EXPERIENCE: Partner, Chief Operating Officer, ADS System Safety Consulting, LLC, Brookeville, MD July 2011 Present, Sr. System Safety and Security Consultant Washington Metropolitan Area Transit Authority (WMATA) Mr. Sergent is currently the Job Manager for the WMATA 7000 Series Vehicle Acquisition Safety and Security Certification Program being performed under the K & J Safety and Security Consulting Services, Inc. General Safety Support Services Contract to WMATA. In this role, Mr. Sergent is responsible for leading the safety and security certification program for the procurement of 300 new railcars to assure compliance with WMATA s system safety and security program requirements, as well as the requirements of the Federal Transit Administration (FTA) and Tri-state Oversight Committee (TOC). Mr. Sergent works with project engineering staff and contractor representatives to verify that appropriate safety and security provisions are achieved during the design, assembly, testing, operations, and maintenance of the new railcars. This includes overseeing the performance of project specific hazard analyses, including the development and implementation of hazard mitigation strategies; working with project and contractor staff to develop and implement system safety and security requirements for the project; conducting reviews of contractor submittals to assure system safety and security requirements have been achieved; and providing recommendations to members of WMATA s Executive Leadership Team with regards to the project s system safety and security certification program. 2 North Carolina Department of Transportation (NCDOT) State Safety Oversight (SSO) Program Mr. Sergent serves as a system safety and security subject matter expert and primary point of contact for NCDOT s Rail Division SSO Program. In this role, Mr. Sergent assists NCDOT with the development and administration of its SSO Program and NCDOT s oversight of the Charlotte Area Transit System s (CATS) rail transit operations to assure compliance with 49 CFR Part 659, Rail Fixed Guideway Systems, State Safety Oversight Final Rule. The SSO Program that Mr. Sergent has developed and administered for NCDOT was formally audited by FTA s Office of Safety and Security in November 2011 and determined to be in complete compliance with Part 659. FTA stated that NCDOT is only the second SSO Agency in the United States to achieve this high degree of compliance since FTA began conducting audits of 49 CFR Part 659 in As part of NCDOT s SSO Program, Mr. Sergent oversees CATS implementation of its system safety and security programs, hazard management processes and procedures, internal safety and security auditing programs, accident/incident investigations, and corrective action plan development and implementation. This includes evaluating hazard analyses performed by CATS and assisting in the development of associated hazard mitigation strategies and corrective actions. Mr. Sergent facilitates quarterly project review meetings between CATS and NCDOT and conducts ongoing reviews of program documentation including internal safety and security audit reports, accident investigation reports, hazard management logs, corrective action plans, and annual revisions to CATS System Safety Program Plan and System Security Plan. Mr. Sergent oversees safety and security certification activities administered by CATS for its rail-related projects. This included evaluating hazard analyses conducted to identify, analyze and mitigate hazards associated with new systems, equipment, tools and technologies. Mr. Sergent also leads NCDOT audit teams responsible for conducting federally required threeyear reviews of CATS implementation of its SSPP and System Security Plan. This includes developing audit checklists, reviewing pre-audit document submittals, leading onsite auditing efforts, and developing the final audit report to include findings and recommendations. Mr. Sergent also assists NCDOT in the preparation and submittal of annual reports to the FTA. Booz Allen Hamilton, Raleigh, NC and Baltimore, MD January 2001 June 2007; July 2010 July 2011, Associate Washington Metropolitan Area Transit Authority (WMATA) Mr. Sergent assisted WMATA s Department of System Safety and Environmental Management (SAFE) in revising and implementing its system safety program as required by the Tri-State Oversight Committee (TOC) and Federal Transit Administration (FTA). This included conducting a technical assessment of WMATA s safety program resources and supporting WMATA in developing and implementing new hazard management processes and procedures to fully evaluate and mitigate identified system hazards. This has also included assisting WMATA in responding to TOC, FTA and National Transportation Safety Board (NTSB) recommendations; reviewing proposed operating and maintenance rule changes to evaluate their potential impacts on system safety; and assisting in the revision of WMATA safety and security program policies, plans and procedures. 3 Mr. Sergent served as a primary point of contact for the client, interfacing with the highest levels of WMATA s executive management team to develop and implement strategies directed towards improving WMATA s system safety performance and overall safety culture. Mr. Sergent also served as job manager for the project and was responsible for directing and overseeing the completion of work assignments and project deliverables, as well as managing project financials to ensure assignments were completed on time and within budget. Federal Transit Administration Office of Engineering Project Management Oversight (PMO) Between 2005 and 2007, Mr. Sergent served FTA s Office of Engineering as a Project Management Oversight Contractor and subject matter expert in the area of transit system safety and security. In this capacity, Mr. Sergent provided PMO support to projects in Puerto Rico (Tren Urbano Rail Project), Connecticut (Bridgeport Bus Maintenance Facility, New Haven Intermodal Facility, and Hartford Bus Rapid Transit Project), and Miami, Florida (Miami Dade Transit). Mr. Sergent reviewed project specific Safety and Security Management Plans and monitored project compliance with Federal safety requirements. This included overseeing project safety and security certification programs and reviewing project specific hazard analyses to verify appropriate safety and security requirements were being incorporated into each project as necessary to assure compliance with applicable federal, state and local safety and security regulations, as well as to assure project hazards were being identified and adequately mitigated prior to the initiation of revenue service. Mr. Sergent also conducted technical reviews of project teams to evaluate their capability and capacity to implement, manage, operate and maintain the completed projects. Federal Transit Administration Office of Safety and Security Mr. Sergent supported FTA s Office of Safety and Security Strategic Planning Working Group. Most recently this included developing a Strategic Plan for FTA s Office of Safety and Security Training Programs. Mr. Sergent worked with FTA and industry partners and stakeholders to assist FTA in developing and refining its overall vision, goals and objectives for its safety, security, and emergency management training programs over the next three years. Mr. Sergent developed the Strategic Plan to define and align FTA s training program goals and objectives to its mission; to establish program priorities to meet the transit industry s growing training needs; to serve as a means for FTA to better identify and plan for future program requirements, while supporting FTA s ongoing evaluations of program effectiveness; and to provide a mechanism for FTA to ensure it can continue to offer training that bridges the knowledge and skill gaps that exist with the transit industry. Mr. Sergent also supported FTA s Office of Safety and Security with the performance of threat and vulnerability assessments at several of the nation s largest transit agencies and commuter railroads including the Maryland Transit Administration (MTA), Port Authority Trans Hudson (PATH), and Virginia Railways Express (VRE). This included assisting in the development of critical asset lists, developing threat and vulnerability assessments and scenario worksheets, evaluating system security plans and procedures, and conducting on-site reviews to identify potential areas of vulnerability. He later supported FTA s technical assistance program directed towards advising the nation s transit agencies on the Top 20 security and counter-terrorism strategies and other additional security needs identified through threat and vulnerability assessments and scenario worksheets. 4 Ohio Department of Transportation (ODOT) State Safety Oversight Program Between 2006 and 2007 Mr. Sergent served as Booz Allen s Program Manager for ODOT s State Safety Oversight Contract. In this capacity he was responsible for contract management, financial, staff, and work product oversight. He developed, maintained, and administered ODOT s State Safety and Security Oversight program in compliance with federal and state regulations and managed oversight of the rail transit operations of the Greater Cleveland Regional Transit Authority (GCRTA) to assure compliance with federal and state program standards. He performed triennial safety audits and inspections to measure GCRTA compliance with applicable federal and state regulations, including those of the Department of Transportation and the Occupational Safety and Health Administration. Triangle Transit Authority (TTA) Between 2003 and 2007, Mr. Sergent served as TTA s contracted Safety and Security Manager for the TTA Regional Rail Project. In this capacity, he was responsible for developing and administering all aspects of the project s system safety and security programs, including a comprehensive fire/life safety program and safety and security certification program. He acted as a liaison between the TTA and other federal, state and local regulatory agencies including local emergency responders. He performed detailed hazard analyses (i.e., PHAs, Fault Trees, etc.) and engineering design reviews to identify, analyze, mitigate and critique potential system hazards and proposed system designs for the entire system, including the track structure and alignment, grade crossing protection systems, signaling systems, railcars, fire/life safety systems, stations, and system interfaces. Mr. Sergent facilitated project safety working group meetings to assist in the identification of potential system hazards and to develop effective mitigation strategies for addressing identified hazards, threats and vulnerabilities. Mr. Sergent also reviewed contractor submittals in response to contract solicitations and procurements; assisted in the development of technical specifications and design criteria; and provided safety and security training to project staff and contractors. In 2005, the system safety and security program Mr. Sergent developed and administered for the TTA Regional Rail Project was formally recognized by the Federal Railroad Administration as an industry leader. Maryland Transit Administration (MTA) Between 2001 and 2003, Mr. Sergent served as task leader for all safety related tasks based out of Booz Allen Hamilton s Baltimore, MD office. This included all aspects of project, staff, and task financial management. Mr. Sergent performed Occupational Safety and Health Act (OSHA) compliance reviews of the agency s safety and health program; he wrote policies and procedures to assure MTA compliance with 29 CFR Part 1910 and 1926 regulations; and he provided safety program management support to the highest levels of MTA s organization, assisting in the development of agency safety program objectives. Mr. Sergent revised MTA s System Safety Program Plan (SSPP), developed MTA s Safety and Security Certification Program Plan, and assisted in the development and revision of safety-related standard and emergency operating procedures. Boyd, Caton & Grant Transportation Group, Inc., Raleigh, NC June 2007 July 2010, Senior Analyst Federal Transit Administration Office of Safety and Security Between 2007 and 2010, Mr. Sergent supported FTA s State Safety Oversight (SSO), Transit Bus Safety and Security, National transit Database (NTD), and Track Worker Safety Programs. 5 Mr. Sergent served as a primary member of FTA s SSO contractor team, leading FTA s SSO Audit Program between 2009 and In this capacity, he coordinated all audit program activities. This included developing and issuing audit notification packages, working with SSO and rail transit agencies to obtain and review pre-audit materials, preparing structured audit guidelines and checklists to support on-site audit activities, leading and participating in onsite audit activities, developing and issuing draft and final audit reports that documented audit findings and recommendations, and maintaining a comprehensive audit tracking database, which was used to manage audit follow-up activities and to monitor agency progress in closing audit findings and recommendations. He conducted detailed analyses of agency safety performance data to identify agency specific and general industry trends, and assisted in the development and delivery of technical assistance programs for FTA s Office of Safety and Security. As part of his work developing FTA s Rail and Bus Safety Action Plans and Rail Safety Statistics Report, Mr. Sergent conducted trend analysis of industry data and compilation, analysis, and manipulation of large data sets that have been used not only to generate reports for FTA, but also to develop priority action items for the transit industry and to assist FTA in directing its technical assistance programs. This work also required Mr. Sergent to verify, validate, and in several instances correct NTD data by drawing on his relationships with the public transit community and by working directly with various SSO and public transit agencies. For FTA s Office of Safety and Security Strategic Planning Working Group, Mr. Sergent conducted a comprehensive study of FTA s data management programs, compiling an extensive inventory of FTA s current data sources, evaluating the role and purpose of this data, identifying data flow processes within FTA and evaluating their effectiveness, and developing possible solutions to improve the quality, usefulness, timeliness, and accuracy of the data obtained, used and generated by FTA s Office of Safety and Security. In completing this assignment, Mr. Sergent conducted interviews of FTA Headquarters and Regional Office personnel, as well as other industry participants including representatives from the FRA, and other FTA contractors. He collected and reviewed thirty-six different data management tools and mechanisms from across twenty different FTA program areas, identifying and evaluating more than 1000 discrete data elements from both internal and external data sources. Mr. Sergent then used the results of this study to develop a comprehensive report documenting the study methodology, results, and recommendations. Between 2008 and 2009, Mr. Sergent supported FTA s Heavy and Light Rail Safety Project, serving as the primary author of FTA s Rail Transit Safety and Bus Transit Safety Quarterly Newsletters. In this role he developed a total of eight newsletters over the contract period of performance that were been published to FTA s Safety and Security website. For each newsletter, Mr. Sergent worked with FTA to identify focus topics and articles, and conducted interviews of industry participants to develop newsletter content. In addition, Mr. Sergent supported the development of a safety culture brochure and briefing paper for FTA, as well as the development of FTA s track inspection pocket guides. Federal Transit Administration Office of Engineering Project Management Oversight - Between 2007 and 2010, Mr. Sergent supported FTA s Office of Engineering as a Project Management Oversight Contractor and subject matter expert in the area of transit system safety and security. Specific projects supported by Mr. Sergent included the Washington Metropolitan Airports Authority (MWAA) Dulles Corridor Project, and the Washington Metropolitan Area Transit Authority (WMATA) Infrastructure Repair Program. 6 In this capacity, Mr. Sergent reviewed project specific Safety and Security Management Plans and monitored project compliance with Federal safety requirements. This included overseeing project safety and security certification programs and conducting technical capacity and capability reviews of the grantees. Mr. Sergent also supported the development of monthly project reports to FTA. National Cooperative Highway Research Program (NCHRP) Between 2008 and 2009, Mr. Sergent supported NCHRP Project 20-59(23) and the development of NCHRP Report 525, A Guide to Emergency Response Planning at State Transportation Agencies (September 2009). In this role, Mr. Sergent conducted extensive research to identify industry best and recommended practices to assist State Transportation Agencies in planning and preparing for, responding to, and recovering from both localized and large-scale emergency events within the all-hazards context of the National Incident Management System (NIMS) and the National Response Framework (NRF) promulgated by the U.S. Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA). Mr. Sergent co-authored the final report and led the development of an emergency response self-assessment matrix that identified the key steps, actions and supporting actions to be taken by State Transportation Agencies during each phase of the emergency management lifecycle. The matrix was designed to enable users to conduct an extensive self-evaluation of their emergency planning, preparedness, response and recovery processes to identify and prioritize areas requiring improvement. Mr. Sergent also led the development of resource reference matrix that identified supporting resource materials and references that could be used by State Transportation Agencies to obtain additional guidance and insight into the actions identified by the self-assessment matrix. Hernandez Engineering, Inc., NASA Goddard Space Flight Center, Greenbelt, MD June 1999 January 2001, Senior Safety Engineer As a Senior Safety Engineer at the NASA/Goddard Space Flight Center, Mr. Sergent provided direct system safety engineering support to NASA s Hubble Space Telescope (HST) project. This included conducting safety inspections of operation areas, performing hazard analyses of ground support equipment, and working with project personnel to develop and implement procedures that allowed for the safe completion of tasks. Mr. Sergent served as an on-floor safety contact during crew familiarization activities conducted at both the Goddard Space Flight Center and Kennedy Space Center. He developed safety data packages for submittal and presentation to NASA management and maintained a comprehensive database application used to manage the closure of hazard report items. Mr. Sergent worked as a plan Safety and Health Intern, where he performed various occupational safety and health engineering activities in an effort to limit company losses resulting from employee injuries and property damage. This included conducting various forms of industrial hygiene monitoring to potentially hazardous work areas; auditing Safety, Health, and Environmental Policies and Procedures to determine their regulatory compliance and overall effectiveness within the company, and researching the effectiveness of engineering and administrative controls used to mitigate identified hazards.
