3 Overview Thank you for choosing the Remote Check Capture - Web Client, CoBank s automated check capture solution that allows you to process deposits from your home or office, using your computer and a special scanner. Remote Check Capture (RCC) uses a PC, a check scanner, and a high-speed Internet connection to scan and capture the front and back images of checks and MICR (magnetic ink character recognition) data. The check images and MICR data files are encrypted and then transmitted to CoBank via the Internet to be processed and credited into your CoBank Transaction Clearing Account. This guide is intended for users who have responsibility for operating the Remote Check Capture product. Service Levels/Deadlines Remote Check Capture files should be submitted by the client and received by CoBank no later than 8:00 p.m. MST for same-day credit of deposit. Files sent/received after this deadline will be processed for deposit on the next businessbanking day. Files sent/received on weekends, holidays, and non-business banking days, will be processed on the next business-banking day. Installing the Software A CoBank Remote Check Capture Installer will contact each new client to set up an appointment for installation and training. Please DO NOT attempt to load the software until directed to do so by your CoBank RCC Installer. BeB Remote Check Capture Page 3

4 What you can Deposit- Eligible Items Items eligible for electronic deposit processing are as follows: Most checks drawn on U.S. banks and in U.S. dollars U.S. treasury checks Traveler s checks and money orders All checks that are electronically captured and transmitted must have complete and readable MICR line information, including the bank routing number, account number and (if present) serial number. MICR lines are normally found on the bottom of a check (see sample MICR line): Unacceptable Items Items scanned more than once (duplicate items) U.S. Savings bonds and other non-check items Foreign checks Including Canadian checks and items drawn on banks outside the U.S. or in a foreign currency. CoBank offers the Global Check Clearing Service- please talk to your Cash Management Consultant for additional information. Paper drafts without MICR printing - All items electronically captured and transmitted must have complete, readable MICR line information, including the bank routing number, account number, and (if present) serial number. Remotely Created Checks - Created by the payee and authorized by the customer remotely, using a telephone or the internet by providing the required information including the MICR code from a valid check. Remotely Created Checks that do not bear the signatures of the customers are not eligible without the express written permission from CoBank, ACB. Checks drawn against a line of credit Third Party Checks - Checks that are not payable to you without the express written permission from CoBank, ACB. Checks failing Image Usability Validation - It is vital that the images you obtain when scanning checks are legible and that the information on the check image can be read clearly. Poor quality images may result in returned transactions and additional processing fees. If scanning results in a poor quality image for a check, you should re-scan the check or process the check as a paper item. Validation includes the presence and usability of the following fields on a check: BeB Remote Check Capture Page 4

5 Courtesy amount & Legal amount Signature Date of check Payee Customer name and address Paying bank Endorsements (All checks must be endorsed prior to processing if you elect not to use the virtual endorsement functionality). Substitute checks: You are not permitted to create and deposit substitute checks without the express written permission from CoBank, ACB. Substitute checks are identified in accordance with ANSI standards. Special Note: Unacceptable Domestic Items and Bank-by-Mail Checks failing the RCC Image Usability Validation can be sent to CoBank for processing if you are able to validate, upon a manual review of the items, that all the required fields are properly displayed on the check. To ensure that your Bank-by-Mail deposits are processed as accurately and quickly as possible, please always use deposit slips for your mailed check items. Please utilize the following steps: Make a copy of the item for your records. Fill out the deposit slip with your: Company name Date the deposit is being sent Include the Transaction Clearing Account number you would like the deposit made to List each item Total the deposit ticket Endorse your checks Mail checks to the following address: COBANK ACB C/O FIS GLOBAL / ATTN: NPC-LA 2705 MEDIA CENTER DR STE 1 LOS ANGELES CA Check Storage and Security Requirements As a general rule, you are encouraged to secure all hardware and software used in association with Remote Check Capture in a controlled environment and in a manner that facilitates detection of fraudulent activity, which may include: Reliance on locked room or office Use of Anti-Virus protection (PC & Network) Implementation of protections against data downloads BeB Remote Check Capture Page 5

6 Check Retention & Destruction Your company or a designated third party needs to retain the original checks for an agreed-upon period of time, and then destroy them in a secure, certified manner. Retaining the original checks initially is necessary in case a check image is unsatisfactory or the funds cannot be collected through substitute check or electronic means and the check must be submitted for paper collection. It is important to ensure that the original item is not re-scanned for Remote Check Capture or deposited as a paper item. You are responsible for storing checks in a manner that prevents the: Theft of individual or groups of items Theft of client sensitive information from the checks themselves, by any means Damage and/or destruction of items prior to established retention periods For checks processed as substitute checks or by image exchange, there are no established regulatory guidelines regarding how long to retain checks before destruction. We recommend that you destroy residual checks after a designated retention period to ensure that they are not reintroduced into the check clearing system. Many companies use a retention period of days. Review your workflows and procedures to determine a retention period that fits your line of business and consult your legal department to review the electronic deposit requirements in general and check retention and destruction in particular. Returned Items From time to time, you may receive a returned item for one of the checks you deposited via the Remote Check Capture service. Should you elect to have your returned items sent back to you (i.e., you opt out of the CoBank automatic redeposit option) and you want to redeposit the returned items, you will need to send the returned item to CoBank for re-presentment. You should not rescan or redeposit the original paper check or the image replacement document (IRD) of the Returned Item. For security reasons, any previously deposited check will be blocked and identified as a duplicate. Please contact your Cash Management Consultant for additional information about our automatic redeposit services. Deposit Transaction Limits CoBank, ACB may establish transaction limits for special circumstances. These can include, but are not limited to, situations involving suspected fraud, deterioration of credit or court orders. You may inquire about transaction limits during the implementation phase of the service. Deposit limits could be established for the amount of a single check, the deposit amount, and the daily deposit amount at the company level. You will receive an error that prevents you from releasing the transaction if a user attempts to create a deposit over the established limits. 7 Technical requirements for Remote Check Capture The computer on which you install the scanner for use with the RCC-Web Client service must meet the following minimum requirements. System requirements include client hardware and supported operating system and scanner compatibilities. Client PC installation requirements The PC installed scanner used with the RCC service must meet the following requirements. * For optimal performance, especially with scanner drivers faster than 30 dpm, additional RAM is recommended. Computers with dual-core processors can also improve performance. We currently support only Windows-compatible PCs. We do not support Macintosh, UNIX or Linux configurations. We offer technical support for only select Windows operating systems (excluding home editions). BeB Remote Check Capture Page 7

9 Supported Scanners Available for Purchase The CoBank RCC- Web Client service is compatible with several industry-leading check scanner models. Check scanners read MICR lines and capture front and back check images in a single pass. The following compatible scanners can be purchased through the bank's scanner vendor for use with RCC. 10 .Using Image Deposit Accessing the RCC-Web Client Service This section contains step-by-step instructions for logging into RCC-Web Client. There are two methods to connect- your method will depend on the setup completed by CoBank for your organization. Business ebanking- Single Sign on Step 2. Step 3. Log into Business ebanking. Hover over the Transfers and Payments. Click Remote Deposit Capture link. The RCC service launches and you will be ready to begin using the service. Direct Login- RCC CoBank allows some users to bypass the standard login process through our Business ebanking Service. Under the Direct Login method, users that are properly entitled for this option will receive special login credentials. Please refer to Appendix A for additional details regarding the Advanced Multi-Factor & Out-of-Band Authentication Setup. BeB Remote Check Capture Page 10

11 Type the following URL in your browser window: Note: If you are logging in for the first time, additional steps are required to register your PC with CoBank. Before completing these steps, ensure that your scanner is installed, connected, and turned on. For more information about creating, managing, and submitting deposits, see the Working with Deposits chapter. Multi-Factor and Out-of-Band Authentication Advanced Multi-factor authentication (MFA) and Out-of-Band Authentication (OOBA) are features designed to help prevent unauthorized access to RCC-Web Client. MFA requires users to set up a picture, personal phrase, and confirmation questions to be associated with their user ID and password. OOBA requires users to setup a phone number. If there is not already a phone number associated with your profile, you will be prompted to enter one, or more, phone numbers. You will need to supply at least one contact number. The RCC-Web Client system will initiate a phone call to your number on record and a one-time code will display. During the call, you will be asked to enter the one-time security code displayed on the phone keypad. Once completed successfully, the automated message will instruct you to click the Phone Call Completed button to complete the login process. See appendix for additional data. 12 Logging into RCC- Web Client for the first time After a scanner has been successfully installed on the workstation, you are ready to begin using the service. Complete your registration by completing the following steps; Step 2. Under Create Deposits, select the Primary CoBank Transaction Clearing Account from the dropdown menu Note: You may also type the account number. As you begin typing, the list of accounts filter to match, allowing you to select from a shorter list. If there are no deposit accounts listed, contact your CoBank Client Services Representative. Enter the expected total of the deposit in the Deposit Control Total field. Step 3. Step 4. Complete any additional fields. Click Proceed. Note: The remaining steps are only required the first time the application is used on a computer or workstation. Based on how your settings are configured, a page displays informing you that an updated scanner interface is available. You are also warned that you must have Windows local administrator rights to perform this installation. If there are no existing ActiveX control files on the workstation, the only option is to Install New. Step 5. Step 6. Click Install New The ActiveX Install Security Warning dialog box displays prompting you to install the CaptureControlUtility.cab file. Click Install The Client Registration Window displays. 13 Step 7. Step 8. Step 9. Complete the following fields of information: Machine Description: Pre-fills with the workstation name. Locations: Select the current location from the dropdown menu. Scanners: Select the appropriate scanner that matches the installed capture device from the dropdown menu. Click Register. Note: Client registration only occurs automatically the first time the application is used on the current workstation. Manual re-registration is supported, if required later. The ActiveX Install Security Warning dialog box displays and prompts you to install the <Device>.cab file for the selected scanner device. This file is supplied by the Financial Institution (FI) to allow communication with the previously installed hardware device drivers. Click Install. The Capture page displays and prompts you to begin capturing items. You have now successfully authenticated and registered the local workstation with CoBank and are ready to begin creating and submitting electronic deposits. Refer to the Creating a new deposit section for more information on creating, managing, and submitting deposits. BeB Remote Check Capture Page 13

14 Using RCC- Web Client Overview There are up to five primary tabs: Administration, Client Registration, Reports, Deposit History, and Deposits. Access to all of these tabs varies based upon the roles that are assigned to you. Note: Users with supervisor roles have access to the Administration tab; however, there is no associated functionality on the Administration tab please disregard. The top right corner of the web page displays the following: Name Help Logout User Name Merchant Name Function An online user guide for the application. Logs you out of the current session. Identifies the user name logged into the application. Identifies the merchant for whom you are currently logged. Image Deposit user roles The following table lists the functionality available for each user role. If the deposit approval functionality is enabled, additional roles are available and the behavior for existing roles changes slightly. 15 Client registration The Client Registration tab allows a scanner to be registered for capture to the local client PC. This page automatically displays during first time use, as described in the Using Image Deposit for the first time section. To register the Workstation location and scanner, perform the following: Step 2. Step 3. Step 4. Click the Registration tab. The Client Registration page displays. Select the location from the Locations dropdown menu. Select the scanner model from the Scanners dropdown menu. Click Register. Note: The Machine Description populates for the user and cannot be modified. BeB Remote Check Capture Page 15

16 Working with Deposits This section provides step-by-step instructions for creating a new deposit. Creating a new deposit involves selecting a deposit account, capturing items, correcting items (if applicable), balancing the deposit, and reviewing the deposit and captured items. Ensure that your scanner is installed, connected, and turned on. Note: If this is your first time using Image Deposit, you are prompted for additional steps before you can begin capturing items. Refer to the Using Image Deposit for the first time section for additional information. From the Deposits page, under the Create Deposit section: Step 2. Step 3. Step 4. Step 5. Step 6. Select your Primary Deposit Account from the dropdown menu. Note: Alternately, you can start typing the account number. As you begin typing, the list of accounts is filtered to match, allowing you to choose from a shorter list. If you don t see any valid accounts listed, contact CoBank for assistance. Calculate the Deposit Control Total. Enter the amount. This is the expected total for the deposit, and is always required. Click Proceed. The Capture Items page displays. Load items into the scanner. Click Start Scan. Note: The Capture Items progress window displays. Loaded items should automatically start scanning and be added to the deposit. BeB Remote Check Capture Page 16

17 Step 7. Click Stop Scan when the scanner has stopped scanning items. Note: You can continue to scan additional items by reloading the scanner, if needed. Step 8. Step 9. Step 10. Click Close to return to the Capture Items page. The Capture Items page displays the captured items just scanned. Review the items in the deposit. Click Proceed, if correct. Note: If the calculated total matches the deposit total and there are no failed items, a virtual deposit ticket is created and the Balance page displays. Note: If there are failed items, the Correct Items page displays those items with their corresponding failures and exceptions. Refer to the Correct Deposit section for more information. Click Proceed. The Review Capture Items page displays. BeB Remote Check Capture Page 17

19 Correct Deposits If any exceptions exist within the deposit, the Correct Items page displays. For items that can be corrected, enter the appropriate information and click Accept. Any item that is removed can be recaptured. If the recaptured item continues to fail and you cannot accept it, the item must be deposited through our Bank-By-Mail process. The table below describes common item exceptions: Analysis field type Duplicate item (Critical Error) Amount recognition failed Image quality exceptions (Critical Error) Reject item exception (Critical Error) Description If a duplicate item is captured, you are presented with both the current and original images for verification. For security reasons, any previously deposited check will be blocked and identified as a duplicate. Duplicate items should be removed. Please contact your Cash Management Consultant for additional information about our automatic redeposit services. Should you elect to have your returned items sent back to you (i.e., you do not choose the automatic redeposit option CoBank offers) and you want to redeposit the returned items, you will need to send the returned item to CoBank, ACB for representment. You should not rescan or redeposit the original paper check or the image replacement document (IRD). You must manually enter the amount of the item if Image Deposit does not successfully identify the amount during capture. This section lists all of the image quality and usability error(s) associated with each item. Checks failing Image Usability validation will be considered Unacceptable Items. However, if you manually review the item and are able to validate that the check does include all the required fields, please proceed to accept the change on the screen and complete the processing of the item. If on the contrary, you determine that the check is missing a critical field, please proceed to remove the check from processing and talk to the Maker of the item. Checks that are missing any of the critical fields should not be mailed to CoBank for processing. Validation includes the presence and usability of the following fields on a check: Courtesy amount & Legal amount Signature Date of check Payee Customer name and address Paying bank Provides an explanation of why an item is labeled as a reject. An item can be considered a reject based on the following: Item is foreign, for example, an item drawn in Canada or Mexico. (Canadian items must be removed from the deposit before proceeding.) Scanner is unable to successfully read the MICR. Item routing number is not a valid U.S. number. Note: Foreign Items can be deposited through the CoBank Global Check Clearing Service. 20 Correct Items Page To accept an exception item into the deposit: Step 2. Click Accept once all required fields are populated with data. Click Remove Item to remove a desired item. A confirmation message displays to verify the decision. Note: When the last exception in the Correct Items page is corrected, the Balance page displays. Balance Deposits To edit the amount of an item: Step 2. Step 3. Select the item in the grid. Edit the amount. Click Save to finalize any changes. Note: If Save is not selected, any changes made will be lost. Note: If the Checks total equals the Deposit Control total, the deposit is in balance, and is eligible for submission. 21 Modifying deposits Editing the deposit account or any deposit level fields must be completed before finishing the deposit (after which, no changes may be made). If desired, click Edit to enable editing of the deposit account(s) and any deposit level fields. Once these fields have been populated accurately, click save to save any changes. This results in a message informing you that the existing virtual deposit ticket will be deleted and a new virtual credit with updated information will be created and displayed. Step 2. Step 3. Verify all deposit information is correct. Click Finish Deposit or Submit Deposit. Options to view reports are immediately available following a successful transmission. Note: After the Finish Deposit is clicked, the deposit is transmitted to CoBank and no further changes are possible. If you are an operator and the approver has rejected the deposit, you must make the appropriate changes to the deposit and go through the approval process again. The Submit Deposit page displays once the deposit is submitted and closed. A message of Deposit submitted successfully displays, and you are provided options for directly running the listed reports for the submitted deposit. These include Deposit Detail report and the Deposit Image reports. Click Home to return to the initial Deposits page. BeB Remote Check Capture Page 21

22 Modifying open deposits You can add items to and modify individual items within an open deposit. To modify an open deposit, complete the following: Add items Under My Open Deposits: Step 2. Step 3. Step 4. Step 5. Click the link for the applicable deposit. The Capture Items page displays. Load items into the scanner. Click Start Scan. The Capture Items pop-up displays. Scan additional items to the selected open deposit. Continue by stopping the capture process as described in the Creating a new deposit section. Modify items Under My Open Deposits Click the link for the applicable deposit. The Capture Items page displays. Step 2. Step 3. Select the item needed. Modify the item as described in the Correct deposits section. Note: Items can only be modified within the Balance section of an open deposit. BeB Remote Check Capture Page 22

23 Marking Items The Mark Items feature allows you to use the endorser on supported scanners to print message text on the front of physical items. The purpose of marking is to alert deposit handlers that these items have already been electronically processed as a safeguard against duplicate capture. All items that have been marked using Mark Items should be either temporarily stored or destroyed based on the instructions of CoBank, ACB. To mark items: Step 2. Step 3. Step 4. Step 5. Step 6. Click the Deposits tab or the History tab. Click the active link of the desired deposit within My Recent Deposits or View Deposit History. Click Mark Items within the Deposits tab. Place all items in the scanner backwards so the front of each item can be endorsed with the rear ink jet. Click Start. Click Finish when all items have been endorsed. Virtual endorsement All items presented for deposit should be endorsed, either manually or virtually. CoBank customers are encouraged to leverage the electronic endorsement technology to improve the efficiency of their operations, without being exposed to returns due to endorsements issues. During the setup process, CoBank will configure the RCC-Web Client system to the client s specifications to enable to the Virtual Endorsement and ensure that each check is properly endorsed. CoBank will use the Legal Name tied to each Transaction Clearing Account (TCA) as the virtual endorsement Company Name- this should reflect the Payee Name on each of the checks. This setup allows companies with a Multi-Entity Single Sing on to also enjoy this functionality. It is important to avoid the use of any generic company names, like Operating Account or Payroll Account, during the setup process. If you need to process Third Party Checks, please reach out to your Cash Management Consultant for additional details. 24 History & Reports Deposit History The Deposit History tab allows you to view submitted deposit history and search deposited items. Deposit History Detail View Note: You are only able to view deposits made to accounts and locations that you are authorized to view. View the history detail for a deposit by clicking the active link found in the Capture Date column of the listed deposit. When this link is selected, the page changes to the Deposit History Detail View. From here, the list of all items within the deposit displays. The selected item's deposit information displays in the Deposit Information pane, and the selected item s images display as well. You can also generate and view the Selected Item Image report, Deposit Details report, or the Deposit Image reports directly from this page. This page also displays the results for item searches, which may show items from multiple deposits. You can click the Deposit Tracking # link in the Deposit Information pane for any selected item to reset the Item Search Results to the items for the specified deposit only. 25 Search Deposit History Items Users can search for a specific item or items across deposits using any combination of available criteria. To search for items Step 2. Enter the appropriate search terms. Click Search. Note: Searches may include item type of either Deposit Ticket (deposit amount) or Deposit Item (check). Searches can be conducted within any valid date range. Field Name Item Type Start/End Date Locations User Field Description Type of item or items to search. Options include: All Deposit Ticket Deposit Item (checks) The date range to be searched. These dates correspond to when the deposits were created successfully on the Aggregator. Dropdown menu to filter by location. Default is All. User name. Searches can contain a combination of search items using key operators such as equal to, less than, or more than (for example, Amount > $ and Serial <= 100 ). To narrow your search, click the dropdown menu and select an operator for each of the following fields. 27 Deposit Image report The Deposit Image report provides summary detail of a deposit and front/back images of each item in the deposit. The default layout is front and back images in a 2-column, 3-row (2 x 3) layout. In addition to this layout, there are also two other layout options: Deposit Image Report (Front Only): Displays front images only in the (2 x 3) layout. Deposit Image Report (1 x 3): Displays front images only in a 1-column, 3-row layout (providing larger images per page). To run this report: Step 2. Step 3. Step 4. Step 5. 28 Deposit Summary report The Deposit Summary report provides a summary of deposits for a specified account in the selected date range. To run this report: Step 2. Step 3. Step 4. Step 5. Select Deposit Summary Report. The Input Field Entry page displays. Select the Deposit Account. Select a Location. Note: Alternately, choose All Locations. Enter a Start Date. Enter an End Date. 29 All Deposits Detail report The All Deposits Summary report provides a detailed summary of all deposits captured on a given date or date range. To run this report: Step 2. Select All Deposits Detail Report. The Input Field Entry page displays. Select a Location Note: Alternately, you can choose All Locations. Step 3. Step 4. Step 5. Enter a Start Date. 30 Location Summary report The Location Summary report provides a detailed summary of all deposits and debits captured on a given date or date range by location. To run this report: Step 2. Step 3. 33 Appendix A Advanced Multi-Factor Authentication & Out-of-Band Authentication Setup Enroll in MFA Advanced Multi-factor authentication (MFA) and Out-of-Band Authentication (OOBA) are features designed to help prevent unauthorized access to RCC-Web Client. MFA requires users to set up a picture, personal phrase, and confirmation questions to be associated with their user ID and password. 34 Register Computer Registering a computer for MFA allows you to bypass the confirmation questions when you log in and is recommended if you commonly use the same computer to access RCC-Web Client. If you are logging in to RCC-Web Client and the computer is not registered, you must answer the confirmation questions before you can enter your password. When you answer the confirmation questions, you have the option to register the particular computer. Enroll in OOBA If there is not already a phone number associated with your profile. The Secure Authentication Contact screen provides the ability to enter one, or more, phone numbers. Your options are Home, Work, Mobile, and Other. You will need to supply at least one contact number. Once this number has been entered, click Save and Continue to complete the login process. Phone extensions are not currently supported. Step-Up Authentication In the event your PC is not recognized by the system, you will be prompted with the following workflow to complete login. The One-time Security Code screen will display. Here you will select a phone number which was previously associated with your user profile, and click Continue.
