3 Michigan Treasury Online (MTO) Background Michigan Treasury Online (MTO) was implemented in January 2015 for taxpayers to file and pay sales, use and withholding taxes electronically Multiple software issues experienced by taxpayers attempting to use MTO Project initiated by Michigan Department of Treasury to optimize and improve MTO 3

4 Common Taxpayer Concerns Michigan Business One Stop High number of steps required to create a business profile in One Stop MTO had to be added as a task for access to the system User forced to wait 7-10 business days to receive MTO access code via U.S. mail Multiple user login credentials required to navigate through Michigan Business One Stop, Michigan Treasury Online, and payment system Pop-up blocker prevented access to the online payment system Delegation process for One Stop required multiple steps by the business owner instead of the delegated authority 4

11 Self Delegated User Roles 3 Self Delegated User Roles: Manage Business Account Full access to Registration information File and Pay authenticating to SUW or ESA tax types allows the user to file/pay/amend those respective tax types, view and print filed returns, and access to Treasury correspondence Fast File SUW Now Allows a user to file a tax return and pay the respective tax due without requiring the user to establish a business relationship Manage Business Account and File and Pay user roles require the user to establish a business relationship through a series of shared secret questions. 11

21 Adding Access Rights The user s current access rights are checked. From here the user can modify existing business access by adding and/or deleting roles. 21

22 Adding Access Rights The user will select any unchecked access rights that they need. After clicking Next a proposed change check will be displayed. 22

46 MTO Optimization Improvements Phase 2 Released September 22, 2016 Error Handling When system issues arise, MTO users will be presented with an error message explaining the problem and directing them how to proceed. 46

47 MTO Optimization Improvements Phase 2 Released September 22, 2016 View and Print Filed Returns page re-design limits to the number of returns listed per period have been removed a new confirmation number column is displayed giving the form bundle number for each return; the number is a hyperlink to access a PDF of the return. 47

49 MTO Optimization Improvements Phase 2 Released September 22, % and 6% Return images on MTO Monthly/Quarterly, Annual, and Amended 4% and 6% returns are now available on MTO when filing returns, printing drafts and viewing returns Enhanced transition from TR number to FEIN When a TR number is changed to an FEIN, the user will see the account number change reflected in their existing business card upon their next log-in Returns filed under the TR number are accessible under the new FEIN Change to discontinuance date acceptance criteria To reduce processing errors and the need for manual intervention, the discontinue date of a business in MTO can only be the last day of the month If a date other than the last date of a month is selected, the user is presented with an error which they must resolve before submission 49

50 MTO Optimization Improvements Phase 2 Released September 22, 2016 FUTURE ENHANCEMENTS Wage Statement (W-2, 1099, etc.) upload to MTO for employers reporting less than 250 employees Revision to the Vehicle Dealer Supplemental Schedule (Form 5086) allowing taxpayers to properly allocate intransit sales Ability to efile the Refund Request for Prepaid Sales Tax on Fuel (Form 3891) through MTO. 50
