3 The National Committee on Vital and Health Statistics NCVHS is the Department of Health and Human Services (HHS) statutory public advisory body on health data, statistics and national health information policy 3

4 How NCVHS Advises HHS 18 members appointed for four-year terms Diverse backgrounds, expertise and geography Develops and delivers practical, timely, thorough recommendations to the HHS Secretary Holds quarterly meetings, convenes public hearings, listening sessions, workshops, roundtables Provides periodic reports to Congress Develops reports and resources 4

Emerging issues related to health information privacy, confidentiality and security and data stewardship. 11 Health Plan Identifier Subcommittee on Standards May 3, 2017 Hearing on Health Plan Identifier (HPID) Hearing purpose: seek further input from the health care industry for disposition and next steps of the Health Plan Identifier following its three year enforcement discretion period Overviews by CMS and WEDI Spokespeople from industry/organizations Payers, providers, clearinghouses, standards organizations, business groups, billing services, government Written comments from any/all 11

12 Predictability Roadmap Subcommittee on Standards August TBD Predictability Roadmap Workshop Work plan in development Summary: The predictability roadmap would provide the health care industry with a degree of certainty in the timing and sequence of the adoption or implementation of new or revised standards and operating rules as required under the HIPAA and other legislation. NCVHS documents since 2009 have referenced lack of predictability around adoption path and timing of new/updated Admin Simp regulations With 20 years of HIPAA and several version migrations under our belts, can we identify a more efficient path for versioning? 12

13 Next Gen Vital Statistics Subcommittee on Population Health September 11-12, 2017 Next Generation Vital Statistics Hearing Registration of births, deaths, marriages, divorces, and fetal deaths reside individually with states/territories 13 Federal Statistical Agencies Obtain input from users of the system, e.g., Federal, state, commercial, research Purpose of this hearing: gather information on: Current status and vulnerabilities in vital statistics Federal, state and local perspectives Emerging best practices and potential solutions to protect, improve and strengthen the system 13
