1 International Civil Aviation Organization 04/06/12 North American, Central American and Caribbean Office (NACC) Twelfth Meeting of Directors of Civil Aviation of the Central Caribbean (C/CAR/DCA/12) Punta Cana, Dominican Republic, 10 to 13 July 2012 Agenda Item 6: Regional Cooperation and Training Matters 6.2 ICAO Regional Technical Cooperation Project Transition to GNSS in the CAR/SAM Regions Augmentation Solution for the Caribbean, Central and South America (SACCSA) Phase III (RLA/03/902) FOLLOW-UP, COOPERATION AND PARTICIPATION IN THE ICAO TECHNICAL COOPERATION PROJECT RLA/03/902 TRANSITION TO GNSS IN THE CAR/SAM REGIONS (SACCSA) PHASE III (Presented by the Secretariat) SUMMARY This paper presents the progress and status of Phase III of Project RLA/03/902 on the study for the implementation of GNSS/SBAS, the contributions of the project to the subregional and GREPECAS meetings, and urges the States to follow-up, cooperate and participate in the activities of this Project. References: Report of the Sixteenth Meeting of the CAR/SAM Regional Planning and Implementation Group (GREPECAS/16), Punta Cana, Dominican Republic, 28 March to 1 April 2011 Report of the Fourth Meeting of North American, Central American and Caribbean Directors of Civil Aviation (NACC/DCA/4), San Pedro Sula, Honduras, June Report of the Eighth Meeting of the Coordination Committee (RCC/8) of the Project RLA/03/902 "Transition to GNSS in the CAR/SAM Regions - SACCSA" Phase III, Mexico City, Mexico, 28 to 31 May 2012 ( 1. Introduction 1.1 As part of the follow-up to Project RLA/03/902 - Transition to GNSS in the CAR/SAM Regions - Augmentation Solution for the Caribbean, Central and South America (SACCSA), by the NACC/DCA/4 Meeting, this paper presents the results of recent activities related to the Project, including the current status of the Project and the progress of the implementation of its Phase III. 1.2 The Project has informed on the results and progress of its work in the following recent meetings:

2 2 GREPECAS/16, Punta Cana, Dominican Republic, from 28 March to 1 April 2011 NACC/WG/3, Guatemala City, Guatemala, from 9 to 13 May 2011 NACC/DCA/4, San Pedro Sula, Honduras, 20 to 24 June 2011 CA/ANE/WG/7 C/CAR/WG/9, Mexico City, Mexico, 5 to 9 March 2012 DGAC/CAP/96, Mexico City, Mexico, 22 to 24 May The current members of this Project are: Bolivia, Colombia, Costa Rica, Guatemala, Panama, Spain, Trinidad and Tobago, Venezuela and COCESNA. 2. Discussion 2.1 The Appendix to this paper provides a brief description of the objectives of Phase III of the SACCSA Project and its management structure. Follow-up reported at the C/CAR/DCA/11 Meeting 2.2 In the eleventh Meeting of Directors of Civil Aviation of the Central Caribbean (C/CAR/DCA/11) an analysis and proposed actions to monitor and support the ICAO Regional Project RLA/03/902 were presented. SACCSA, taking into account the preliminary results of Phase III-A of the project and considering the findings related to the project adopted by several regional meetings, proposed to take appropriate actions to increase cooperation and participation in this project. Based on this information and considerations, the Meeting adopted the following conclusion: CONCLUSION 11/6 PARTICIPATION IN, FOLLOW-UP TO AND COOPERATION WITH THE RLA/03/902 SACCSA PROJECT, PHASE III That, with a view to following-up and supporting the studies on technical-financial feasibility of SBAS implementation in the CAR/SAM Regions that the RLA/03/902 - SACCSA Project is carrying out and its contribution to general GNSS implementation, the Central Caribbean States and International Organizations (CASSOS, IATA, ALTA, etc.) are urged to: a) join, actively participate in, and follow-up on Phase III of the mentioned Project; and b) foster the coordination, cooperation and assistance of their respective national research and development bodies with the Project to provide technological/scientific support and contribute to the work, dissemination and application of this knowledge among specialized bodies, users, and the Central Caribbean Working Group, as well as to obtain benefits of the GNSS in other interested sectors of States.

3 3 C/CAR/DCA/12 IP/ During the Seventh Meeting of the SACCSA Project Coordination Committee (RCC/7), there was a demonstration of the broadcasting of SBAS/SACCSA correction signal and several actions to increase cooperation and participation in this project were proposed, including implementing a test platform SBAS/SACCSA. Report to the GREPECAS/16 Meeting 2.4 After the results and progress reported at the GREPECAS/16 meeting, Conclusion 16/4 - Support for Completion of Studies and Participation in the Implementation of a testing platform SACCSA RLA/03/902 Project, was adopted, which encouraged States/Territories/International Organizations of the CAR/SAM Regions to facilitate/coordinate with their respective national authorities the access and supply of data for SACCSA Project networks with the Global Positioning System (GPS) receiving stations of one second with Fictitious Threshold Point (FTP) or Networked Transport of Radio Technical Commission for Maritime Services (RTCM) via Internet Protocol (NTRIP) access and with Receiver Independent Exchange (RINEX) files, and consider participating in the implementation of a SACCSA SBAS testbed notifying the ICAO Regional Offices. 2.5 GREPECAS agreed the follow-up, cooperation and participation of States, International Organizations and users of the Global Navigation Satellite System (GNSS) of the CAR/SAM Regions and other sectors of the States that require the most advanced GNSS services is important. Cooperation at national, regional and global levels is essential for the exchange of knowledge, experience and to optimize resources and effectively achieve the goals of the implementation of GNSS. Report provided to the NACC/DCA/4 Meeting 2.6 During the NACC/DCA/4 meeting, the SACCSA Project reported the first results of Phase III-A of the ICAO Regional Technical Cooperation Project (RLA/03/902) as a contribution in the implementation of GNSS infrastructure to support Performance Based Navigation (PBN) as the NAM/CAR Regional Performance-Based Air Navigation Implementation Plan (NAM/CAR RPBANIP). The Secretariat highlighted the demonstration of dissemination of SBAS/SACCSA correction signal during the RCC/7 Meeting held in October 2010, and the implementation of a SACCSA SBAS testbed. Eighth Meeting of the Coordination Committee (RCC/8) 2.7 Project RLA/03/902 - SACCSA recently held its Eighth Meeting of the Coordination Committee (RCC/8) and the SACCSA Project Seminar at the ICAO NACC Regional Office from 28 May to 1 June, 2012, where the presentation of recent results and progress in work packages to complete the study SBAS/SACCSA System was made. The documentation for this meeting is available at the SACCSA website and at the ICAO NACC Regional Office website,

Conclusion 3.1 According to the analysis of the status and the regional context of the project expressed in this paper, the results of numerous regional and international meetings and GREPECAS represent an understanding and support for Phase III of Project RLA/03/902, but the follow-up, cooperation and participation of States, International Organizations and users of GNSS in the CAR/SAM Regions and other sectors of the States that require more advanced GNSS services is important. 3.2 States are encouraged to follow-up the remaining activities of Phase III of the Regional Project RLA/03/902 - Transition to GNSS in the CAR/SAM Regions - SACCSA and consider the results of the Eighth Meeting of the Coordination Committee (RCC/8)

5 C/CAR/DCA/12 IP/03 APPENDIX PRINCIPAL OBJECTIVES OF SACCSA PHASE III PROJECT Phase III of Project RLA/03/902 - Augmentation Solution for the Caribbean, Central and South America (SACCSA) aims to conclude the studies in Phase II and perform demonstrations of prototype algorithms running on the System Based Augmentation (SBAS) designed for these regions in order to determine the feasibility of the implementation of SBAS confirming the technical feasibility - financial SACCSA Project that will enable a solid foundation for the analysis of GREPECAS and decision-making by the States of the CAR/SAM Regions to meet the needs of users and the States, Territories and International Organizations by expanding the use of satellite navigation. Phase III consists of the following tasks that were released for tender: PT 1000: Network monitoring and control of it. PT 2000: Completion of Phase II studies, closing issues such as the ionosphere, communications, architecture for ground reference stations, others. PT 3000: SACCSA CPU Prototype and its operation. PT 4000: Definition of support activities to the validation/certification system. PT 5000: Analysis of additional options in areas of poor performance or limited. PT 6000: SACCSA WEB portal The bidding process, involving thirteen companies, selected the Consortium formed by: GMV (Spain) (acting as principal contractor) INDRA (Spain) Raytheon (United States) SENASA (Spain) National University of Silver (Argentina) CeNAT (National Center for High Technology, Costa Rica) Project Management Restructuring To address the Phase III Project, has been established a Working group under the supervision and coordination of the ICAO, with AENA as coordinator of the implementation of technical activities, which includes the industry (based on the consortium), operators, users, providers and civil aviation administrations. Given the complexity of the project, management has been divided into the following areas: General Management and Administration, International Coordination, Technical Coordination and coordination and support of the ICAO NACC and SAM Regional Offices - END -
