ICC Update Quick review of the process Final Action Hearings, Group B proposals of interest (Energy issues only) Structural, Fire, Egress, etc. are already decided Energy Code EC68-09/10, Parts I (IECC) & II (IRC) Originally proposed to Increase roof insulation from R-19 to R-24 in CZ 1-4 Increase roof insulation from R-24 to R-30 in CZ 5-8 Decrease U-factor of glazing from 0.50 to 0.45 in all 8 climate zones NSA staff worked out a compromise with proponent to Keep roof and wall insulation at R-19 and R-24 (present code) Agreed to lower U-factor of glazing to 0.45 NSA Fall Meeting October 7, 2010 St. Louis, Missouri 14
EC 68-09/10 Continued Code Development Hearing Results EC 68-09/10 PART II (IRC) Disapproved EC 68-09/10 PART I (IECC) Approved as Modified Public Comment Submitted by EECC EC 68-09/10, Part I to approve as further modified (see next slide), and change Part II It appears they want the IRC and the IECC requirements to be the same EECC is also in favor of removing the IRC Energy section entirely NSA Fall Meeting October 7, 2010 St. Louis, Missouri 15
EC 68-09/10 Continued N Thermally isolated sunroom Sunroom insulation. All sunrooms enclosing conditioned space shall meet the insulation requirements of this code. Exception: For sunrooms with thermal isolation and enclosing conditioned space, the following exceptions to the insulation requirements of this code shall apply: (1) The minimum ceiling insulation R-values shall be R in Zones 1 through 4 and R in Zones 5 through 8; and (2) The minimum wall R- value shall be R-13 in all zones. New wall(s) separating a sunroom with thermal isolation from conditioned space shall meet the building thermal envelope requirements of this code. NSA Fall Meeting October 7, 2010 St. Louis, Missouri 16
EC 68-09/10 Continued N Thermally isolated sunroom Sunroom U-factor. All sunrooms enclosing conditioned space shall meet the fenestration requirements of this code. Exception: For sunrooms with thermal isolation and enclosing conditioned space in Zones 4 through 8, the following exceptions to the fenestration requirements of this code shall apply: (1) the maximum fenestration U-factor shall be 0.45; and (2) the maximum skylight U-factor shall be New fenestration separating the sunroom with thermal isolation from conditioned space shall meet the building thermal envelope requirements of this code. NSA Fall Meeting October 7, 2010 St. Louis, Missouri 17
EC 68-09/10 Continued Along with the proponent (EECC), Ms. Ellen Eggerton, Fairfax County, VA representing VBCOA, also submitted the same public comment NSA staff recommendation is that we should support the EECC modification to clarify the intent of the code Consistency between IECC/IRC Energy This clarification will be helpful in cases where sunrooms do not enclose conditioned space (Category I through III) Any disagreements? NSA Fall Meeting October 7, 2010 St. Louis, Missouri 18
EC70-09/10 Change is to definition of SKYLIGHT SKYLIGHT. Glass or other transparent or translucent glazing material installed at a slope of 15 less than 60 degrees (0.26 rad) or more from vertical from horizontal. Glazing material in skylights, including unit skylights, solariums, sunrooms, roofs and sloped walls is included in this definition. Before After 60 degrees 75 degrees 15 degrees 30 degrees NSA Fall Meeting October 7, 2010 St. Louis, Missouri 19
EC70-09/10 Continued Code Development Hearing Action was for Approved As Submitted Original proposal from U.S. Department of Energy Intent was to make IECC like ASHRAE 90.1 The definition does include sunroom glazing Public comments from WDMA and City of Westminster, CO are for disapproval This would require a 2/3 majority, so difficult NSA staff does not plan to testify on this item NSA Fall Meeting October 7, 2010 St. Louis, Missouri 20
Other IBC/IRC Changes ICC staff contacted NSA about a reorganization of Appendix H (IRC) and I (IBC) due to coordination changes in the base codes. These appendices will be reorganized, and the Code Correlation Committee can only make editorial changes. ICC staff will be sending a preview draft for us to review, which will be accepted and printed in the 2012 IRC and IBC. NSA Fall Meeting October 7, 2010 St. Louis, Missouri 21
ICC Final Action Hearings Will be held in Charlotte, NC October 28 November 1, 2010 In Summary: Continued stringency increases to Energy Requirements for Category V Codes are getting more complicated, not less NSA successfully altered the course of EC68 and maintained Thermally Isolated Sunrooms Since no additional Public Comments to ICC on this issue, it s likely a done deal NSA Fall Meeting October 7, 2010 St. Louis, Missouri 22
NSA Fall Meeting October 7, 2010 St. Louis, Missouri 23
Florida Building Code Update Review of the process FL Structural TAC met on 8/24 to make recommendations for the FBC Discussion of NSA s proposals Review of relevant proposals by others NSA Fall Meeting October 7, 2010 St. Louis, Missouri 24
FL Proposals By Others Quite a few from Joe Belcher passed: 4109 The modifications clarify that roofs of sunrooms without sloped glazing are solid roofs and clarifies open areas are areas with operable windows or fixed glass or glass doors. The clarifications are needed to address confusion demonstrated during the permitting phase for sunroom projects Clarifies terms related to roofs and to open areas. Current language has caused confusion at the permitting phase of sunroom construction projects Proposal reduces concentrated load on purlins from 300# to the OSHA required load for fixed ladders, 200#. The reduction applies to purlins only The proposal adds an exception from impact protection for screen or removable vinyl and acrylic wind panels on exterior balconies and porches. NSA Fall Meeting October 7, 2010 St. Louis, Missouri 25
FL Proposals By Others Modification proposes use of AAF Guide to Aluminum Construction in High Wind Areas by designers in the HVHZ Proposal to clarify wind load design criteria for sunrooms and to clarify intent of inclusion of AAMA Categories for sunrooms in code Proposal deletes an obsolete table no longer contained in ASCE 7 and permits the use of the AAF Guide to design screen enclosures Adds aluminum screen enclosure design pressure table from Chapter 22. Adds windbreaker provisions from Chapter 16, Section The proposal adds provisions for sunrooms in the HVHZ section of the code Clarifies the application of AAMA 2100 and that the design is in accordance with the wind speeds and wind loads of the Florida Building Code. NSA Fall Meeting October 7, 2010 St. Louis, Missouri 26
NSA Fall Meeting October 7, 2010 St. Louis, Missouri 27
ENERGY STAR Program update Review of current process Why is it changing? New process will likely come with fees that currently don t exist Due to 3 rd party oversight and random sampling Products must be tested at an EPA Approved laboratory before being labeled Can Sunrooms be labeled? No, but sunroom components can Windows, Doors & Skylights Reflective roofs NSA Fall Meeting October 7, 2010 St. Louis, Missouri 28
ENERGY STAR Continued What is the benefit of ENERGY STAR? Market differentiation Market transformation is EPA s end-goal NSA Fall Meeting October 7, 2010 St. Louis, Missouri 29
