Global Geographic Information Systems
There Is No Democracy in Spatial Data Management* *Stay tuned to find out why Ellen West Nodwell Global GIS Manager
It is a greater good discussion but some people do not buy the greater good philosophy
Our GIS Use Today Depends on Solid Spatial Data Management Number of Users per Level The Electronic/Green Map - Searching and Browsing (Light Weight Web Browser Maps Very Thin Client REST technology) Fit for purpose or broad audience Intranet-Extranet Extranet-Internet Mash-ups Adobe Flex/MS Silverlight Task oriented web enabled GIS interfaces (Medium Weight Browser Clients - SOAs) Collections of Services (Data, Applets, etc. -.net -.adf,.api, etc.) specific to business area needs fit for purpose pre-processed processed information or results with multiple views for business analysis maps + graphs + searches + jump off to other applications Desktop GIS Create & Publish (Heavy Lifting Results-Generating Processes) Authors, Analyzers and Editors ArcGIS Desktop + Extensions for creating data + editing + geoprocessing + spatial analysis + modeling + remote sensing and imagery analysis ArcGIS Desktop ArcGIS Server
Beneath every GIS viewer good spatial data and attributes must be maintained.
Why is this so important? think money Geospatial data is an information asset like any other data An asset which has either been purchased ($) or created by someone internally ($$) Usually a derivative result, a product of analysis and/or interpretation, or a reference set asset,
*Why Democracy Does NOT Work In Spatial Data Management Just imagine the state of public share drives in most companies enuff said.
So, why is data management in general, so challenging? m just too busy for data management I m just for data management that s s the IT department s s job (but the IT department needs direction on sorting the good data from the junk ) There is too much data! It is too confusing! We don There is! It is too confusing! We don t have time to go through it Not Not my problem that was my old project now I have this new project It goes on The results: Abandoned and neglected data (lots of it) Nobody knows anything about it (or they conveniently don t remember don don t t have time to review yada-yada yada-yada) very large A to-do list for someone to sort
It is a matter of maturity.
Data Maturity Phases Phases Pre-Sandbox Sandbox- Volumes of Unmanaged Data Unsorted Sandbox Sorted Loaded to Folders, Projects, Application DB s - Interpret and Analyze Post-Interpretation or Analysis Validated Data and Results Preserved and Maintained
(Spatial)* Data Accountability-Maturity Path Business Area Original Recipient Business Area GIS Data Admin GIS & Technical Data Management Hand-off Point Hand-off Point other other gis gis data data images images geodatabases geodatabases shapes New Data Coming Into Business Area Raw Requires QC & Rationalization Check-list = Defined by Business Area Cleaned-up QC d d Data Rationalized Organized to Fit Business Area Usage Requirements Check-list = Formal Approval Process Data Loaded into Enterprise Geodatabase Model Corporately Maintained RDBMS + Data Access with Symbology and Scaling Provided SDE Data Cooling and Rationalization * substitute ANY data type here!
What s s the Strategy?
A Sensible Strategy Plan of Activities for Maturing Spatial Data Management Business Area Original Recipient New Data Coming Into Business Area Raw Requires QC & Rationalization Hand-off Point Check-list = Defined by Business Area Business Area GIS Data Admin Cleaned-up QC d d Data Rationalized Organized to Fit Business Area Usage Requirements Hand-off Point Check-list = Formal Approval Process GIS & Technical Data Management Data Loaded into Enterprise Geodatabase Model Corporately Maintained RDBMS + Data Access with Symbology and Scaling Provided Data Cooling and Rationalization Discuss GIS DM Strategy with Business Area Management to Obtain Agreement and Buy-in Identify Data to Be Managed 1 Identify Authors or Owners 2 Work With Owners and business managers to Create and Organize Data Structures 3 Metadata is Created by the data owner 1 Identify Key Stakeholders for Content Validation and Authorization could be one or several people 2 Data is vintaged, prioritized and groomed for loading into enterprise geo- database 3 EGDB Data load process completed by administrators and/or DBA A repetitive, iterative process through time
How to Approach? Create the pull where the opportunities are identified, begin with the business case to business area upper management it is a positive ROI Seek outside advice if you cannot get inside advice about how to illustrate ROI and apply to data management the economics are usually unbelievable and have to be dumbed-down literally! Infiltrate the business and encourage the data consumers that they must practice good data hygiene or else it is GI/GO (you can always use scary stories to encourage them ) Create data management envy at every opportunity
Plans and Frameworks and Models Oh My! One size does not fit all enlist the business in the organizational framework discussion Generic geographical frameworks business driven specific models that fit within them * *For geospatial data, organize business area geographically as the organization is typically ever changing Develop and communicate geospatial data management business rules or else people make up their own which they typically do not share with others! Plan with the business area involved,, the orderly transition and maturity process they own it GIS consults and guides
Business Area Original Recipient Business Area GIS Data Admin GIS & Technical Data Management Security Tidbits: New Data Coming Into Business Area Raw Requires QC & Rationalization Hand-off Point Check-list = Defined by Business Area Cleaned-up QC d d Data Rationalized Organized to Fit Business Area Usage Requirements Hand-off Point Check-list = Formal Approval Process Data Loaded into Enterprise Geodatabase Model Corporately Maintained RDBMS + Data Access with Symbology and Scaling Provided Data Cooling and Rationalization The gate-keeper philosophy R/O to many, R/W to few (one or two) Gate-keeper Role To safeguard data in order to preserve it and disarm potential for tampering Read-write security only in the first phases of data handling, enable end users to sort out good data to promote for corporate use All other managed data should be restricted to a handful of read-write authors. Period.
Steady Persistence Understand Reality and Adjust Expectations A data management plan cannot be implemented or enforced without top-level buy-in Realize that the process could take a good bit of time even with management buy-off, the business area has to be prepared and willing Enable a business-flexible framework (this is not an oxymoron) Stress the importance of consistency and rigor and developing good habits
Steady Persistence More Helpful Hints You May Already Know Consult with the customers frequently monthly status check-ups for active projects that involve spatial data management are recommended Continually educate the business in the adopted standards and best practices reinforce often in interactions whenever opportunities occur! Teach, not do or there will be a sinking into the quicksand of forevermore servitude!* *Never worry you will always have something to teach!
Culture, Perceptions, History, Philosophy, Legacy The cycle: : stress, distress, and growth! Humans and change eventually the change becomes the routine Prioritize and sub-set set into edible bytes One willing business area at a time not all at once (also, this encourages envy)
An iterative, ongoing, holistic process over time Every working day We see the patterns emerging from user-support support topics The needs boil down to a life-cycle involving search, discover, select, organize, crunch (manipulate, calculate, derive), analyze, interpret, decide, present then preserve the result! This is the driving requirement for managing the data properly the data properly - dynamically & continuously
Over the years we have learned that if we enable freedom in the world of spatial data management We ultimately end up with a chaos (also known as rubbish, garbage or junk!)
In conclusion We envision a very orderly world when we plan to manage our spatial data Realizing the vision is not an overnight result
As one of our GIS Staff Puts it: This job takes a lot of patience! You bet it does!
