6 Along the Collaboration Trail CDCR SOMS and the Social Security Administration (SSA) Offenders are ineligible to receive SSI payments while in custody and the general fund receives a bounty for every offender who is identified by CDCR. CDCR used to send a batch file to the SSA, and now SOMS has taken over the generation of the file. It is generated monthly in the defined SSA format. 6

7 Along the Collaboration Trail CDCR SOMS and CA Department of Child Support Services (DCSS) CDCR sends active offender information to DCSS Parent Locator Service This is a batch file that CDCR used to send DCSS. SOMS now generates the batch file monthly. DCSS uses the file to attempt to track down dead beat parents who owe support or arrears. 7

8 Along the Collaboration Trail CDCR SOMS and California Department of Justice (DOJ) DOJ users are able to access SOMS data as view only users through a CITRIX connection. The connection is used by DOJ to view OBIS data. 8

Address privacy guidelines Conform to statutory and procedures data access rights Develop Interagency sharing agreements/ MOUs Establish Governance and Risk Mitigation Plans Periodically Review and Update Data Exchanges as necessary Information gathered and maintained by correctional agencies can be beneficial to multiple stakeholders based on their role within the criminal justice lifecycle. It is important to recognize the need to provide the right information to the right individuals at the right time following appropriate agreements and privacy guidelines. 13 Barriers to Collaboration Lack of adequate funding for cross agency interoperability Mistrust and concerns regarding information accuracy, currency Stove piped (agency-specific and non-accessible) databases and information systems Limited knowledge of the wealth of data in SOMS Disparate support by leadership to expedite information sharing among agencies Limited stakeholder communication and feedback There is a cacophony of competing databases, confusing acronyms, conflicting and overlapping federal initiatives, and the development of new tools and technologies rapidly replacing legacy old ones 13

14 Best Practices Recommendations Communicate Successes and Lessons Learned Continued development of National Standards and Exchanges for Offender Information National Victim Information Exchange program [Statewide Automated Victim Information and Notification (SAVIN) National Gang Information Exchange program Offender Re-Integration Information Exchange Initiative (Re-Entry). Expansion of pilot programs and grant-funded initiatives to review privacy policy and interoperability issues associated with sharing corrections information Expand understanding and requirements validation of data sharing needs of external stakeholders including health, education, juvenile and social services. Train staff on effective data sharing, privacy of data, data validation, currency. 14
