2 EEA s role in the IPR implementation EEA has actively participated and contributed to the various stages of the IPR drafting process. EEA s role has now evolved into establishing e-reporting by developing and operating a new, more efficient reporting mechanism, tailored to the needs of the countries and fulfilling the requirements of the IPR Decision. Key Resources: IPR pilot countries (thirteen in March 2012) EIONET (The European Environment Information and Observation Network) ETC/ACM (The European Topic Centre on Air Pollution and Climate Change Mitigation) EEA

3 EEA Activities in relation to e-reporting on Air Quality EEA has already started to set up its systems to support e-reporting, tailored to the IPR data models and schemata. Interoperability between the various data types and data flows as well as other environmental data handled by the EEA is a key objective. EEA assists the Commission with the establishment of the Air Quality Portal, the gateway to information regarding IPR implementation, developed gradually in 2012 and It is already available at: Through the portal EEA organises access to a shared EEA development and testing environment and provides links to the data models and schemata for e-reporting. In the coming year the portal will provide information and links to the toolbox of routines used for system management, verification, quality assurance, aggregation of information generated from primary data and data dissemination. In the following years, routines will be developed for linking to outputs from the operational GMES Atmospheric Service and other data services.

4 EEA Activities in relation to e-reporting on Air Quality An EEA technical report prepared by ETC/ACM will be submi6ed to EIONET review during April It will support EIONET countries in understanding of the technical requirements as well as the roles, responsibiliges and management procedures required for effecgve pargcipagon in the e- ReporGng mechanism. As part of the country oriented support acgviges EEA is developing an e- Repor1ng FAQ and the Helpdesk for IPR pilot countries, linked to the Air Quality Portal. The FAQ will be operagonal by December 2012.

5 AQ e-reporting 2012 Data management at EEA (including preparation to meet user requirements) Infrastructure for data exchange and reporting (portal, repository, data bases, latest version of data models, schemata, codes, helpdesk, FAQ) Routines for system management, data verification, QA/QC, data aggregation, dissemination The above points have to be tested for different typologies foreseen under IPR Annual Gme series of primary data : xml files Zones: GIS Up- to- date data: xml files Air Quality Plans: RDF Modelled data: Grid More Integrated automagon New logic New INSPIRE data specifications to be tested and feedback provided to INSPIRE process

6 Road map for establishing air quality e-reporting 2012: Build-up of the core system at the EEA Put in place the EEA IT architecture and infrastructure, tailored to the initial IPR data model and schemata, for the five data typologies. Interoperability will be strived between the various data types and data flows as well as other environmental data handled by the EEA. * air quality portal, * data repository, * data bases, * shared EEA development and testing environment, * updated schemata, * documentation of the system 2012: Adding functionality to the core system Develop and test routines for system management, data verification, QA/QC, data aggregation, dissemination. * tested routines, * reporting templates, * user guide to schemata, * helpdesk, * interaction and feedback tracking system 2013: Use of improved routines and adding further functionality to the system Further update, develop and test routines for QA/QC, data aggregation, dissemination, system management. Provide EEA s air pollution data centre with services (e.g. download and visualisation) based on e-reporting, directed towards users; intercomparison exercises, support to e-reporting countries.
