3 Continuity Overview It is the policy of the United States to maintain a comprehensive and effective continuity capability through continuity of operations (COOP), continuity of government (COG), and enduring constitutional government (ECG) programs. [Presidential Policy Directive (PPD) 40, National Continuity Policy] Continuity enhances the resilience of organizations, the whole community, and the Nation by ensuring the: Preservation of government structure under the United States Constitution; and Essential functions, essential service delivery, and core capabilities are sustained under all conditions. Continuity is an important element of preparedness and an integral part of each core capability across the five mission areas of protection, prevention, mitigation, response, and recovery within the National Preparedness System. 3
4 Presidential Policy Directive (PPD) 40 PPD-40, National Continuity Policy, directs the establishment of comprehensive national-level continuity programs, capabilities, and operations. Signed by President Obama on July 15, Developed to ensure a more rapid and effective response and recovery from a catastrophic emergency that threatens the Government: Defines continuity requirements for the Executive Office of the President (EOP) and for Executive Branch departments and agencies (D/A); Guides continuity planning for state, local, tribal, territorial, and tribal (SLTT) governments; non-governmental organizations (NGO); and private sector critical infrastructure owners and operators; and Identifies National Essential Functions (NEFs). 4
5 Continuity Requirements Integration Incorporate continuity into daily operations to enhance resilience. Federal D/A: Required to establish and resource continuity programs to sustain continuous performance Primary Mission Essential Functions (PMEF). Federal Continuity Directives (FCDs) 1 and 2 clarify continuity program and planning requirements, and support PPD-40 implementation. SLTT organizations: Many states and localities have gubernatorial, legislative, or municipal mandates for organizations to develop and maintain continuity programs. Continuity Guidance Circulars 1 and 2 provide continuity program and planning guidance for state, local, tribal, and territorial governments.* (CGC 1 and 2 will be combined into CGC 1, to be published mid-2017) * Applicable guidance is also found in the Federal Continuity Directives. 5
6 Continuity Misperceptions Continuity = COOP COOP activities represent a baseline capability required by a comprehensive, integrated national continuity program consisting of COOP and COG. Continuity refers to Federal Government only Continuity requires a whole community approach. Tribal, territorial, local governments, non-governmental organizations, and private sector owners and operators of critical infrastructure play a key role in ensuring a resilient Nation. The focus of continuity is the National Capital Region (NCR) Approximately 85 percent of federal employees work outside of the NCR, and a majority of Executive Branch functions occur outside the NCR. Approximately 90 percent of critical infrastructure is outside of the NCR; supported by state/local governments or private sector organizations 6
7 Continuity Misperceptions cont. Catastrophic COG scenarios are limited to high-consequence/low-probability coordinated nuclear attacks Non-nuclear threats to national COG present high-consequence, high-probability threats. COG is a classified program for the Federal Government only COG is an outcome of a viable continuity capability, not a program. Disasters can cause local or regional COG events by threatening the ability of jurisdictions to execute their statutory authorities, perform essential functions, and deliver essential services. 7
8 Continuity Integration Federal and SLTT governments, non-governmental organizations, and private sector owners and operators of critical infrastructure should integrate continuity plans and capabilities, to the extent feasible and appropriate, to: Enhance resiliency by coordinating readiness and preparedness activities; Improve continuity capabilities by promoting interoperability and identifying interdependencies; Prevent redundancies and conflicting lines of authority; Provide for the comprehensive and coordinated delivery of essential services and core capabilities; and Ensure the performance of essential functions and NEFs. 8

10 Proposed Grants Initiative NCP is initiating an effort to integrate continuity and resiliency requirements or incentives into future grant applications, in accordance with PPD-40. This effort is intended to further encourage jurisdictions to implement viable continuity plans to ensure the performance of essential functions and sustain the delivery of essential services and core capabilities across all hazards and under all conditions. FEMA will begin coordinating and soliciting input to develop the continuity and resiliency requirements for grant funding in Fiscal Year 2017, with anticipated incorporation of the requirements or incentives into future grant guidance. 10
11 Proposed Grants Initiative cont. The development process will include: Identification of the grant programs in which continuity requirements will be incorporated; Development of the continuity and resiliency requirements for inclusion in grant applications; Development and implementation of an outreach and training plan to provide requirements-based technical assistance to jurisdictions, as needed; Identification and development of a methodology to evaluate continuity plans and capabilities supported through the grant process; and Finalization of a timeline for implementation. 11
