4 Introduction Local Update of Census Addresses (LUCA) This guide contains information about LUCA data offered by Pitney Bowes, which is based on the US Address Fabric. LUCA stands for Local Update of Census Addresses; it provides a voluntary opportunity for designated representatives of tribal, state, and local governments to review and comment on the addresses used to conduct the decennial census. The LUCA Program improvement project identifies changes that help increase participation and coverage, while decreasing the costs for the 2020 Census LUCA Program. It also identifies ways to improve the quality of address updates for the 2020 Census LUCA Program. The data is developed for states and counties to help them better identify what properties to survey for the 2020 US Census. It is generated only upon special request of state or county. The LUCA dataset is developed from US Address Fabric data where we have added the following fields to the existing dataset: Residential - indicates that the address is a residential address GroupQuarters - indicates that the address is a group quarters address BlockGroup - Block Group identifier Installation LUCA data is supplied as pipe delimited text files (.TXT). To install the files: 1. Download the compressed zip to a directory on your computer. 2. Extract the compressed data file to its final location. Note: The compressed file contains a documentation link file. The documentation link file will extract to the same location as the data file. 3. Once unzipped, the data can be loaded into a database or any Spatial software such as MapInfo Professional or Spectrum Technology Platform of Pitney Bowes for futher use.
