2 Alternate Route Evaluation Process A Joint Task Force between the USPS and NALC had been created in conjunction with the ratification of the National Agreement between the parties signed September 11, Report findings and recommendations no later than 6 months from date of MOU (March 2008)

3 Alternative Route Adjustment Proposals - Office USPS Proposal Data analysis - period would be a 1 month period excluding June, July, August and December Data to be analyzed - with volume verification 3 to 6 day piece counts Cased Letters Cased Flats DPS mail FSS mail when implemented Office time including auxiliary time - regular carrier only or competent replace Office evaluation - the lesser of Estimated Standard using average volumes for the data (18/8/70 + FOT and 5 minutes or actual for lines 8-13 from a valid route inspection) Demonstrated Performance applied to Estimated Standard using average volumes for the data (18/8/70 + FOT and 5 minutes or actual for lines 8-13 from a valid route inspection) Actual average office time from the data NALC Proposal Data analysis - period would be a 12 month period including June, July, August and December (or less if the local parties agreed) Data to be analyzed - no volume verification Cased Letters Cased Flats DPS mail FSS mail when implemented Office time including auxiliary time - regular carrier only or competent replace Office evaluation - the lesser of Estimated Standard using average volumes for the data (18/8/70 + FOT and 5 minutes or actual line item time from a valid route inspection) Actual average office time from the data

The average volume period would be from the past 12 months. Data to be analyzed - Volume analysis of DOIS volumes Cased Letters Cased Flats DPS The unit will analyze the current volume (past month) to determine the current volume percentages for the unit. DOIS data will be used to calculate adjusted average volumes based on current mail mix. SPLY volume percentage for flats. Office evaluation - the lesser of Estimated Standard using the Adjusted average volumes at (18/8/70 + FOT and 5 minutes or actual for lines 8-13 from a valid route inspection) Actual average office time from the average volume.

9 Alternative Route Evaluation USPS Street Proposal Original Revised USPS Proposal Street evaluation - Average actual street time from the data 7 Week random street analysis (modified 1840B) PS Form 3999 Base street time If unusual conditions or changes have occurred fair application of time can be considered and applied USPS Revised Proposal Street evaluation - The unit would select a street time from the list below, Provided the street times analyzed are within +/- 5% of the base or the adjusted base as described below (when necessary) and that at least the base street productivity is achieved (SEI). If not, a new 3999 will be conducted to help identify reasons for the variance and establish the new evaluation. Base street time Average Street time from the data analysis period Current 3999 If there have been changes in possible deliveries, calculate the base deliveries per street hour and apply the change in number of possible deliveries to develop the amount of time to be applied to the previous base to establish an adjusted base.
