8 Telephony Mobile Operators: 4 Companies Mobitel (012), Camshin (011), SAMART (016), CAMTel (018) Almost 100% coverage area in Cambodia GSM, GPRS, W-CDMA 384Kbps and CDMA 1x Total subscribers 900,000 (about 96% of the number of telephone sets in the country) Mobile phone per 100 inhabitants 5.95% Fixed Line phone: 3 Companie Total subscriber 40,000 (about 4%) Two International gateway are in operation (001) and (007) Source: MPTC 2006

10 Internet and ISPs Internet Internet Subscribers about 15,000 Internet users about 50,000 Number of Internet Cafes 287 Average price of access (per hour) < 0.5 USD Most of the users are in major city Internet bandwidth is around 115Mbps ( up and down link)

19 A In mid 2000, the government set up the National ICT development Authority (NiDA), a high-level body chaired by the Prime Minister. This authority (NiDA) is tasked to: formulate IT promotion and development policy for the short, medium and long term in charge of IT policy implementation to ensure maximum economic growth monitor and audit all IT related projects in the Kingdom of Cambodia NiDA is in Charge of GAIS and e-government Projects

23 Case 1: Government Administration Information System (GAIS) This project came under the soft loan scheme which is the biggest of its kind through the Economic Development Cooperation Fund (EDCF) with the examination of Korea EXIM bank. The side of the project was amounted to about 26.6 millions US dollars and this project is under direction of NiDA.

24 Objectives of GAIS To strengthen Good Governance and broaden citizen participation To improve productivity and efficiency of clerical work at governmental offices (Back Office Service) To provide better services to private enterprises and citizens (Front Office Service) To create data bases containing various types of information To promote development of industry To strengthen the legal system and law enforcement

Networked Phnom Penh Municipality and all the 7 districts and 76 communes in Phnom Penh. e-government (G2G) The e-government core applications: Vehicle registration, Motorcycle registration, Real state registration, Resident registration Electronic Approval System (EAS)
