9 Key Aspects Governance Governance/Regulatory Framework 1-GOV.ng relies on the governance and regulatory framework in the National e- government Master plan Presidential Committee on ICT/e-Government for compliance Model to implement and ensure compliance with an e-government interoperability framework. MDAs need to be encouraged and constrained to use models that are inter-operable and avoid duplication and building in silos.

11 Key Aspects -Technology 1-GOV.ng leverages the existing Connectivity Backbone, Data Centre and the Government Cloud (NG-CLOUD) Government Data exchange (GDX) - Information System Backbone - software infrastructure consisting of a Registry, Directory Services, Security Servers, Monitoring Systems, eid/single Sign-on, PKI enabled Certificate Authority, Connectors and Time-Stamping Services. GDX facilitates secure data exchange across heterogeneous information systems. It provides a distributed, secure, unified webservices based inter-mda data exchange framework. Galaxy Backbone Ltd

13 Key Components SMART Government EcoSystem

14 Government Data exchange (GDX) primary collaboration platform The GDX is an IT service that enables MDAs to share data across their various systems and integrate processes in a federated manner. Under this arrangement MDAs can keep and control data they are statutorily empowered to hold without compromising integrity or ownership. GDX provides an MDA-neutral central infrastructure for exchange of data based information and services across Government systems. GDX provides a platform Straight-through-Processing for Citizens, Businesses to experience seamless private and public sector services on demand and in real time.

15 Key GDX Features Distributed does not centralize data and does not change the ownership of the data. This clearly avoids the turf wars that complicate collaboration in government. Heterogenous connects information systems built on any IT platform. It does not prescribe tools or technologies for intra-mda use. Secure caters for inter-mda communications by ensuring authenticity, integrity and nonrepudiation of exchanged data; high availability of services; confidentiality of exchanged data. Reliable No single point of failure. All components can be made redundant for high resiliency against attacks or failures. Components available over shared or public networks can employ protective measures against DOS attacks. Self-Funding It offers a payment platform using the existing PayGov (as well as others) and facilitates billing, invoicing, payments/collections and reporting collection of administrative charges and fees in exchange for eligible data or services
