4 TSUNAMI 2004 Southern, Western, Eastern and Northern coastal belt is prone to Tsunami The unprecedented havoc caused by Tsunami had devastated two thirds of the coastal belt of Sri Lanka. More than 35,000 lives were lost and 100,000 houses were completely damaged in thirteen districts along the coastal belt. Approximately 5,000 people were missing.

9 Prior to 2005, Sri Lanka had no legal framework for disaster management Disaster Management Act. No. 13 of 2005 was ratified on 13 May 2005, to provide a legal framework for disaster risk management in Sri Lanka National Council for Disaster Management (NCDM) Under the Chairmanship of H.E. the President Disaster Management Centre (DMC) As the focal institute for disaster management

19 Dam Safety Ministry of Agriculture Development & Agrarian Services has commenced Dam Safety and Water Resource Planning with WB funding. One of the main objectives is to reduce the water induced hazards to public Independent authority will be established to assess the safety of dams periodically
20 Hazard Mapping Participatory Hazard Mapping carried out with communities. Community blocks of houses are selected for hazard mapping. This ensures cohesive ownership of the activity. It also allows identification of informal leadership to ensure sustainability of the intervention. Disaster prone areas are identified. Routes, Safe areas, RVs are marked.

28 Integrating disaster Management in to development projects Ministry of Environment and Natural Resources has agreed in principal to intergraded the disaster management in development project with the inclusion of disaster impacts in the EIA process Hazard maps and data required to asses the disaster impacts should be made available to developers before regulations are formulated Officers should be trained to assess disaster risk and propose mitigation measures

Make disaster risk reduction [DRR] a priority Activities and results Enactment of the Sri Lanka Disaster Management (DM) Act Roadmap for Disaster Risk Management Towards a Safer Sri Lanka Formulation of Sri Lanka National Disaster Management Policy Formulation of National Disaster Management Plan and National Emergency Operation Plan Gaps and challenge identified For speedy and smooth functioning of the DRM mechanism amendments to the act is required Some of the major stakeholders do not have the legal mandates for carrying out the required functions There no legislation to for integration of DRR in all development projects There are more than one nodal ministry at national level to look after all phases of DM cycle Plan Cabinet approval obtain to amend the Act, restructure DMC and provided mandate to organization without mandate Amend the act to involve Local Govt. And Provincial Govt. in Disaster response

Improve risk information and early warning Activities and results Establish Disaster and Emergency Warning Network - (DEWN) Establishment of Nation-wide Emergency Communication System Erecting Multi-Hazard Warning Towers in Selected Coastal Areas Links with media and international level early warning providers established (PTWC, JMA) Establish early warning committees at village level and provide equipment to disseminate EW message Gaps and challenge identified The inherent attitude of communities in forgetting past happenings very quickly. Minimize issue of false warning by individuals and interested organisations Maintain the enthusiasm of village level EW committees Breakdown of communication system due to congestion Inadequate capacity of focal points to forecast early warning Plan Strengthen the capacity of Early Warning committees at village level Encourage use of traditional systems such as drums, bells in religious places to warn pubic
