3 1 Terms of shipment 1.1 Delivery services PRIORITY Priority service and fastest transport take PRIORITY letter mail items to the destinations quickly. PRIORITY letter mail items must be clearly labelled as such, for example using the Austrian Post sticker. ECONOMY Cost-efficient shipping option, excellent price performance ratio for less time-sensitive items. No special labelling required. 1.2 Delivery times (transport times) The average delivery time for PRIORITY items within Europe is 2-4 days, and to other destinations 3-7 days. For more information on delivery times, please enquire with the Austrian Post branches. 1.3 Prepayment You can prepay your international letter mail items by: Stamps Sender franking Austrian Post franking via franking machine Postage paid impression The requirement for postage paid letter mail items ( Bar freigemachte Sendungen ) is that at least 20 letter mail items corresponding to the same basic product with the same weight be posted at the same time. The letter mail items must be taken to a postal branch sorted by basic product with a corresponding dispatch note. The weight of the letter mail items shall be determined by the acceptance facility. If the weight measured differs from that listed by the sender in the dispatch note, the weight determined by Austrian Post shall be considered correct. Incorrect details provided by the sender regarding quantity, weight and tariff shall not hinder effective contract conclusion pursuant to the relevant General Terms and Conditions of Austrian Post, as amended, for the specific dispatch of letter mail items. Minimum size: 140 mm x 90 mm Maximum size: For letter mail items in envelope: Length + width + thickness = max. 900 mm Largest extension 500 mm For letter mail items in card form: 235 mm x 162 mm Minimum thickness: 160 g/m² grammage 1.5 Posting, place of posting and time of posting General provisions Austrian Post determines the weight of a letter mail item. If the sender determines the weight then the weight determined or indicated by the sender is considered correct unless the contrary has been proven The sender must package the items such that they are protected from loss and damage In cases where forms are required when using services of Austrian Post, then the forms shall be used in their currently valid version. Austrian Post shall decide whether third-party forms are operationally compliant. The forms must be filled in by the customer. The forms handed over to Austrian Post remain with Austrian Post Addressing and other information Each letter mail item must contain the precise and complete address of the recipient, using Latin letters and Arabic numerals Instructions by the sender to handle items in a particular way are binding only if this is done as described in this Index of Products and Price International Letter Mail By putting a comment on the address side of the letter mail item, the sender can exclude the letter mail item from being redirected; ask for the letter mail item to be retained at a post office for pick-up (poste restante) these instructions may subject to a charge, depending on the country of destination. 4 1.6 Basic products The low-cost charges for Standard and Standard Plus letter mail items require that the address is machine-processable. The criteria for machineprocessable items are detailed in the appendix and in the brochure Proper addressing. If a Standard or Standard Plus letter mail item does not meet the conditions of machine-processability cf. appendix then the price of the next higher basic product class shall apply. Excepted from this rule are Maxi letters, Maxi Plus letters and Large letters. In addition, hand-written letter mail items which otherwise meet the criteria of the appendix, for up to 300 items posted at the same time. From 1 January 2011, post office services that are not part of the universal service or whose terms are negotiated individually, and with destinations in the European Union are subject to value added tax. The shipment of items to destinations outside the EU continues to be VAT-exempt. If the services are for companies that are headquartered outside of Austria, the service is not taxable in Austria. The tax liability may be transferred to the beneficiary. For more information, please refer to the individual products. The general dimension and weight limits for international letter mail items (see section 1.4) apply. If these limits are exceeded or not met, a written agreement with Austrian Post is required. Format P50 meets all size criteria of the basic products Standard and Standard Plus (see section 1.6). For this reason, for International Letter Mail Plus items of the format P50 machine-processability and machine-readability of addresses is taken as a given. Minimum turnover per dispatch: EUR 15.- excluding VAT (incl. any additional services). Supplemental fee to the minimum turnover and the minimum dispatch volume are possible. For each letter mail item that is missing from the minimum dispatch amount a surcharge of EUR 0.45 excluding VAT will be charged. For dispatches, the dispatch note of Austrian Post must be used (available from Austrian Post branches, from customer service or as a download at The sender must ensure that letter mail items are properly sorted. The letter mail items must be posted separated by format (P50 / P100 /G / E), delivery service (Priority / Economy) and zones (European Union, Rest of Europe and World). 4.3 Additional services All destinations: registered mail, advice of receipt. Limited destinations: deliver to addressee in person, cash on delivery. Information about acceptability is available from postal branches and online at Tariff zones See section International Delivery of Newspapers* Newspapers and magazines which are permitted for dispatch as daily, weekly or monthly magazines in Austria according to the GTC delivery of newspaper of Austrian Post, can be sent abroad for the International Letter Mail Plus tariff if the sender is the publisher or the issuer and if the necessary preconditions have been performed. Supplements can be included in accordance with the domestic provisions; in the case of posting items abroad they are simply registered by weight. 6 International Express Letter Mail International Express Letter Mail is only offered in combination with the Priority delivery service. Interna-tional Express letter mail items must be labelled with the stickers provided by Austrian Post (International Express Letter Mail Exprès and Eilbrief bar code example see section 13). These letter mail items are given priority handling and are delivered as fast as possible in the country of destination. This service is not offered in all countries; for some countries there is the additional possibility of electronic item tracking (track and trace). The Austrian Post branches provide information about availability for each destination. A combination with other additional services is not possible. 7 International Express Letter Mail can only be posted at Austrian Post branches. They cannot be franked using stamps or sender franking machines (AFM). They cannot be franked using stamps or sender franking machines (AFM). Newspapers, magazines, books, brochures, sheet music, maps that are sent by the same sender to the same recipient with the same address can be sent in M-Bags. Books and brochures must be in an envelope and tied together on one side. The mail items must not be for commercial purposes; the same applies to enclosed price lists, brochures and other commercial mail items. Adverts and promotions are only admissible on the envelope or cover sheets. The following inserts are admissible: an invoice; a delivery note; copies of order slips for books; a loosely enclosed dedication. More information is available from Austrian Post branches or your customer advisor. For the mail items contained in M-Bags the indicated dimension and weight limits apply (section 1.4 and section 1.7). The M-Bags must be posted unsealed and with a robust address tag containing the following information: recipient address; postage; the total weight of the M-Bag (max. 30 kg). 8 International Business Reply Service 8.1 General Reply items are letter mail items with a declaration by the recipient as the initiator of the reply item, according to which he is obligated to pay any charges for the return item. The initiator must sign a deferred payment agreement with Austrian Post or the items must have a Post office box address as recipient. Reply items cannot be refused by the initiator. The value added tax assessment depends on the service provided to the recipient of the reply item. 8.2 Terms of shipment Maximum weight: 50 g Maximum and minimum dimensions: see sections 1.4 and 1.6 Any higher weight limits to other countries are available from the country overview of the International Letter Mail manual. The recipient of the reply item, when the item is delivered, pays the postage for International Letter Mail Priority in accordance with section 1.6 Basic products and 3.1 postage fees (incl. 8 10 International Delivery of Literature for the Blind * Shipments for the blind are written texts in braille as well as sound recordings for the blind or paper for writing in braille as well as any equipment designed to overcome the difficulties associated with blindness whose sender or recipient is an officially recognised facility for the blind or a blind person. The letter mail items must be posted unsealed. Weight limit: 7,000 g To be labelled as: shipment for the blind Envois pour les aveugles in the franking zone (see section 1.3). If additional services are not required, add the instruction Nicht stempeln (Do not stamp) below. The item is delivered in return for a proof of delivery. Maximum compensation in the case of damage or loss is EUR Securities and objects of value may only be sent as insured letters, not as registered letters. Registered mail sent abroad must be labelled with the appropriate Austrian Post sticker (see example in section 13). The additional service registered mail is only possible in combination with the Priority delivery service. In case of posting via the postal dispatch box, a receipt will automatically be printed based on the mailing number scanned by the sender. 8

9 11.3 Advice of receipt (Universal service in combination with a universal service product) Upon delivery of the letter mail item, the advice of receipt shall be signed by the accepting person and returned to the sender as confirmation. The advice of receipt (see example section 13) must be filled in and enclosed with the letter mail item, and the address side must contain the mark A.R Deliver to addressee in person The letter mail item shall only be delivered to the person named in the address or to a specifically authorized agent. To some destinations only permitted in combination with advice of receipt. The letter mail items shall be marked with the words Deliver to addressee in person on the address side Insured letter * Registered Priority letter mail items can be sent as insured letter mail to destinations that offer this service (more information is available from the Austrian Post customer service on , max. 10 cent/minute from Austria). Letter mail items containing objects worth more than EUR 50.- must be posted as insured letters. Indicating a value that exceeds the value of the content is not permitted. In the case of damage or loss the compensation corresponds to the declared value. The additional service can only be used in combination with International Letter Mail Priority and the additional service registered mail. Insured letters carry the label for International Registered Mail. No further designation indicating the valuable content or any sealing is permitted. Posting Insured letters by dropping them in a letter box is not permitted Cash on delivery * The letter mail item is handed over only upon the collection of the stated cash on delivery amount. For permissible destinations and maximum amounts, please enquire with the Austrian Post branches. Cash on delivery items incur a charge. In the destination country additional charges may have to be paid for the international transfer of the cash on delivery amount. The letter mail item must include a filled-in form Auslands-Nachnahmepostanweisung ( foreign cash on delivery instruction ; template see section 13). The item is labelled using an Austrian Post sticker (for example see section 13). The recipient must be specified unambiguously in the address. Only single natural or legal persons can be recipients. The use of initials, codes, only first names, pseudonyms or secret signs is not permitted. Fictitious addresses are not allowed. The amount to be collected including currency in Arabic numerals must be written on the item itself as well as on the form foreign cash on delivery instructions in such a way that subsequent changes (e.g. deletions) can be recognised. Crossing out or changing the amount to be collected is not permitted. Fractions of the unit of currency must be written using two (or three) numerals including zeros corresponding to tenth, hundredth (and thousandth). The currency abbreviation must be placed in front of the amount always in accordance with the international ISO 4217 standard. The full amount must be repeated in words, followed by the currency either written out or in accordance with the ISO 4217 standard. Fractions do not have to be repeated. The foreign cash on delivery instructions must be issued in the currency of the country paying out the cash. The postal operators of the country of destination of the COD item themselves determine the currency conversion rate. In the case of currencies of countries within the European Monetary Union, the currency conversion rate is the official exchange rate (as determined by the European Central Bank). In the case of the transfer of the cash on delivery amount to a bank account BIC and IBAN must also be included. The sender or a beneficiary named by him will receive the money collected in the destination country either in cash or to a specified bank account in a bank based on the SEPA region in accordance with the provisions of BAWAG P.S.K. Bank für Arbeit und Wirtschaft und Österreichische Postsparkasse AG. Crediting the account is considered proper payment. Crediting an account or payment in cash incurs a charge in accordance with point section If the attempt to deliver the cash on delivery amount to be paid in cash is unsuccessful, the sender or a beneficiary will be notified that the amount is available for pick up for at least 14 calendar days at the declared office. Poste restante cash on delivery amounts will be ready for pick up until 14 days following their arrival at the post office. Undeliverable cash on delivery amounts The cash on delivery amounts are undeliverable if payment/bank transfer to the sender or beneficiary, an authorised person or different recipient is not possible or because the sender or beneficiary cannot be identified as a result of a wrong or incomplete address/bank details and if no payment can be made to a point of delivery detailed in a forwarding order. Cash on delivery amounts are considered 9

10 undeliverable if the sender or beneficiary refuses to accept the amount or refuses to confirm its acceptance, if authorisation to accept the amount cannot be proven or if the amount is not picked up within the specified period. The sender or beneficiary is entitled, within a period of 3 years (starting from the working day following payment) to demand payment of the undeliverable amount from the post office. Mail items from abroad Mail items from abroad are handed over in accordance with the provisions as amended of the postal operator in the country they were posted in. The cash on delivery amount is paid to the sender or the beneficiary in accordance with the country making the payment. Austrian Post has the right to pass on the fees charged by subcontractors as part of the provision of the cash on delivery service to the recipient of a foreign cash on delivery letter mail item. The surface must be smooth or flat. No protruding objects must be placed inside the items or attached to the outside. The packaging must be a paper envelope or paper mailing pouch (except for mail items in card form as per Section 10.4 and folded mailers/selfmailers as per Section 10.6). The mail item must be closed on all sides except for one longitudinal side. Standard and Standard Plus letters must be sufficiently bendable Illustration of sender s details, franking, reading and coding zones Space for sender s details The sender s details shall be written in the upper left up to 40 mm from the top edge. If otherwise not possible due to space constraints, the sender s details can, exceptionally, be listed on the reverse of the mail item. If the sender s details are written in a window or address labels, then they must be on one line, clearly set off and above the recipient s address. International reply coupons are exchanged in all member countries of the Universal Postal Union at the applicable conditions. When exchanging an International reply coupon, the customer, upon presentation of the letter mail item to be shipped, is given postal stamps that enable prepayment of a PRIORITY standard letter mail item to the respective country of destination. If the criteria of a standard letter mail item are exceeded due to size or weight of the presented letter mail item, the difference between the postage for a standard letter mail item and the extra fee due to size or weight for the letter mail item must be paid. 14 Appendix Preconditions for machine-handling 14.1 General A mail item must fulfil the following criteria: All areas used for processing, see Section 14.2 (address space, franking area and code area) may not be printed with a reflective or fluorescent colour ink. Envelopes made of plastic or transparent material, folding bags, foil packaging, envelopes with a black back and envelopes with windows covering the entire envelope shall not be permitted Franking space The franking space is used for affixing the franking mark. It shall be kept free of other notations Address field The recipient s address is printed in the address field. The background should be as light as possible or white and the lettering (print) should be in as dark a colour as possible. The light margin (= 5 mm around the address block) must not be printed or written on Code space For Standard and Standard Plus mail items, the code space is located on the bottom of the mail item or in upright format at the left margin of the mail item (height/width 15 mm). This space does not have to be kept free with any other mail format (see examples). The code space must not be printed or written on and must have a white or light colour (also no shading) Envelope and bag specifications Paper quality The mailer paper must have a grammage of at least 70 g/sqm. The closure flaps must be closed up to the outer edge; if posted in open condition, the flaps must be pushed in. 11

12 Window The minimum size is 35 x 90 mm Windows must be rectangular and run parallel to one of the borders of the mail item. Windows must be fully contained in the address field and the films must firmly attached to the envelope. No matte or coloured surfaces may be used. The entire address must be visible in the window. The contents of the envelope must not be able to shift such that some parts of the address may get obscured. The envelope must not bear any windows except for an address window. The address must be to the right of the dividing line in parallel with the mail item s long side. The distance between dividing line and right edge can be, as required, between 64 and 84 mm (grey lines in the graphic). The distance to the top edge is always 40 mm; this means that larger mail items have a longer line, and smaller ones, a shorter line. 5 mm must be kept free on the right and left as well as above the dividing line (red zone in the graphic). 15 mm must always be kept free at the bottom edge. Mail items with divided address side (card and envelope form, self-mailers, format A6 to C5) The bottom edge of the mail item either has to have a fold or it has to have an adhesive layer across the entire length (no glue dots). The adhesive layer must reach to the edge of the mail item. If the mail item has a closing flap, it must contain an adhesive layer all the way to the edge (especially the bottom edge) to ensure that the closing flap does not stick out Self-mailer with closed edges The mail item must be closed on all sides. No staples or clips may be used to close the mail items. As such, the most suitable fonts are clear and simple ones (sans serif) such as Arial, Helvetica, Universe or Future with a font size of 10 to 12 pt. Left edge open left edge open front side 14.9 Verification of machine-processability Austrian Post is happy to answer any questions on how to address mail items. Addressing techniques deviating from those in this Appendix and in particular machine-readability of addresses and machineprocessability of mail items can only be verified if the sender provides Austrian Post with samples on which to carry out a test run. The mail items to actually be posted must correspond to the approved test samples. Minimum paper quality requirements for the mail items mentioned above: Mail items smaller than A5: minimum 135 sqm A5 (210 x 148 mm) and larger: A5 with more than one fold: 150 sqm A5 (210 x 148 mm) and larger: A5 with just one fold: 200 sqm 14.7 Address The address must be printed on the side of the item without a closing flap, parallel to one of the item s edges. The address must be left-justified and placed in the space provided. Left-justified means that the start of all lines of text run in flush as a closed block. Empty lines and spaced text are not permitted Further recommendations for efficient dispatch of addressed mail items Addressed mail items are increasingly machineprocessed by Austrian Post. In the interest of a swift and secure transport process, Austrian Post recommends that all addressed mail items be machine readable and processable. Details on machine-processability of addressed mail items in all formats can be found in the informational brochure published by Austrian Post, Proper Addressing (Richtig Adressieren). This brochure can be found on the Internet at geschaeftlich. Only the following special characters may be used in the address block: period, comma, apostrophe, hyphen, ampersand (&) and slash. Lines, underlining and framing are not permitted within the address block. For computer compliant addressing, sufficient space must be available for the delivery point. Otherwise, long street names will be truncated; street, flight or door numbers may be missing Machine-readable font The address side must be printed and the font size must be at least 10 pt (corresponds to a capital letter height of around 2 mm). The line spacing, measured from the descenders of a line to the ascenders of the next line (leading) must measure at least 1 mm. 14
