronic commerce and boost the local ^ electronic media industry. -^ 3.6 There are currently about 90 applications available on the Singapore ONE ''I pilot network since its official launch on 9 June 1997 at Asia Telecom '97. ^ Most of the applications are hosted under the NCB Quick Start S Environment (QSE) which provides the necessary incubation prior to their ^jj commercial launch. fl 3.7 The promotion of advanced business applications on Singapore ONE will 1$ be further explored with the potential non-residential users.?m 4 PILOT PHASE 4.1 The Singapore ONE network and services launch in Asia Telecom: Qi'M signals the start of a commercial pilot trial. Currently there are about^ 1,700 trial households which have been connected as trial users. Each trial*'?! household received a trial package which includes a broadband access"m, modem (either a cable modem or ADSL modem), a network card %at$f connects to the broadband access network, a smart card and a smart card ^ reader. 4.2 The number of trial households and offices will be scaled up to at 5,000 by the end of the year. Beyond 1997, it is anticipated that futijs commercial service will be launched by a larger number ofsingapore ON&$?l partners. 4.3 In collaboration with NCB, EDB, NSTB and SBA, a Pioneer Club Schem^ff was formulated to offer a one-stop package of incentives to the initial0i service, content and technology providers to encourage them to come 6fl8*$ board early and exploit the Singapore ONE core network for innovative" applications. The Pioneer Club Scheme was launched on 30 January 199'?^ at a MoU signing ceremony involving 14 service providers and witnessed^ by the Deputy Prime Minister. Currently, there are about 100 servie$ f providers who have signed on and further discussions with inteieste^l^ organisations to promote the scheme will continue in collaboration with^ NCB, NSTB, EDB and SBA. ^ p
7 EXTENSION OF SINGAPORE ONE CONNECTIVITY 5.1 In the recent ASEAN Telecommunication Regulators Council (ATRC) «Meeting held on 6-8 August 1997, TAS proposed the establishing of a 3j common vision on the broadband connectivity among the regional ^1 countries, and was fully supported by the ASEAN members. TAS is ^ currently initiating following up discussions with the ASEAN members, ^ mainly Thailand, Indonesia, Philippines, Malaysia and Brunei to further?? explore proposals on setting up broadband connections with them. 5.2 Besides the Asean countries, Singapore is also keen to establish broadband Jl connections to countries who are ready for facilitating multimedia"*$ applications and highspeed Internet services.?fi 6 CONCLUSION 6.1 Singapore is committed in its effort to prepare the nation for the next^ century - a century that will be shaped by a country's ability to assimilate^ technology. As the next century will witness an increasing reliance on'- m information and knowledge as "engines of growth" for the new economy, an:"m advanced high-speed information network infrastructure is needed for^f Singapore to stay globally cpmpetitive. Besides being a growth industry on'*f: its own, telecommunications is also a major contributor to growth in aumi other service sectors, and is a key component of overall economic progress, t'^ 6.2 In conclusion, Singapore ONE is the building block towards pioneering the?*w : country into the new society of the 21st century. Future actions will basically include: a) Further consolidate actions for implementing the regional atrtjt^ international connections for Singapore ONE, "'"'l^w b) Continue to facilitate the islandwide roll-out of both the core and tfif local access networks for Singapore ONE, c) Prepare for the commercial launch of more Singapore applications and services and further publicise Singapore ONE's image anhh^ promote users acceptance. 5r
