15 TWIN-16: safely open and operated Tunnel managers, road traffic controllers and tunnel operators can be involved early in the process. Authorities, safety officers and emergency services are offered insight into (tunnel) processes and can respond to and anticipate them. Feedback can be included in the design. Role based web portal

16 TWIN-16: educate, train and practice Educate, train and practice without the tunnel being physically available. Test and tighten scenarios. Emergency services familiarise themselves with the specific characteristics of the tunnel and can practice their responses.

17 TWIN-16: operation and maintenance New road traffic controllers/tunnel operators can be trained. Regular exercises and training without disturbing the flow of traffic. Upgrades, downgrades, cyber security, etc. can be tested in a safe but identical environment before implementation.

Can the tunnel be operationally safe every time it is opened?..
