1 Deb Cloutier Summary of Experience Deborah Cloutier has been providing consulting services in commercial real estate, energy management, and environmental sustainability for more than 20 years. Deborah has supported EPA s ENERGY STAR program since its inception and helped EPA recruit over 4 billion square feet of commercial real estate, K-12 schools, state and local governments, and utilities into the program. She also serves as the project manager, subject matter expert, and strategic advisor for the Department of Energy s Better Buildings Initiative. She has extensive experience designing, developing, and implementing sustainability programs in the built environment, and is currently working with large national owners and managers of buildings to assist them in making strategic environmental management a standard business practice including TH Real Estate, Blackstone, Principal Real Estate Investors, Prudential Global Investment Management, UDR and CalPERS. Deborah has built meaningful and impactful relationships with key industry associations such as BOMA, RER, SIOR, IFMA and IREM, and USGBC, and her experience has led to serving on many national association committees. Deborah also has in-depth experience in developing and launching marketing and communications campaigns and the creation of collateral materials. Experience JDM Associates, Principal and Co-Founder Select Projects Falls Church, VA Present Better Buildings Initiative, U.S. DOE Provides strategic oversight and management of the national voluntary, public-private partnership that works with leading organizations to increase investment in energy efficiency and reduce energy bills while avoiding carbon and other pollutants. Over the past five years, the program has tripled in scope, influence, and impact with more than 350 organizations representing more than 5 billion square feet and 1,000 industrial facilities; and public and private sector financing commitments total well over $10 billion. Provides project and budget management of the $20 million, five-year contract, which includes 5 subcontractors and more than 30 full-time consultants. Provides subject matter expertise in the areas of commercial real estate, leasing, financing, tenant engagement and other non-technical barriers to energy efficiency. Leverages extensive industry knowledge and well-established relationships to support member recruitment and retention. TIAA Sustainability Program Leads the JDM team to administer TIAA s Global Real Estate Sustainability Initiative to improve the energy and environmental performance of its U.S. real estate investment holdings of more than 30 million square feet of office properties, more than 15,000 multifamily units, and its wholly-owned retail centers. U.S. Environmental Protection Agency (EPA), ENERGY STAR Commercial & Industrial, Project Manager Oversees the recruitment of and partner support for commercial real estate, multifamily, and warehouse organizations. Developed compelling collateral materials and key value messages for multiple vertical sectors demonstrating the business case for investments in strategic energy management. Developed innovative approaches and conducted economic analyses to translate the value proposition of energy savings into improved net operating income and enhanced asset value for income-producing real estate. Managed the development and deployment of the ENERGY STAR program to assist owners in making their properties more competitive, profitable, and valuable through energy efficiency. Recruited owners and managers over 4 billion square feet of commercial and corporate real estate to partner with ENERGY STAR. Provided consulting services to develop a guidebook and accompanying fact sheets on creating an energy management program. Develop case studies, industry research, and best practice guidance for publication and outreach to commercial real estate professionals. Used the materials to assist industry practitioners to develop knowledge, skills, and tools that improve energy-related business practices in the commercial office sector. National Multifamily Housing Council (NMHC), Sustainability Strategic Plan and Market Research, Project Manager Provided strategic guidance and direction to gather market perceptions, understanding of constituent needs, and developing an advisory council to develop a strategic plan to guide NMHC s sustainability efforts. Identified key stakeholders, conducted outreach to more than 60 industry leaders, identified factors and key attributes that impact member commitments to sustainability, and prepared a report synthesizing input and aligning near- and long-term, high-impact activities and prioritized opportunities for the NMHC Board s review and consideration. New York State Energy Research and Development Authority (NYSERDA), Continuous Commissioning Market Research, Project Manager Led the market research on the continuous commissioning market, specifically seeking input from the business owner s perspective. Coordinated and facilitated interviews and a stakeholder meeting with dozens of building owners to review current relevant product offerings, business models, and experiences with real time energy management and continuous commissioning. Authored a report on terminology, business models, and recommendations for the NYSERDA steering committee s review and consideration. Presented our findings and discussed recommendations.
