3 Background Transition of the SAF; from Non-Aligned, National Defence to international ops in coalitions in focus, from Swedish only solutions to Interoperability, Chief Joint Forces Development decision Sept 2004 Interoperability for C2 systems; Command and control systems development within the Armed Forces is to be harmonised with the equivalent development programmes within the EU and NATO/PfP. The development of a Network Based Defence (NBD) concept shall continue but is to be harmonised with development in NATO Introduction of international TDL and the J-series. NATO C3 System Architecture Framework (NAF) used when applicable
4 Background, cntd The decision on organising a EU Battle Group with Sweden as FWN is a driving force. The effort is a combined and joint force with all arms integrated. To be on stand by 2008.
5 Introduction of TDL 2008 The effort towards a Network Based Defence (NBD) concept is still valid! TDL one of the systems to be integrated in SAF C2 System 2014 A Joint Conops and perspective 2008 first mile stone, Nordic Battle Group, next 2011, Initially: Stand alone capability. Next step; integration wherever appropriate. Develop the gateway. Training, infrastructure, choice of functions to be implemented still to be developed and decided upon. TDL operations for SAF must be possible nationally, NATO/PfP, EU or the UN. New approach, open mind for new solutions, international co-operation, civil industry,
6 CONOPS The CONOPS is to provide a joint framework to ensure a coherent description of the employment of TDLs, secure voice, secure text and IFF for SAF platforms to be interoperable in international/national operations. Covers SAF platforms internationally in the time period of Developed during winter/spring 2005 in close cooperation between SAF, (all branches) and FMV. Back check with international partners. Starting point; a clean sheet of paper, new systems, new methods in developing, first try, NAF to be used. Timeline to meet the procurement windows.

8 Link Primacy Extracts Swedish forces currently use a variety of national TDLs that are not interoperable with international systems and media. It is Swedish defence policy that Link 16 will take primacy for future international operations to overcome this gap in interoperable TDL capability. No introduction/procurement of Link 11.

12 Swedish TDL Organisation All services, JDLOC, schools and the FMV represented in the JTDL Directorate. All production areas within the FMV plus the Armed Forces represented in the Swedish TDL Office. Organised to ensure seamless transfer of information within, and between, the Armed Forces and the FMV. Organisation stated in the concept of operations (CONOPS).
13 Procurement and production The Swedish TDL Office has the task of coordinating and supporting all platforms for the integration of TDL:s. The Swedish TDL Office shall, as examples, support the platforms with: Knowledge of message standards and TDL implementation Equipment procurement Solutions to TDL common issues Maintenance Modifications Support Requirements tracing Configuration management TDL System Procurement Integration A joint approach to common issues Infrastructure Training Safety and security Verification
14 Procurement and production Procurement of platform independent equipment is coordinated through one source at the FMV. Examples of platform independent equipment: MIDS terminals Stand alone systems Equipment for network management Equipment for test and verification Equipment for training and simulation In general no service or platform allowed to build up or procure their own equipment.
15 Platform specific information Air force platforms JAS 39 Gripen Multi role fighter primarily for air-to-air missions Integrated non-c 2 solution Used for international operations
16 Platform specific information Air force platform ASC 890 (Airborne Surveillance and Control) Airborne C 2 system with the aim to contribute to Recognised Air and Surface Picture (RASP), coordination and control of weapons and other assets as well as act as a relay platform Integrated C 2 solution Used for training of platforms and operators nationally but may also be used for international operations
17 Platform specific information Air force platform GC2F (Ground Based Command and Control Facility) Ground based C 2 system with the aim to contribute to RASP, coordination and control of weapons and other assets as well as Network management Semi-integrated C 2 solution Will take radar feed but no other interaction with national C 2 systems Used for training of platforms and operators nationally
18 Platform specific information Naval platforms Corvettes, Mine Counter Measure (MCM) vessels, Support ships, Amphibious Forces Primarily for missions in littoral or extreme littoral warfare Stand alone solution Not integrated with platform C 2 system Some platforms fitted with, others fitted for Used for international operations

20 Summary TDL is one of the systems to be integrated in SwAF CIS. CONOPS in this way, new to SAF. Joint approach and framework, avoid stovepipe solutions. Interoperability prioritized before best technical solution. Joint TDL organisation formed to make the transfer of information easier. First technical step taken regarding Link 16.
