2 Preface The state of Gujarat experiences droughts, flash floods, cyclones and earthquakes frequently. Some of the most devastating disasters which have stuck the State in previous decades include the Kandla cyclone of 1998, and the killer quake of January, These disasters have amply proved the need for a comprehensive approach to disaster management marking a change in focus from relief and rehabilitation to disaster preparedness and mitigation. The Disaster Risk Management Program (DRM) being implemented by Gujarat State Disaster Management Authority [GSDMA] with support from United Nations Development Programme [UNDP] aims to strengthen the response, preparedness and mitigation measures of the community, local self-governments, the District administration and the State in Gujarat. In order to achieve this objective disaster preparedness and response plans are being formulated at all levels, the capacity of response groups and disaster management committees are being developed at all levels through orientation, training and awareness raising campaigns. Community participation in all the above mentioned activities is being made an essential prerequisite. It has been observed that a comprehensive database of disaster management related inventory is very essential for an organised response in case of a disaster. More often than not, lack of proper and adequate information has hampered swift and measured response resulting in delay which could be critical in such eventualities. Therefore, need to prepare a database of such resources, from village to state level was strongly felt, and present effort is a step in that direction. The Disaster Management plans require an ongoing flow of substantial information. Therefore, data generated for the plans have been thought to be captured on a uniform format for easy compilation, collation, analysis and accessibility with the assistance of the state-wide IT network of the government known as Gujarat State Wide Area Network (GSWAN). GSWAN is a state-of-the-art wide area network catering to government officials at State, District and Taluka levels. The State Disaster Resource Network (SDRN), a system that is being enabled by GSWAN includes some of the following information: hazards faced, data on vulnerable elements, information on past disasters, inventory of resources available, task forces and disaster management committees at various administrative levels with their emergency contact numbers. The system will allow for the creation of and updating of the Village, Taluka, District and State Disaster Management Plans once the data has been collected at the village level, entered into the SDRN system at the taluka / district level and aggregated with secondary data pertaining to the specific taluka or district. This centralised system presents many advantages such as the easy availability of plans at all levels, minimum duplication and time saving and finally the visual data reports generation that assists in gap analysis and resource mobilisation. The purpose of this manual is to serve as a guide to all Taluka and District level functionaries and nodal officers at state level in entering data into the SDRM system, modifying the data, viewing reports and maps and generating queries. It is a live system to be updated and can serve as a useful tool for development planning and disaster preparedness and response.
3 What is SDRN? It is a State level Disaster Resource Network. It hence captures, stores and then processes & produces query able reports on a) Hazards faced, b) Vulnerable elements at risk, c) Disaster History, d) Resources available and e) Emergency contacts.
4 1. Who all can access the system? The government officials at different levels can access the system. Could also access query based reports on Districts and Talukas. Taluka Level: The government officials at Taluka level will have there username same as there taluka name. Eg: Maliya Taluka will have Maliya username. Access level: Could Add, Modify and View TDMP and VDMP. Could also access query based reports on Talukas. Note: The password will be send through , fax or phone. The District and Taluka level users can view only the reports of all others Districts and Talukas but cannot add / modify the data.
5 2. Where can I access it? It is accessible to all Taluka and District administration officers through computer network. It is uploaded (hosted) on Gujarat State Wide Area Network [GSWAN] a network that connects all computers at Govt. offices through fiber optic cable. 6 4. What Next? " I have filled All VDMP's and am ready for TDMP "! Open either Gujarati or English version of SDRN. To enter the Taluka information for the first time login with Taluka Level user. After validating the username and password you will have to click on Taluka Disaster Management Plan [ TDMP ] link as shown in the figure below. Click here to enter into TDMP Menu Then Select the District, Taluka, and Source. Source of information would be TDMC [TDMC= Taluka Disaster Management Committee]. The figure is shown below.
7 You will have same menu as you had in VDMP, select the District then respective Talukas will appear and then select the Taluka for which you want to do the data entry or modify the taluka detail. You can Add and Modify data only for that Taluka through which you have logged in, but you can view TDMP and other reports for all the talukas of Gujarat state. When you Click ADD TDMP for the first time the Page shown below will appear, in which you have to fill the disaster related profile for the selected Taluka. After entering disaster related information for taluka, you have to enter the details for respective sectors like weather, Resource inventory etc as shown in picture on next page.
8 Last Modified Date & Time Click any of the card/link for data entry Now you would see various cards/links like Weather, Temperature, Rainfall, River, Canal, Infrastructure, Resource Inventory & Contact Information, etc. to fill in the information click on the cards/links respectively. The sequence of information in computerized data entry format is the same as that of the data collection format circulated to you.
9 The following card contains data regarding weather, rainfall & rain gauge station of the Taluka. Click FINISH button to enter data in the database.
10 The above form contains detail of vulnerable areas around RIVER and CANALS. Below the form there are two buttons named NEXT AND FINISH. If you have multiple records to be filled then press NEXT to enter the data in to the database and return to the form to enter more data if available. Press FINISH button to enter data in to the database and return to the main form. The above form is meant to fill in information about the river water level. Here also like the previous form if more data is to be filled in then click NEXT to save data and return to the form to enter more data or click FINISH to save data and quit form.
11 If you click on others you have to enter data in below text box Similarly the above form shows the ANNEXURE 3 (Public Distribution Shops) data entry form. In this form the textbox below the village name list box is disabled by default. But if you select others, the textbox becomes enabled for you to enter the village or ward name not in the list box.
12 The previous form shows one of the data entry form for the contact details. There are in all 10 sequential contact details data entry forms. Access to all of them is from one single link which is pointed below. In case all the 10 contact details forms are not filled at one go, you will be directed to the page where you had left before.
13 The above form shows the resource inventory form where the inventory has to be selected from the list above. The item code should be selected from the ANNEXURES 2A (equipments), 2B (skilled manpower), 2C (Critical Supply) relevant data should be entered for the respective item codes. The fields marked with a (*) sign as a prefix are mandatory for proper data entry. This form is similar to the IDRN data entry form.
14 5. Can I cross check the information entered? FIG 1.0 FIG 2.0 Yes. After completion of the data entry, you can view the report from either of the two ways shown above. One is to go the main data entry form (FIG 1.0) and click VIEW TDMP or go the taluka level main menu (FIG 2.0) and click on the VIEW TDMP button. You will be taken to a page as shown below resembling the same format which you saw while entering the data. Click the relevant links/cards to get a report on the same. Please take a print of this and cross check with the data collection form. If you think there are some changes then you can modify it too.
15 Date & Time of data entered or modified Click on any of the links/cards to get the relevant report which is shown below.
16 The report related to the ports and fisheries, ANNEXURE 2E (Temporary relief shelter facilities) in the taluka is shown and likewise other reports can be retrieved in the same manner.
17 6. At a later stage can I change information entered? Yes. You have all the rights by the system to makes necessary changes at your convenience. It is rather recommended to make periodic changes so as to keep the information up to date. Please select Modify TDMP from the Taluka Level Menu for the same. Upon clicking the modify button you will be redirected to a screen similar to the one shown below. Topics are listed out as links. Click the appropriate link to modify the information.

19 Here the modify form of the villages near the seashore has been presented. If any data needs to be modified change the values and click the update button to modify the data. Above shown is the modify screen of LIASON OFFICER DETAILS. This is an example of a form where multiple entries are possible. As you can see that against multiple entries there is a link with the name Click Here to Modify. If there is an entry to be modified then click on the Click Here to Modify link which will take you to a form containing the details which has to be modified.
20 Modify the data which needs to be modified and click the UPDATE button to save the modified data. 7. What is TDMP Annexure on the Main Reports Page? There could be information collected from other sources on the Disaster Management related aspects. This information from other sources could be accessed by clicking on the TDMP Annexure option.

22 8. How do I view summary of all the VMDP'S? Click on the VIEW REPORTS on the Taluka Level Menu to go to a page as shown below. Then click the highlighted link with a flashing "new" icon as "Taluka Summary From VDMP" to get the TDMP summary report as shown in the next page.

After selection is completed press submit button or select Query Criteria You can select at the most 2 Selection Criteria to generate customized report 9. How to query multiple parameters? Follow these steps: 1) Click on the query based report link on your right hand side of the taluka menu. 2) You will get into multiple selections as shown in the figure. Select district/taluka/village. You have to select at least a district. 3) Select sectors listed in the list box. If you want to select more then one sector then press control and select multiple items via mouse click,
24 holding control key double click on the selected items to get the parameters in the second list box to generate report. 4) Select as many parameters as you want (not more then 10) by holding control key and selecting fields that you want to see in the report. The District, Taluka, Village names are included in the report by default. 5) If you have any selection criteria then you can mention after selecting the parameters. At most you can give two selection criteria to generate report. Press submit button to generate the report. The report generated is shown in the figure.
