2 Brief IJS Programme Background The IJS Programme was conceptualised upon approval of the NCPS by Cabinet in 1996 in order to modernise the Criminal Justice System The Programme was further given impetus by: Review of the Criminal Justice System The seven-point plan (007) Outcome of the JCPS Cluster Delivery Agreement - All people in South Africa are and feel safe National Development Plan (NDP vision 00) The primary objective of the IJS Programme is to: Electronically enable and integrate the end-to-end criminal justice business processes (i.e. from the report of a crime to the release of a convicted person), through technology solutions and Manage the related inter-departmental information exchanges across the CJS May 017 IJS PROGRAMME SELECT COMMITTEE ON SECURITY AND JUSTICE BRIEFING GODFREY LESEBA
3 IJS Strategic Context Cabinet Approved 7-Point Plan The CJS Terms of Reference consisted of a package of seven fundamental transformative changes: 1 Adopt a single Vision and Mission, single set of objectives, priorities and performance measurement targets for the CJS by the JCPS cluster Establish a single coordinating and management structure for CJS (cabinet to court). Appoint a person from the executive with coordination and management powers. Make substantial changes to court process in criminal matters through practical, shortand medium-term proposals to improve the performance (especially regional courts). 5 6 Establish an integrated National CJS Database & System across CJS Departments 7 Modernise, in an integrated & holistic manner, all aspects of the systems & equipment of the CJS Involve public in the fight against crime by introducing changes to community policing, including expanding its role to deal with matters such as policing, parole boards.
