3 1. Introduction This user guide covers the functionalities of Relief Employment Management System (REMS) for an applicant. It provides a step-by-step guide on online application for relief employment schemes (i.e. Relief Teaching Scheme, Scheme for Relief Educator and Relief Allied Educator Scheme), updating of application records and viewing of online payslip. ST Electronics (e-services) Pte Ltd, known as Administrator in this user guide, provides technical and helpdesk support for REMS portal. Applicants may contact the Administrator for assistance in system-related matter. 3
4 2. Getting Started 2.1 Accessing the Online Portal To access the online portal, please visit [Figure 1]. Figure 1: Login to Online Portal 4
5 2.2 Creation of User Account (For New Applicants) Click on Creation of User Account (for New Applicants) [Figure 2] to create a new user account if you do not have an existing user account. Click on this hyperlink to begin Figure 2: Creation of User Account (for New Applicants) Fill in all the required information and click the button [Figure 3]. 6 Upon the successful creation of your REMS user account, your login details to the REMS portal will be shown on the screen [Figure 4] and sent to your registered account [Figure 5]. 7 2.3 Login to the System via Online Portal To access the online portal, please visit You may login using the User ID (i.e. typically NRIC No./Passport No.) and the password (case-sensitive) provided to you. Upon login, you will be directed to the Applicant Online Account Homepage [Figure 6]. Figure 6: Applicant Online Account Homepage For security reasons, you are advised to change your password when you login for the first time [Figure 7]. Click here to access Figure 7: Changing of password Once your password has been changed successfully, the system will direct you to your online account homepage. 7

Submitting New Application 3.1 Important Notes on Online Application Compulsory Requirements Fields marked with * are compulsory fields which you are required to complete before your application can be submitted [Figure 8 and 9]. 9 3.1.2 Educational Qualification Requirement When updating your GCE O level qualification, it is mandatory to enter English as the first subject and Mathematics as the second subject. The other subjects should be entered in order of best grades (i.e. subject(s) with A1 should be listed first, followed by those with A2, B3, B4, C5 & C6). See example below [Figure 10]. 10 3.1.4 Sections of the Online Application Information in the online application is divided into Sections. You can click on these Sections to expand or collapse them. 11 3.2 Begin Applying for Registration Submit New Application There are 2 methods to access to online application form for submission of new application. Please refer to Figure 13. Method 1: Click here to access Method 2: Click here to access Figure 13: Two methods to access to online application form Instruction Webpage After clicking on New Application or Submit New Application, it will lead you to the Instruction Page. Please read the instruction carefully as shown on Figure 14. After which, click on the Main application form. button and you will be directed to the Figure 14: Instruction on completion of application form 11
12 3.3 Main Application Form If you are a candidate with teaching qualification applying for the Relief Teaching Scheme, please refer to Section : Trained Candidate. If you are a candidate without teaching qualification applying for the Scheme for Relief Educator or Relief Allied Educator Scheme, please refer to Section : Untrained Candidate. For more information regarding various employment schemes offered by MOE, please visit Trained Candidate If you have chosen Yes for the question Are you a former MOE Teacher (excluding appointment as Relief Teacher)?, please enter your last employment period with MOE [Figure 15]. If you have chosen Yes for the question Are you currently a serving MOE Teacher?, please enter your No Pay Leave period. Select the number of years of Trained Teaching Experience (excluding NPL). 13 Untrained Candidate If you choose No for the question Are you a trained teacher?, please answer the question Are you a full-time undergraduate attending a degree course on campus? [Figure 16]. Please choose your preferred working scheme. You may select either or both SRE and READ, depending on your preference. Click the button to proceed. Figure 16: Online Application for Untrained Candidate Filling in the Application Form The application form is presented in Tabs. Each Tab contains specific fields for you to fill in [Figure 17]. Click on each Tab to access the application form for that specific category of information and fill in accordingly. Figure 17: The 9 Tabs in the Application Form 13
14 3.4 Saving Draft Application Click on button to save your application as a draft copy at any point in time and complete it at a later time. Please note that you are only allowed to have a single draft application at any one time [Figure 18]. Click here to save your draft application Figure 18: Saving of Draft Application You can access your draft application by clicking on the View Application option at the Applicant Menu. 15 3.5 Submitting your Application Form Click on the button to submit your application form. You will be presented with your Application Summary webpage [Figure 20]. Figure 20: Application Summary Webpage 15
16 Review your online application carefully. Click on the button should you wish to make any amendments [Figure 21]. After you have reviewed your online application, you are required to acknowledge three clauses under the Acknowledgement Section by ticking the boxes next to the clauses. You will not be able to submit your application if you do not acknowledge the three statements as follows: I give my consent for the relevant Government authorities to obtain and verify information from or with any source, as you deem appropriate for the assessment of my application for registration/ employment. I declare that all information given by me in this application for registration/employment and any sheets attached hereto are true to the best of my knowledge and I have not wilfully suppressed any material fact. I accept that if any of the information given by me in this application is in any way false, incomplete, misleading or incorrect, my application may be rejected, my registration be removed, any offer of employment may be withdrawn or my employment with the Ministry may be terminated. I understand that my registration/ employment as a relief staff with the Ministry is subject to good performance, good conduct and any prevailing conditions and policies that the Ministry may determine from time to time. The Ministry may reject my application, remove my registration or terminate my employment or withdraw any offer of employment if I do not meet these conditions. 17 Once you are ready to submit your online application, click on the button [Figure 21] and the system will prompt you that No amendment, deletion or withdrawal of this application is possible after submission. Click on the Cancel button if you would like to make further amendments to your application before submission. 17
18 4. Processing of Online Application The application processing time is typically about 4 weeks. There may be a small number of cases which require a longer processing time. We appreciate your kind patience on this matter. You will be able to view the status of your application at your online account homepage [Figure 23]. Depending on the outcome of your online application, you will receive either an from MOE or an online notification as shown on Figure 23. 19 5. Updating of Application Records You will only be able to update your application records when your application status is either Provisional Approval or Registered. Only selected records can be amended and updated: Records listed under both Pref. Medium, Level & Subject and Addresses Tabs can be amended. It includes your preferred medium, level and subject for teaching or teaching and learning support, your availabilities for relief assignment and contact details. New records of higher qualification can be added. For example, if there is only GCE O level qualification in your application records, you will be able to add in the details of your GCE A level qualification when you attained it subsequently. For updating of other applications records, you will be required to send your request to the administrator with the relevant documentary (if applicable). For example, if you need to change the grade for a GCE O level subject which you have wrongly entered, you will need to contact the administrator for assistance. To retrieve your application for updating, click on the View Application at the Applicant Menu. Check the box to select your application and click on the button to amend [Figure 24]. 20 6. Payroll 6.1 Viewing of Online Payslip After your pay has been processed, you can view your payslip online. Click on the Pay Slip button at the left navigation bar [Figure 25]. Choose a period and click on button to view your Online Payslip. Figure 25: Online Payslip 6.2 Saving or Printing of Online Payslip Select the pay slip period and click on button, a Payslip Viewer will pop out. 22 8. Frequently Asked Questions (FAQ) Q1 : I have forgotten my login password. What should I do? A1: At the Login page, click on the Reset Password. Enter your NRIC/Fin/Passport No. in full at the reset password page. Click on Submit and an containing your new login password will be sent to your registered account. Q2 : I have not received any notifications for Creation of User Account. What happened and what should I do? A2: You may wish to check your junk mail in case the was filtered. If it is confirmed that you did not receive the , please contact your Administrator for assistance. 22
23 Q3 : As I was accessing the online portal, a blank page appeared. What happened and what should I do? A3: You might be experiencing an internet traffic congestion or intermittent loss of internet connection at your site. Just wait for a minute or two and try again by typing the URL of the online portal or by pressing the F5 key to refresh the webpage. Q4 : As I clicked Save as Draft to save my entries in the online application, a blank page appeared. What happened and what should I do? A4: You might be experiencing an internet traffic congestion or intermittent loss of internet connection at your site. Just wait for a minute or two and try again by typing the URL of the online portal or by pressing the F5 key to refresh the webpage. Q5 : Who is my Administrator and how to contact him/her?
