DESCRIPTION OF THE PROBLEM ADDRESSED BY THE PROJECT 1.1 Nature of the Site The Austrian motorway network is relatively small in comparison to other European countries (2.183 km). Nevertheless due to the geographical situation a high percentage of the network is located in sensitive areas (length of motorway in tunnels: 369 km; number of bridges along the Austrian TEN-T network: 5.204) Figure 1 Location of the site 1.2 Issues Addressed With the publication of the ITS Directive 2010/40/EU building a framework for the deployment of Intelligent Transport Systems in the field of road transport, motorway operators shall provide road safety-related minimum universal traffic information services. With great effort the Austrian motorway operator ASFINAG developed an event management system to establish a found basis of real-time data for road safety-related minimum universal traffic information services in compliance with this specification.

2 Beside ASFINAGs own information channels (e.g. ASFINAG Smartphone App Unterwegs ) ASFINAG is also keen to provide this knowledge to the European motorway users via cooperation partners and their channels. For this purpose, ASFINAG had to set up a professional operated standardised interface to this data base. 2. DESCRIPTION OF THE ITS PROJECT 2.1 Project Objectives, incl. specificities / contextual useful information To support its vision reliable mobility service provider, ASFINAG is investing considerable effort to increase the safety and the availability of the Austrian motorway network (including real time information about the motorway network). Beside the extension and upgrade of the motorway, different activities have been initiated in order to improve the handling of occurring events (accidents and incidents), the traffic information to be provided and also traffic management related measures. As an example a team of traffic managers have been introduced to improve the handling of events directly on the motorways in urban areas in close cooperation with the traffic management centre. With the introduction of the traffic managers not only the reaction time has been significantly reduced also an improvement of the available traffic information was been registered. A dedicated tool has been developed (ASFINAG internally) to support the staff at the traffic management centres in cooperation with the traffic managers: The ASFINAG event management database (see Figure 2). The tool supports the communication and event documentation along the complete information chain: officer-in-charge traffic manager blue-light organisation ASFINAG operator Traffic Information Service provider.

3 Figure 2 Event record as basis for traffic information message The event management tool consists of 3 levels: Austrian overview (Figure 3): the ASFINAG operators do get a quick overview of actual events; also the Level of Service can be gathered from this view. On a more detailed level the Schematic view (Figure 4) is providing details on all the different info from different tools and systems (e.g. from the construction site management tool). This view is also used to do plausibility checks on traffic information messages, as also messages from the other important Austrian traffic information service providers is integrated. An finally the editing mask (Figure 2) is used by the operators in order to record and document a new event at the Austrian motorway network.

Figure 5 is highlighting the available DATEX II v2.3 profiles

5 that ASFINAG is currently providing to interested partners (an up-to-date version of this list can be found at Figure 5 Available ASFINAG DATEX II (v2.3) profiles 2.2 Systems and Technologies Applied As the DATEX II is a very well documented protocol, ASFINAG has adopted the following process: Procurement of external resource to develop the ASFINAG DATEX II node in accordance to the specification Procurement of external consultant to verify the 100% accordance Figure 5 is giving an overview of the current DATEX II profiles available. The same overview is publically available and regularly updated at Together with the content node, ASFINAG also designed and developed a self-care portal for interested partners (accessible at content-asfinag.at). The aim of this portal is to enable interested partners to have a look at the content available and to register for relevant data. The data basis for the ASFINAG DATEX II node is the ASFINAG event management system (where a separate CROCODILE I evaluation report is to be established). 2.3 Project Costs

6 The initially estimated costs (EUR ,00) will be fully utilized by the end of CROCODILE 1 reporting period (12/2015). 2.4 Status of the Project (e.g. planned, implemented, operational) In December 2014 the initial release of the ASFINAG event management have been set operative in live environment. Based on this data basis, the ASFINAG DATEX II node is currently under implementation. The central DATEX II infrastructure is set up. In the coming months further DATEX II profiles are to be established. The evaluation report in hand is based on the existing DATEX II profiles 08/ FOR PROJECTS TO BE IMPLEMENTED - EVALUATION PLAN 3.1 Objectives for the Evaluation (i.e. impacts to be evaluated) At ASFINAG level no evaluation on traffic related impacts of this DATEX II implementation is planned at this stage. ASFINAG s vision is to be a recognised and leading provider of content for the Austrian traffic information. A step towards this vision is the implementation of DATEX II node as a centralised data interface to external partners. It is widely presumed that the exchange of information with external partners (e.g. global traffic information service providers like TomTom, Google or OEMs like BMW) will significantly increase the penetration rate of ASFINAG high-quality information on the European TEN-T road network. 3.2 Timing and Type of Evaluation, including data needed and associated issues, methods, definitions/terminologies) At ASFINAG level no evaluation on traffic related impacts of this DATEX II implementation is planned at this stage. 4. FOR IMPLEMENTED PROJECTS RESULTS 4.1 Level of Deployment / level of services The following Figure is highlighting the DATEX II profiles which have been established so far in the course of the project subsiding the proprietary protocols used before.
