3 Healthcare/Hospital/Nursing Home/Other ASSUMPTIONS: Pre-planning for medical surge, burn surge, behavioral health surge is in place. Hospital Incident Command System (HICS) Training has been conducted. Fuel Planning and 96 hours of Generator/Fuel is in place. 4 Power Restoration - #1 Priority is Life Safety! Electricity is dangerous and responding in an outage can be hazardous, particularly during and immediately following a storm or other emergency: Typically CANNOT fly bucket trucks in winds over 35 mph Broken poles from car accidents: downed lines, traffic disruptions Downed lines entangled in trees, hanging midair, laying across fences or on the ground Equipment failure, fires Medically fragile patients can register with their utility company to help with knowledge of their situation (available with most utilities) Photos: PEPCO and Rocky Mountain Power 2017 HC-EMI. 5 Power Restoration #1 Priority is Life Safety! Assume all downed lines are live and stay away Stay clear of damaged utility equipment Be aware of your surroundings Always park far away from fallen power lines Step potential Never park response vehicles under or near a power line Keep minimum 10 feet between mast and the power line Look up when raising antennas If a power line falls on your vehicle, stay in it Only leave vehicle if your life is at risk shuffle / hop Photos: PEPCO and Rocky Mountain Power 2017 HC-EMI. 6 Time of Day and Day of the Week Matter Utility companies (electric and gas) are construction companies that typically work Monday Friday, 7a 4:30pm If emergency happens at night or on a weekend the company must call out personnel and assemble response teams If trees still have a lot of leaves, there are more broken tree branches In addition to Life Safety priorities, a damage assessment must be conducted in order to prioritize the restoration Restoration of electric and gas is very different Photos: PEPCO and Rocky Mountain Power 2017 HC-EMI.
