4 General Instructions for VAT/CST/LT/Composition applicants VAT Who should apply: Any dealer who buys or sells goods in the state of Chhattisgarh (CG) may apply for registration. If turnover of a dealer exceeds prescribed limit. Compulsory: For Importers- Imports not less than INR 1 Lakh and total turnover more than INR 2 lakh For manufacturers- Value of manufactured goods not less than INR 1 Lakh and Total Turnover is more than INR 2 lakh For other dealers Turnover more than INR 20 lakh in a year. Optional Any dealer Reference Section 16 of Chhattisgarh Value Added Tax Act, 2005 and Rule 10 to 19 of Chhattisgarh VAT rules. CST Who should apply: Dealers who purchase goods from outside Chhattisgarh (CG). 7 1 Registration of New Users (Creating login details) The registration of users for availing online facility for VAT and CST are available on online portal e-services. Through this step the users will create their user id 1.1 Reaching the e-services page I. Home Page Go to Home page of Commercial Tax Department (Chhattisgarh) at ( ) II. Dealer Corner Under Dealer Corner go to LOGIN/NEW REGISTERATION ( ) 7 P a g e

8 1.2 Create new user ID and password III. New User Registration Go to New User Registration. Select Apply for new TIN. Instruction a) For VAT, VAT and CST, Composition(10-B),VAT and Luxury Tax, select Apply for TIN b) For Luxury Tax select Luxury TAX TIN Act Type From the dropdown choose Choose VAT ONLY if your business deals in Chhattisgarh state only OR Choose VAT and CST if your business deals in and outside Chhattisgarh o Section 7(1) if your business involve import and export both for outside C.G. state OR o Section 7(2)- if your business involve import from outside C. G. state OR Choose Composition 10-B if you want to register yourself in composition scheme(turnover less than INR 60 lakh ) OR Choose Luxury Tax if you want to register for Luxury Tax. 8 P a g e

9 IV. Valid PAN Enter PAN which will be registered for generating the new TIN. Press Check to know the validity of PAN. A. If ACT type is Vat and CST or Vat only - The designation list appears when you select Vat & CST or Vat only. If you are applying for Company choose Director/Manager of Company If you are applying for Govt. Organization choose Manager-of Govt. Dept./Enterprise and others etc.(not Company) If you are an owner of your business firm, choose Proprietor If you are a partner applying for your partnership firm, choose Partner If you are a Karta of Hindu Undivided Family, choose Karta-HUF B. If ACT type is Composition(10-B) - The designation list appears as follows: C. If you are applying for Company choose Director/Manager of Company If you are an owner of your business firm, choose Proprietor If you are a partner applying for your partnership firm, choose Partner 9 P a g e

10 Circle Choose Circle by selecting 1. DISTRICT and then 2. Area where your office is located. E.g. if the registered office is located in Raipur A new window opens up displaying different areas. Select correct area for your office location e.g. Mahoba Bazar Select OK V. Validate Pan A valid PAN (which is not registered for any other sole proprietorship) can be registered. 11 VI. Filling Applicant s Minimal Entry Form. A new page opens up for filling the details of the applicant. Fill in the correct details in the Applicant s Minimal Entry Form. Instructions are given below to fill the form After filling details correctly please recheck the form and press Submit OR If you want to fill information again, press Reset. Instructions for filling above Applicant s Minimal Entry Form Same instructions to be followed for registration of Luxury Tax TIN. The fields marked with (*) are mandatory. Applicant s First Name: Enter first name of applicant. It is mandatory field and only accepts alphabetic Character (A-Z). Second Name: Enter second name of applicant. It is optional field and only accepts alphabetic Character (A-Z). Last Name Enter Last name of applicant it is optional field and only accepts alphabetic Character (A-Z). Mobile Number Enter Mobile number of applicant it is Optional field and only accepts Numeric (0-9). id Please give a valid id, your password will be mailed to this e.g. abc@xyz.com etc. Submitting the Minimal entry form 1. If you want to fill all the details again press Reset, an empty form will open. 2. Recheck all the details entered in the form, if there are no changes, press Submit. 3. After submitting Applicant s Minimal Entry form, dealer will receive from the department with details of User Id and Password 11 P a g e

12 4. Click on Generate button to get User ID and Password 5. 13 II. E-registration After login, select e-registration as pointed by red arrow. After selecting e-registration, a new window opens up, showing following status: 2.2 Steps to Register for VAT Application Status: Pending (with dealer) I. Open State Registration Application i. Click on pending status of State Registration Application NOTE A. If the dealer applied for VAT only while filing Applicant s Minimal Entry in step 1.2, the page will display only one pending application for State Registration Application required for VAT B. If dealer applied for VAT & CST both filing Applicant s Minimal Entry in step 1.2, the page will display two pending applications for State Registration Application (For VAT) and Central Registration Application (For CST). NOTE: Central Registration can only be applied after State Registration application is complete. 13 P a g e

Business Name Enter business name. It is mandatory field and only accepts alphanumeric (A-Z, 0-9 and dot(.) ) Mobile Enter valid Mobile number of the registered office Fax Enter fax number. Business Nature Select Business Nature from drop down. Address Enter address of Business location. Phone Enter Phone number. id Enter valid mail id. Business Type Select Business Type from drop down. Business start Date Enter Date of Business start Date. Date of first commodity Produce Enter Date of first commodity Produce. Total turnover Enter total turnover of the business (Digits in Rupees). First Intro Dealer Tin Enter first Intro Dealer TIN (must registered & 2 years old). Photo attested by(name of notary/gazette officer) Enter the name of notary/gazette officer from whom the photo has been attested. Tax Advisors Name Name of the Tax advisor Turnover Exceed Tax Liability Select Drop Down Yes/No Business Purchase Date Enter Date of Business Purchase Date. First sale Date Select Date of First sale Date. Total Investment Amount Enter total investment of the business. Tax advisor Address Enter the tax advisor address from whom you are advised. Date on which the turnover exceeded the limit prescribed under sub-section(1) of section 4 Enter exceeded turnover Date. After filling the Business Detail form, press Save at the bottom of the page and the click on VAT enclosures to move to next page 14 P a g e

15 If you applied for designation is Director/Manager of Company or Partnership firm or HUF in the Applicant s Minimal Entry Form, then in Business Details form there would be a new text box Pan of Business.This is mandatory field to fill the Business Pan of your firm. All the entries marked with (*) are mandatory. Rest of the information can be filled as given above. III. VAT Enclosures (Similar for CST & Composition) iii. VAT Enclosures: On this page select the list of documents you are going to submit along with your application. Mandatory enclosures. List of mandatory enclosures for VAT: PAN Card Article of Association Drugs License (For the Dealers of Drugs) Memorandum Affidavit Authority Letter Rent Receipt Stamps 2 Photograph Introducer letter Address Proof (Voter Id / License / Passport) Power of Attorney Shop Act Registration Partnership End Document (For Partnership Firm) Mandi License Sales invoices and Purchase of Goods Industry License (For Industry) Proposal of Board of Directors Pollution Control Board License (For Industry) Residence Proof E. C. Act License Registration of District Industries Centre Food Dept. License Certificate of Bank Accounts Explosive License (For Dealers of Petroleum Products) Certificate of Real Property Award of Contract (For Contractors) Id of two Registered Dealers Partnership deed (For Partnership Firm) Certificate of tax payer Letter from Chamber Of Commerce After selecting the enclosure the list gets populated as shown: 15 P a g e

16 Now click on next page : Upload scanned Enclosure IV. Upload scanned Enclosure iv. Upload Scanned Enclosure v. In this section, you can upload the list of enclosures added in previous step. The dropdown will only show the enclosures, selected in the previous step. After you upload the required document, you can view or delete it. Photo can be uploaded in.jpg/png/gif format (max size 50kb). Other documents can only be uploaded in pdf format. 16 P a g e

Age: Enter valid age.(years) Gender: Enter valid gender. Address: Enter address City: Enter City Pin: Enter Pin code number. Other Business Details Click on tab then click it will open Other Business details form in editable mode; fill and ADD. All the entries marked with (*) are mandatory. Filling (Optional) Property Details Click on tab then click it will open Property Details form in editable mode; fill and click on ADD. Read the instructions to fill the form. 22 XIII. VAT commodity details i. VAT commodity details Click on tab then click it will open VAT Commodity Detail form in editable mode; Fill and ADD. All the entries marked with (*) are mandatory. Instructions Commodity: Select name of Commodity Used as (sale-purchase/construction): Select item of Commodity. Transaction Type: Select transaction of Commodity. Registered Commodities: Enter Commodities to be registered. XIV. Filling Premise Details ii. Filling Premise Details: Click on tab then click it will open Premise Details form in editable mode; fill it and click ADD. Instructions: All the entries marked with (*) are mandatory. Premise Type: Select appropriate premise type from the drop down Business Location Owned or Rented: Select if premise is owned or rented Address: Give address of premise City: Enter city of premise. Pin code: Enter Pin code of Premise. State: Enter state of Premise. 22 P a g e

23 XV. All Details In this step you can verify all the information filled by you. i. All Details Click on tab to see all the information filled by you. All the entries marked with (*) are mandatory. XVI. Checklist for Finalize Click on tab to check whether you have filled all your information or not, if form is properly filled appears in front of it otherwise Not Filled appears. Fill all the mandatory form then click on to finalize the application. All the fields marked with star (*) are mandatory in all the form. 24 Application Status Accepted (Provisional Certificate & Form 10) In this stage the application is under consideration of Commercial Tax Officer (CTO). You can generate provisional Certificate and form 10, valid for 15 days from the date of acceptance. XVII. Generate your TIN and login with TIN After FINALIZE Process you will get your Application TIN. ii. TIN iii. Login using new TIN and the Password. Open e-services and Login using TIN and PASSWORD XVIII. Provisional Certificate & Form 10 Open e-services and Login using TIN and PASSWORD : iv. Open e-services and Login using TIN and PASSWORD : v. Filling Security Question: When you login first time in e-services then it will ask for Security Question. It will be helpful to reset the password in case you forgot. So do remember your answer. After this you will see a Dashboard of e-services. 24 P a g e

25 vi. At e-services Dashboard click on e-dealer vii. Application status e-registration screen will display the list of applications dealer has applied: Click ACCEPTED This shows your application has been accepted by the department, but yet not approved. The application will be approved/rejected in the later stages (status to be updated within 15 days of acceptance of the application) viii. Provisional Certificate and Form 10 After that you can get the Form -10 and Provisional certificate for the VAT Registration (for State Registration). The provisional certificate is valid for 15 days from the date of acceptance of the application Application Status: Approved (Permanent Registration Certificate & Feedback) After successful verification, the status of applications will be changed to approved. 25 P a g e

FEEDBACK Form and Permanent Certificate To get the Permanent Certificate you must Click on APPROVAL button. Before getting certificate you need to fill the Feedback Form Your feedback will directly go to commissioner; regarding any suggestion or complaints during whole registration process. XX. Permanent Registration Certificate xi. Permanent Registration Certificate Now you can get the Permanent Certificate of the application. Click on button. After that you can see the current STATUS of your application and if you are only VAT dealer then you can also apply for CST application on same TIN. 26 P a g e

27 Steps to Register for CST Application Status: Pending (with dealer) NOTE: CST Registration is granted to only those dealers a) Who are registered under VAT ACT or the dealers who have applied for VAT b) And the dealers who have registered for both VAT & CST in the step 2.2. I. Initiate CST application with valid state VAT registration TIN Existing Users: For users having VAT registration with CG state they can apply with the link available after approval of their VAT registration. For new users: Note for new users, Central registration can only be applied after they have received a valid state VAT TIN.) So please apply for VAT registration first as described in VAT Registration steps. If you are new applicant, then while filling the Applicant s Minimal Entry Form, select Act type: VAT & CST and then select CST section 7(1) or 7(2) o Select 7(1) if your business involves import and export both for outside C.G. state. o Select 7(2) if your business involves import from outside C. G. state. If you are only VAT dealer then you can also apply for CST application on same TIN. Select form will come and Fill all mandatory fields and click on SAVE button. Details of Applicant s Father First Name: It is mandatory field and only accepts alphanumeric (A- Z, 0-9 and dot ) Middle Name: Enter middle name. It is optional field Last Name: Enter last name. CST Enclosures and Upload enclosure: CST Registration is only granted to only those dealers who are registered under VAT ACT or the dealers who have applied for the VAT registration. Mandatory documents: 1) For section 7(1) application - then, Receipt of First Inter State Sale required to upload documents. 2) For section 7(2) application - No enclosure is mandatory in case of section 7(2) in CST. 3) Rest are as per suggested by their concerned circle in-charge IV. 29 2.2.4 Application Status Accepted (Provisional Certificate & Form 10) V. Finalize application After uploading additional documents you can FINALIZE your application and this will submit the application and application status will changed to accepted Application status Accepted Application Status: Approved (Permanent Registration Certificate & Feedback) Upon successful completion of the application, the CST registration gets approved and the status changes to approved. Application status After application status changes to approved, go to My current status, screen will appear as below. You can download the CST registration certificate by clicking in front of CST Registration Certificate 29 P a g e

30 Screen will show Approved 2.3 Steps to Register for Luxury Tax (22 Series) TIN I. LT registration for new user i. Go to home page of e-services ii. First time users will have to generate new User ID and Password, go to new user registration. 30 P a g e

32 IV. Applicant s Detail & User Name & Password Instructions. All the entries marked with (*) are mandatory. a) Instructions to fill the relevant fields are here (Section 3.2, III Filing Applicant s Minimal Entry Form, Instructions, Page 9) b) After filling the form information click Register Now c) Now click on Generate button d) Write down your User id and Password. User id will be your Temporary TIN. And Click on Click here to login e-service 32 P a g e

33 Luxury Tax Registration for VAT User (Existing User) - Login into e-services and select eregistration Luxury Tax. Note: VAT users who go for LT will get some prepopulated existing details and remaining step will be same as below. V. E-Registration Luxury services (new User) After Login in e-services from Available Services option select e-registration Luxury Tax. Luxury Tax Home Screen will display and then click on Apply button to proceed. The following screen will appear now with 6 TABS TAB1 : 33 P a g e In Business Details Tab provide your business details. And then click on Go To Next Step to proceed next step. Note: Before finalize you can Review and Edit your all details.

34 All the entries marked with (*) are mandatory TAB 2 In Partner Details Tab give partner details and click on Save button to save partner details. You can save multiple partners details. o Click on pencil picture to edit partner details in Edit column. o Click on Cross [ x ] sign to remove partner details in Delete column. And then click on Go To Next Step button. All the entries marked with (*) are mandatory TAB 3: In Premises Details Tab enter your hotel premise details and click on Save button. Here you can save Multiple premise details. And then click on Go To Next Step button. 34 P a g e

35 TAB 4: In Accommodation Details Tab provide details of accommodation and click on Save button to save accommodation details. Here you can save multiple accommodation details. All the entries marked with (*) are mandatory. And then click on Go To Next Step button. 37 VI. Permanent TIN If you click on Finalized button you will get your new user id i.e. Permanent TIN and password will remain same. If you go for Review Application you will reach to first Tab i.e. Business Details Tab there you will find your previous entries and you can change your details. Click on finalize button note down your new user id. Use your new user id for login in e-services. After Finalized you will see new option in available services i.e. e-dealer Luxury Tax. If your registration is approved you will see new option in available services i.e. e-dealer Luxury Tax. 38 2.4 Steps to Register for Composition New User Registration i. Follow the steps 3.1 and 3.2 given on page no. 7 to page no. 9 of the manual. ii. While filing the Applicant s Minimal Entry Form select Composition (Choose Composition if you want to register yourself in composition scheme (Read General Guidelines) Application status pending I.
