2 NOCoE Vision The National Operations Center of Excellence (NOCoE) is to be the recognized leader in providing exceptional services to the transportation systems management and operations community to save lives, reduce congestion, and enhance economic vitality. NOCoE Mission The NOCoE empowers the TSMO community to succeed by enhancing knowledge, skills, and abilities. NOCoE Stakeholders and TMSO Professionals: I m very pleased to share with you the 2017 Annual Report for the National Operations Center of Excellence (NOCoE). This report is designed to give you an overview of NOCoE s activities, provide a snapshot of some of our successes in 2017, and describe the increased impact NOCoE is making on the broader transportation community. At the National Operations Center of Excellence, we support the people who operate the nation s transportation management systems by connecting them with bestpractices to save lives, time and money. NOCoE s presence in the transportation industry is just as important today as it was the day of our founding, three years ago. However, transportation systems management and operations (TSMO) may be even more essential than we d originally envisioned. As concepts around congestion, funding, new mobility, and rapidly deployable technologies become more of our reality, TSMO implementation has become necessary to efficiently deploy and apply technologies and techniques to maximize our overall transportation system. We re proud of NOCoE s ability to provide resources and knowledge for the TSMO community, but we re more proud of the achievements made by the individuals in DOTs across the country who are improving their transportation systems and using TSMO strategies to save lives, time, and money. 6 STRATEGIC GOAL #1 Educate, train, and develop TSMO practitioners by offering reliable, timely information and professional development Traffic Incident Management KMS This year we linked the resources of the FHWA Traffic Incident Management Knowledge Management System with the extensive resources of NOCoE s Knowledge Center. Users can now use our search function to simulaneously find resources in both our Knowledge Center and the TIM KMS to ensure all available resources around traffic incidentment managent can be utilized. As we add more direct resources into our knowledge center, we ll continue to identify other ways to link with the extensive amount of available transportation resources. NOCoE TIM KMS TSMO at the Regional and Local Level In 2017, NOCoE engaged with regional and local transportation agencies to discuss their role in TSMO and learn about their approach to implementing TSMO programs and strategies. The result was two peer exchanges, one virtual and one in-person, which involved representatives from 12 regional and local agencies who are leading the way in TSMO. Technological advances, performance-based budgeting, and an increased focused on transportation systems management and operations (TSMO) are all influencing the roles of regional and local transportation agencies in the 21st century. With the changing nature of these roles comes a rethinking of traditional strategic planning models, as well as the short- and long-term operational strategies pursued by these agencies. 8 STRATEGIC GOAL #2 Accelerate Deployment of Techniques and emerging Technologies to optimize mobility and safety National TIM Awareness Week As part of NOCoE s participation in the 2nd annual National Traffic Incident Management (TIM) Awareness Week, we highlighted the importance of TIM for Operations. This included asking states to contribute a short video talking about why their traffic incident management program is an essential operations strategy. Leaders from Iowa, Michigan, Virginia, and Wisconsin led the way in educating us on their TIM programs and advocating for the adoption of TIM techniques to save lives, time, and money. 9 SPaT Challenge GOAL Deployment of DSRC infrastructure with SPaT broadcasts in at least one corridor or network in each of the 50 states by January 2020 Why is this challenge important? It provides State and Local DOTs with an entry into DSRC based V2I deployment (allowing them to gain valuable procurement, licensing, installation, and operation experience) It promotes future (more advanced) V2I deployments It demonstrates a commitment to automobile manufacturers and applications developers Fortunately, there is one fairly basic connected vehicle element which is relatively simple to deploy and fundamental to a number of applications, the signal phase and timing (SPaT) message. SPaT defines the actions of a traffic signal. 10 STRATEGIC GOAL #3 Bring together the TSMO Community Local and Regional TSMO In 2017, NOCoE held a virtual peer exchange and in-person peer exchange with representatives of metropolitan planning organizations (MPOs), and local transportation agencies. This effort to work more closely with regional transportation leaders highlighted how much work is already being done at the local and regional level and provided input on future NOCoE services for local and regional agencies. Communications Directors Communications is a vital component of any TSMO program, whether to market the benefits of TSMO strategies, to directly communicate with the public around traffic management, or to communicate internally around the many changes and developments required to implement a TSMO program. In May of 2017, we held a peer exchange on Communicating the Future of Transportation, where strategic communications experts from Colorado, Iowa, Michigan, Missouri, Arizona, and Amy Ford, Chief of Advanced Mobility, Colorado DOT California gathered to discuss their successes and challenges in communicating around technology, public private partnerships, funding, and TSMO programs. Building a Workforce for the 21st Century The 2016 NOCoE Workforce Summit positioned workforce development as a critical area for NOCoE to address and identified key actions required to advance the TSMO workforce. Two major strides in this effort occurred in 2017: NCHRP Regional Workforce centers The commencement of an NCHRP project to develop knowledge, skills, and abilities (KSA) and model position descriptions, document current best practices in recruitment, mentoring, succession, planning, cross training, special assignments, individual career planning for public and private entities. FHWA National Network for the Transportation Workforce (NNTW) ITS JPO 10 NOCoE led a university forum to gather input on preemployment needs and solutions.
11 Expanding Our Community NOCoE made several strides in selling the TSMO message, expanding our community, and highlighting ongoing TSMO practices. Examples in 2017 include: 1 2 Participating in 15+ events and conferences to speak about TSMO Presenting to students on colleges campuses around the country about the TSMO profession 3 4 Covering the Oregon hagfish spill and the extraordinary collaborative efforts from response, workzone, and DOT workers to quickly clear the roadway Working with NASA, Stormwatch, tourist bureaus, emergency management agencies, and cities around the country on planning for the 2017 Solar Eclipse As we move into 2018, NOCoE is excited to take the TSMO message to new parts of our industry and to continue to promote TSMO strategies and techniques.
12 STRATEGIC GOAL #4 Increase awareness and understanding of NOCoE TSMO Agency Engagements In 2017, NOCoE started a new technical service, TSMO Agency Engagements, where NOCoE staff traveled to state DOT headquarters for an in-person meeting with TSMO agency staff. The goal was to both learn about the agency s TSMO program and personnel, but also to inform agencies about the resources NOCoE provides and ways in which NOCoE can assist agencies more in the future. Visits in our inaugural year were to Maryland DOT and Iowa DOT. NOCoE will continue these engagements in 2018 with visits to several locations, including Washington State DOT and Colorado DOT. Please let us know if you d like us to engage directly with your agency to learn about your TSMO program and discuss ways we can assist you going forward. Presentations were given virtually and in-person at chapter events and discussed the changing transportation workforce, TSMO strategies, and NOCoE resources. Speakers included NOCoE s Managing Director, Patrick Son, as well as NOCoE stakeholders, including Abbas Mohaddes, President & COO, of Econolite, Monica Harwood, Workforce Development & Traffic Operations Engineer, Washington State DOT, Beverly Kuhn, Texas A&M Transportation Institute Division Head and Senior Research Engineer, and Gailen McGill, System Operations & Intelligent Transportation Systems Manager at Oregon Department of Transportation 12

This is NOCoE s primary committee for providing input to the Managing Director and Center staff on the needs of the stakeholder community. The TAC members have input into the selection of topics for webinars, workshops, summits, and other activities within NOCoE. A liaison from FHWA also participates in the TAC and provides coordination between NOCoE and the FHWA Office of Operations.
