1 15 August th ASEAN-Plus-Three Leadership Programme on Sustainable Production and Consumption and Workshop on National SCP Policy Developments Progress and Impacts 30 September - 3 October 2014 Inna Kuta Hotel, Kuta Bali, Indonesia Concept Note (Provisional) I. Background The United Nations University Institute for the Advanced Study of Sustainability (UNU-AS), United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), the ASEAN Secretariat, and the ASEAN Environment Ministries, together with partner organisations, have over the years collaborated in the offering of the ASEAN-Plus-Three (ASEAN+3) Leadership Programmes on Sustainable Production and Consumption under the framework of the ASEAN Environmental Education Action Plan (AEEAP) endorsed by the Governments of ASEAN Member States. One of the strategic actions of the plan is on capacity building, which prioritises the leadership and governance of organisations in addressing the pressing sustainability programmes of the region. The thrust of the 7 th ASEAN+3 LP is Policy Development and Implementation. Within this setting the SWITCH-Asia Programme directly supports sustainable consumption and production (SCP) policy developments in Asian countries through the establishment of one Regional Policy Support Component (RPSC) implemented by UNEP and National Policy Support Components (PSCs) in Indonesia, Philippines, Thailand and Malaysia, with two more expected to start soon in Sri Lanka and Bangladesh. The PSCs work independently on various topics applying different approaches for implementation. Despite their respective national or regional focus their common objective to support SCP policy development and implementation provides

2 ample opportunity for exchange between the different PSCs, the national ministries involved and other policymakers from Asian countries. The ASEAN+3 LP is an important regional platform, which brings together policymakers and relevant stakeholders from Asian countries to promote the development and effective implementation of SCP policies in the ASEAN region as demonstrated from PSCs and SWITCH-Asia projects. Therefore on this occasion the 7 th ASEAN+3 Leadership Programme will be preceded by a workshop arranged from the SWITCH-Asia Network Facility (NF) presenting and discussing National SCP policy developments progress and impacts II. Aims The aim of the 7 th ASEAN+3 LP is at capacity building for policy makers on Sustainable Production and Consumption (SPC) focusing on Policy development and implementation. It intends to expose policy makers to practical learning cases that demonstrate a change process from a business-as-usual scenario to one which effectuates, or can potentially influence, change in behaviour and systems, as well as in policy making practices. Set in this context, the overall objective of the SWITCH-Asia facilitated workshop is to enable ASEAN policy makers to learn about PSCs progress, experiences and lessons learned with the goal of identifying potential for replication of best practices in other ASEAN countries. The specific objective of the planned workshop will be to provide a dedicated networking opportunity for PSCs and in particular their national partners with ASEAN policymakers, in close coordination with UNEP s RPSC and other relevant stakeholders. Being organised back-to-back with the ASEAN+3 LP, this networking event will enable the PSCs to integrate better with regional SCP initiatives of other countries and engage with ASEAN policymakers. The discussions will provide an opportunity to identify synergies with respective national policy developments, to the extent that NPSC experiences are relevant for other countries in the region.

Participants The target participants for the Leadership Programme are mainly government policy makers from the ASEAN Member States and three ASEAN dialogue partner countries - China, Japan, and the Republic of Korea. These participants are: ASEAN Senior Officials on Environment (ASOEN) National Focal Points or their representatives; and ASOEN counterparts or their representatives from China, Japan and Republic of Korea ASEAN Working Group on Environmental Education Members National Focal Points in Southeast Asia of the SWITCH-Asia Programme s Regional Policy Component on Sustainable Consumption and Production National counterparts and PSC teams from the NPSCs In addition, the following participants will also be invited to attend the SWITCH-Asia facilitated workshop: SWITCH-Asia NF Representatives from two to three SWITCH-Asia grant projects with a particular SCP policy relevance Representatives from EU Delegations to ASEAN countries. IV. Content In the LP, participants will engage in the discussion of the issues critical for development of more sustainable consumption and production systems focusing issues related to SPC policy and decision making tools. The collective learning and innovation processes will be unfolding around complex case studies in which the participants will have to understand, analyse, synthesise and offer policy options throughout the programme. The networking event is planned for one and a half days. The format of the first day will be the presentation of progress and impacts by the PSCs led by their national counterparts. National counterpart ministry representatives, focusing on the achievements in national policy SCP development and implementation aspects, will

4 provide presentations by PSCs progress and impacts. PSC consultants will complement these result-oriented presentations by focusing on technical aspects of project activities. During the subsequent half-day, additional PSC experience will be presented and discussed. In addition PSCs and the audience will discuss how recommendations and best practices generated by SWITCH-Asia projects in their respective countries can be taken up as demonstrations supporting the national SCP policy developments.
