3 Introduction ITIC is an online application developed by One Call Concepts for use by Missouri One Call, through which underground facility owners and contractors may file a Routine, Design, or Renewal locate request and view or search for an existing locate request. The following pages will explain the process you must follow to file a locate request with Missouri One Call (MOCS) using ITIC. This document will also discuss the various terms and features you will need to be familiar with before using ITIC. Requirements In order to file a locate request using this application, you must attend a training session with an ITIC specialist. A schedule of training sessions can be obtained by sending an to moitic@occinc.com or by calling The following is a list of system requirements an approved operating system, Internet access, a valid address, Java and a color monitor. Internet access High Speed or DSL connection ITIC has been tested on Internet Explorer version 5.0 or higher, Netscape version 6.0 or higher, and Mozilla version 1.0 or higher. address Any valid address, for registration and support purposes. Java - You will need to download and install the Java 2 Runtime Environment plug in. For more information, and to check to see if Java is already installed on your computer, see section 8 on page 32. 3

4 Section 1-2 Logging in to ITIC There are two ways to login to ITIC. 1. You can create an icon on your desktop that will direct you to the ITIC Login page. --Right click anywhere on your desktop --Go down to New, then over to Shortcut --A Create Shortcut Wizard will appear, in the location field enter --Click Next --Name the shortcut, MO-ITIC --Click Finished --You should now see the new Icon on your desktop. --If you double click on the icon it will take you to the login page. 2. Simply click on the following link or copy and paste the link in your address bar: Enter your login and password, leaving the telephone number field blank; check the box next to I agree to Terms and Conditions then click on "Login". Once you login you will see the One Call Concepts Main Menu. 4

5 Section 3 Submitting a Locate Request In this section you will learn how to submit Routine and Design locate requests using ITIC. Begin by clicking Submit a Locate Request at the ITIC menu screen to proceed to the first page of a new locate request form as shown in figure ITIC Locate Request Form Page 1 5

6 ITIC Field Definitions * All fields marked with an asterisk are required and must be populated. The ITIC system will not allow you to enter special characters such as * \ ~ or. TICKET INFORMATION Time of Call This field cannot be modified. It displays the time in which the locate request was started. CONTACT INFORMATION The fields in this section are required pursuant to RSMo Chapter , paragraph 2. These fields are used to identify the person making the request. This section should auto-populate. If the "Contact Information" fields do not autopopulate, or are incorrect, please call or a request to moitic@occinc.com and include the caller ID and login. Phone No, Ext., Caller ID, Last Called The Caller ID is used to automatically fill in the fields in the "Contact Information" section. The Last Called field cannot be modified. It displays the time and day the last locate through MO One Call was made. Caller The first and last name of the ITIC user entering the information. Company The company name of the ITIC user. Address, Street, City, State, Zip The mailing address of the ITIC user s company. Code This is a hard coded field. Professional excavators should have a caller code of "2" while member utilities should have a caller code of "1". If this code is incorrect, please advise the call center of your Caller ID and incorrect Caller Code by to moitic@occinc.com. Fax No The user s 10-digit fax number if available. Contact Name and Phone No. The name and number of the person able to answer any questions the utilities may have. Locate requests can often be expedited when the person supervising the work can be reached directly. We strongly encourage that an alternative 10-digit number such as a cellular phone, pager, etc. be provided so that it can be passed on to the utilities. 6

7 Address This field will auto-populate with the users login. Recording Device Answer Y for yes if there is means to receiving a recorded message at the contact number, enter N for no if there is no means to receive a recorded message. EXCAVATOR INFORMATION The fields in this section are required pursuant to RSMo Chapter , paragraph 2. These fields are used to identify the excavator performing the work. Excavator Name The name of the individual or company that is performing the work. If processing a Design ticket enter "NA". Excavator Phone Enter the 10-digit phone number where the excavator can be contacted. If processing a Design ticket enter zero's. Excavator Address, Street, Excavator City, State, Zip Enter the excavator s mailing address. If processing a Design ticket enter "NA". EXCAVATION INFORMATION The fields in this section are required pursuant to RSMo Chapter , paragraphs 1 and 2. These fields are used to identify specifics about the type of work and where the work is taking place. Tunneling, Boring, Explosives If any of the above applies to the type of excavating that will take place, enter Y for yes. Enter N for no, if it does not apply to how you will be doing your excavation. These are types of specific excavation if there are any discrepancies enter U for unknown. If processing a Design ticket you would answer N to all questions. Depth The depth of your excavation may be entered in footage and/or inches. Use FT and IN instead of using and. Ticket submitted without a unit of measurement will be returned. If processing a Design ticket enter "NA". Type of Work Field locators need to know the specific reason for excavation rather than the work method. For example, installation of sanitary sewer is much more helpful than excavation. Please use statements like installing streetlights, repairing water line or replacing electrical conduit. Do not use the word Emergency or Dig. If processing a Design Ticket use the word Design (Ex. Design for Site Development) Type of Equipment The type of equipment that will be used in the excavation should be filled in here (for example: backhoe, shovel, post-hole digger, etc.) If processing a Design ticket enter "NA". 7

8 Work Being Done For The identification of whom the work is being done for is another resource for obtaining additional information about the project. The customer s name or general contractor s name is sufficient. County, State Applies to the county and state in which the work will take place. Button Definitions Next Page The next series of questions will appear after clicking this prompt. This may only be used if all of the required fields have been populated Cancel This option will lead you back to the main menu. Display Help Under this option will be a list of various help topics. IMPORTANT! DO NOT CLICK THE BACK AND NEXT BUTTONS AT THE TOP OF YOUR BROWSER (i.e. AOL, INTERNET EXPLORER etc.). ALL OF YOUR INFORMATION ALREADY ENTERED WILL BE DELETED! USE THE BUTTONS AT THE BOTTOM OF THE LOCATE REQUEST FORM. 8

9 TICKET INFORMATION The ITIC system will not allow you to enter special characters such as * \ ~ or. Time of Call This field cannot be modified. It displays the time in which the locate request was started. LOCATION INFORMATION County, State The previous county and state will automatically carry over from the previous page. City/Place At this point choose the city or nearest city to where the work is taking place. You must choose the city from the drop down box provided. If the town you are working in is not listed, select the town nearest to where the work is taking place. City Limits Enter Y for yes if ALL excavation will take place within city limits. In the event that an excavation is not taking place within city limits, whether it is entirely or partially, N must be entered to represent no. The state law requires driving directions on all requests taking place outside city limits. Address A street number or a blank field may be used. If there is no physical address, the address is a PO Box number or a Rural Route this field must be left vacant. If the address is 101 Miller Ave, enter 101 in the address field. Only 10 addresses within the same 100 block may be put on one ticket. All addresses must have the same marking instructions. When processing a locate with multiple addresses enter the first address in the address field then reference the other addresses in the Location of work field. Street Enter the street in which the digging will take place on or along. In the event the street is not named, unknown, or if it is an alley way connecting two known roads UNKNOWN will need to be entered in this field. Do not use punctuation (i.e. enter this: N 2 nd St do not enter: N. 2 nd St. ) A separate ticket must be processed for each street the work will take place on. Intersecting Street In this field enter the name of the street that intersects with the dig street closest to where the work will take place. This should be the closest intersecting street and does not have to be a major intersection. If the nearest intersecting street does not have a name or is unknown, UNKNOWN must be entered in the field and directions to the site from a named intersection must be included in the "Location of Work". It cannot be left blank. Do not use punctuation (periods (.), asterisks(*), apostrophes( )). 9

10 The following are the ONLY accepted abbreviations for street name modifiers. If you do not know the abbreviation, spell it out. Avenue AVE Boulevard BLVD Business BUS Expressway EXPY Circle CIR Court CT Drive DR Traffic way TFWY Highway HWY Interstate I (I 70) Lane LN Terrace TER Parkway PKWY Place PL Road RD Street ST Location of Work This field is used to describe the area of the excavation site to be marked (located) and to give driving directions to the work site. This field must contain enough information for the utility locators to find the site, and understand what to locate once on site. Do not use special characters such as apostrophes, asterisks, etc. See section 5 for examples of location of work. Remarks Requesting paint and flags, requesting a meet, describing specific landmarks, and comments/remarks should be done so in this field. Coord Type, Lat/North, Lon/East, Zone These fields can be used to enter Lat/Lon coordinates. These fields require a specific format to obtain accurate results. See section 4 on page 12 for instructions. Township, Range, S-Q TRSQ can be used to find the general area of the site. This information may be obtained by contacting your county recorder of deeds or referencing a plat map. Some examples are: T: 53N R: 21W S: 4-NE T: 53N R: 21W S: 3-NE-NW T: 53N R: 21W S: 2-SE-NW, 11-SE-SW T: 54N R: 21W S: 1 T: 54N R: 21W S: 4,5,6 Caller Provided TRSQ If the township, range, section and quarter section has been provided enter Y to specify yes the township, range, section have been provided. Quarter section is not required. If the township range and section have not been specified enter N to show no TRSQ available. Special Remarks Enter Y in special remarks only if you have requested a meeting or have listed multiple addresses. 10

11 Ticket Type Routine ticket is used for all new locate request Design ticket is used when reporting the intent to perform survey or design related activities on a jobsite and there will be NO excavation at this time. You must still provide all information on the second page of the request. See specific Design information for each field on first page of the locate request. Work to Begin Date For Routine tickets these fields will default to the minimum start date and time required by state law. The two working day notice no longer includes the day the request is made. Therefore, the start time will now be 12:15am on the third business day. These fields may be modified but will not allow a start time/date less than the two working day notice, or more than 10 working days in advance of the request. The start date and time will reflect the legal start time from the time the ticket is completed. If your ticket falls into review the start date and time reflects the time the ticket is processed and released from review. Tickets that come to review after 5pm are subject to be reviewed the next business day. If requesting a meeting outside of the two working days notice, adjust the work to begin date accordingly. For Design tickets these fields will default to the five working days notice required by state law. These fields may be modified by will not allow a start time/date allowing less than the five working days notice, or more than 30 working days in advance of the request. Button Definitions View Map - Allows users to view the map as well as draw the excavation polygon. Suspend Ticket - Allows users to suspend a locate request if more information is needed to process the locate request, or if there are difficulties mapping the excavation area. If you choose to suspend your locate request, you will have to call MOCS at DIG- RITE by 5pm on the day the locate request is suspended (Monday through Friday) to complete your locate request with an operator or it will be voided. Previous Page Returns to the last page that was viewed. Cancel - Allows users to cancel out of the current locate request and return to the One Call Concepts main menu. Display Help - Opens a dialog box containing definitions of fields and buttons within the request form and map. 11

12 Section 4 How to Enter and Use Latitude/Longitude *All necessary information is still required on the ticket even if Lat/Lon coordinates are given. Coordinate Type Use the arrow to the right side of the field to show the drop down box and choose the coordinate type. NAD27 & NAD83 DEC Latitude/Longitude Decimal NAD27 & NAD83 DM GPS-Degrees Minutes and Decimal Minutes NAD27 & NAD83 DMS Latitude/Longitude Degrees Minutes Seconds NAD27 SPCS-State Plane Coordinate System-Units=Feet NAD83 SPCS-State Plane Coordinate System-Units=Meters NAD27 & NAD83 UTM-Universal Transverse Mercator-Units=Meters If you do not know the type or form, enter the lat/long coordinates in the remarks field and map the work area for the ticket accordingly. You will not be able to complete a Lat/Lon search on the mapping system. Lat/North and Lon/East Enter the Lat/Lon coordinates in the Lat/North and Lon/East fields as follows: Decimal (DD.DDDDD): Lat/North: Lon/East: Degrees, minutes and decimal minutes (DD MM.MMMMM): Lat/North: Lon/East: Degrees, minutes and seconds (DD MM SS.SS): Lat/North: Lon/East: State Plane Coordinate-Feet (SPCS): Lat/North: Lon/East: State Plane Coordinate-Meters (SPCS): Lat/North: Lon/East: UTM should be entered as follows: Lat/North: Lon/East: Enter all coordinates exactly as provided with a single exception of entering a - before the longitude when using Decimal and Degrees, Minutes and Seconds. Zone When using SPCS and UTM you will need to enter the zone, simply click Get Zone and this field will be populated with the zone for the coordinates that you provided. When using the Lat/Lon search on the mapping system, it will center the Lat/Lon coordinate provided on the map. Keep in mind a Lat/Lon coordinate represents only one particular spot like an X on a map. Determine the entire excavation area using that spot as a point of reference. 13 Section 5 Location of Work This field is used to describe the area of the excavation site to be marked (located) and to give driving directions to the work site. This field must contain enough information for the call center to accurately map the entire excavation site, the utility locators to find the site, and understand what to locate once on site. Without accurate and complete information, we cannot assure the correct and entire excavation area will be located. Verify the entire digging area has been located before beginning excavation activities. Driving Directions: Inside the city limits: With a numbered address and the excavation inside the city limits, driving directions are not necessary, but always helpful. All work must be within one block of the given intersection unless otherwise specified in the ticket. One block shall not exceed 500ft unless otherwise specified in the ticket. You may request up to a 1/2mile stretch along one rd. Outside the city limits: With a numbered address outside the city limits, the location of the excavation must be described by approximate distance and direction from the nearest intersection of posted numbered, lettered, or named county/state roads. All work must be within 500ft of the given intersection or starting point unless otherwise specified in the ticket. You may request up to a 1 mile stretch along one rd. No address given: If the project is not associated with a street address, please provide the following: The road name the work site is on (dig street); The side of the road (N, E, S or W) the work will be done on and how far off the road will cover the entire dig site; The nearest intersecting street to the dig street closest to the work site; A measurable distance and compass direction to the site from the nearest intersecting street; All work must be within 500ft of the given intersection or starting point unless otherwise specified in the ticket. See max distances allowed for inside or outside city limits. FROM (INTERSECTING STREET) GO (DIRECTION) (DISTANCE IN FT, YDS OR MI) TO THE SITE ON THE (SIDE OF ROAD) SIDE OF (STREET). EXAMPLE STREET: E 22 ND ST INTERSECTING: N ROCK RD LOCATION OF WORK: FROM N ROCK RD GO N 300FT TO SITE ON W SIDE OF E 22 ND ST. NOTE: AVOID using RIGHT or LEFT as directions when possible (these are relative points of view). Compass points are best when describing directions (N, E, S and W). 13

14 Marking Instructions: Specific marking instructions must follow after entering any necessary driving directions. All instructions should have the word MARK in them to indicate the beginning of the marking instructions. If a meeting is requested, you must have enough information to describe the entire scope of the job. If the work is at a specific address, lot or job site, marking instructions should identify where the work will take place. Examples: MARK THE REAR OF THE PROPERTY FROM THE HOUSE TO THE REAR EASEMENT. MARK THE NW CORNER OF LOT MARK FRONT OF PROPERTY FROM HOUSE TO EDGE OF ROAD MARK A 20FT RADIUS OF THE POLE MARKED WITH WHITE PAINT IN THE REAR OF THE PROPERTY MARK THE ALLEY ON THE W SIDE OF THE PROPERTY MARK ENTIRE E SIDE OF LOT Rural lots can be very large, so whenever possible refrain from using MARK THE ENTIRE LOT. Try to be specific in the marking instructions or stake/mark the digging area (preferably using white or unpainted stakes to avoid confusion with the colored utility markings). If the excavation area is staked or marked in any way, enter this information in the location of work area. If the work will be within in the road and right of ways, marking instructions should identify where the work will take place. Examples: MARK FROM CURB TO CURB MARK FROM CENTER OF ROAD E TO FRONT LOT LINE MARK ENTIRE N RIGHT OF WAY If the work is not at a specific address, lot, or job site, marking instructions should describe the extent of the job. Examples: FROM 2 ND ST MARK GOING N FOR 1BLOCK TO 3 RD ST WITHIN 20FT W OF JEFFERSON ST FROM ROCK RD MARK GOING W FOR 200ft IN THE S RIGHT OF WAY OF 2 ND ST FROM ROCK RD GO E 500ft TO ND ST. MARK FROM ADDRESS GOING E FOR 200ft IN THE N RIGHT OF WAY OF 2 ND ST DO NOT use abbreviations when describing the location of work or driving directions. The only abbreviations that can be used are the approved street modifiers (pg. 9), directional, and units of measurement. Feet FT Inches IN Miles - MI Yards YDS North - N South - S Northeast - NE Southwest - SW The ONLY fields throughout the ticket where punctuation is acceptable are in the Equipment, Location of Work and Remarks fields. The only punctuation approved for use is periods and commas. If work is taking place at an intersection, no more than a 100ft radius of the intersection can be requested on one ticket. If a bigger radius is needed then multiple tickets will need to be processed to cover each road, how far from the intersection, what side of the road and how far off each rd is needed. Locates can only be requested along one road per ticket. 14

15 Section 6 Map Introduction Once the ticket information has been completely entered and verified, click the VIEW MAP button at the bottom of the screen. This will bring up the mapping application. The computer will automatically search by the address, intersection, or Lat/Lon provided. The computer map will either bring up the general location, or a further search may be needed to locate the correct area. Once the correct area is found a polygon is drawn or altered to cover the entire area of excavation. After verifying the area and polygon, select APPROVE POLYGON. This will bring up a new screen with a list of utilities that will be notified. Verify all utilities are correct and click SUBMIT TICKET. The ticket will then go into review and an will be sent to the address provided with the ticket number. Remember you must have the JAVA 2 Runtime Plug-in to run the mapping system, see page 25 for the information on getting the download. In this section you will learn, in detail, how to use the mapping application to draw the excavation polygon. The entire proposed area of excavation must be located within the polygon to notify MOCS member utility companies. It is important to do this correctly to avoid under-notification of member utility companies. MOCS members that are notified do NOT receive a copy of the map. The map is used to determine the list of member utilities that will receive a copy of the ticket. Therefore, the map does NOT show the utilities where to mark. Mapping Definitions Location Information Fields These fields will automatically fill-in the data entered from Location Information. Important: You cannot change the information in these fields. If you need to make changes to the information you will click Cancel Lookup to go back to the ticket to make the changes. Approve Polygon Display Help Cancel Lookup Google Map Search 15

16 Approve Polygon Use this function after you have drawn the polygon to encompass the entire excavation area. It approves the polygon and picks up any utilities affected in that area. This will bring up the utility notification page. Cancel Lookup Cancels the map lookup and takes you back to the 2 nd page of the locate request. Display Help This function will display a list of help options for the mapping application. Street Search TRSQ Search Lat/Lon Search Zoom In Zoom Out Zoom to Region Identify Feature Show Log Street/Address Search This function allows the user to search by specific addresses or streets. Changing the information in the Street/Address Search box DOES NOT change the information entered on the previous pages of the locate request. 16

17 Lat/Lon Search This function will allow users to search for Lat/Lon coordinates (if provided). Change Size & Change Shape Change Size -- Used to change the size of the various default polygons displayed. The size will start out at 100ft then increase to 150ft, 200ft, 250ft. Change Shape Used to change the shape of the various default polygons displayed when an exact match is found for the address provided on the ticket. Zoom In & Zoom Out Zoom In Gives greater detail to the map and less area of map. Zoom Out Gives less detail to the map and greater area of map. Note: you may click on this option more than once, but it is advised to view the map between each click to see if more or less detail is needed. Zoom Region This feature allows you to select a specific area on the map to zoom in on. To use this function, click on the Zoom Region button. Click and release on the map, drag the mouse, and you should see a yellow rectangle form. Highlight the area you would like to zoom in on and click the mouse again. Identify Feature This feature can help identify any roads, highways, rivers, creeks on the map that may not show a name. A box will be displayed showing the name, address range (if applicable) and the town/city it is located in. Sometimes zooming in on the map will make the names more visible. Show Log Displays the current status of the map as well as a log of the tasks the map has performed. 17

18 Finding the Correct Location on the Map Search by Address If you provide a numerical address for the excavation site, the computer will search according to that address. If the computer finds the address it will highlight a range and place a red box along the street and block to block off one side of the street where it shows the address to be. Check the following information to verify that you have found the correct location of work: The street name is spelled correctly. The address is within or near the address range provided (if applicable). The nearest intersecting street provided, is the closest street to the jobsite. The polygon is located within the TRSQ or Lat/Lon coordinates (if provided). Change Size Change Shape Delete Point Clear Polygon If you are working on a street or road with State, County, or Hwy in the name, and it has an alternate name, use the alternate name to expedite the map search. This will make your search a little faster and more effective. Matching Streets Box The matching street box will appear when an exact match is not found. The matching streets box will show you options that the map has found that are similar to what it searched for. You can choose one of the options and click map the map will then display that option. The matching streets box will help you get to the general area on the map to find your location. 18

19 In this window you will find, starting from the left, the address range, street information and city/township name. To apply the choice you selected, click on the Map button at the bottom left. Search by Intersection If the work site does not have an address, the computer will automatically do an intersection search. If the intersection provided is found by the map it will be displayed in the center of the screen with a red circle. If the computer does not find the intersection, use the matching streets, street search, TRSQ or Lat/Lon search features to find the excavation area. Always reference additional mapping resources when needed (i.e. paper map, plat book, Gallup, Wunnenberg, etc.). Apply this information to find the work site in the ITIC map. Street/Address Search If the computer did not find your location the map will NOT appear, and the screen will read, Location not Found. Use the Street Search feature to do an alternate search for the area. After clicking the Street Search button, a box will appear containing the information entered in the Location Information fields. This information can be changed in order to search for different areas on the map. Since the address and intersection searches failed enter a major intersection (near the area of excavation) in the street and intersecting street fields of the search box, and then click Search. The map will begin to search for this new intersection. If the new intersection is found it will be centered on the map, use the scroll bars or compass points to move the map to the excavation location. Changing the information in the Street Search box DOES NOT change the information entered on the previous pages of the locate request. **Street Search feature can be used to do a manual intersection search** Search by TRSQ Another method used to search for the excavation area is by township, range and section-quarter (TRSQ). You may search for the TRSQ using the Grid Search feature located on the right side of the map screen. After the grid search is completed, proceed by narrowing the polygon (TRSQ) as much as possible by drawing a polygon to encompass the excavation area. Please note: first try to find the excavation area using the address and/or intersection information and use TRSQ only if the computer is initially unable to find the location. If you provide a TRSQ and the polygon you draw does not touch that TRSQ you will receive the following error: 19

20 Clicking continue will take you back to the map to redraw the polygon. Make sure to double check that you entered the correct TRSQ if not hit Cancel Lookup and go back to the ticket to make changes. If you are certain you have entered the correct TRSQ but are still getting the error message move the TRSQ info to the Remarks field. Search by Latitude/Longitude If Lat/Lon coordinates have been entered on the ticket, the map will automatically go to the coordinates provided, before doing any of the other searches. If you wish to do a manual Lat/Lon search click the Lat/Lon Search button (located on the right side of the map screen) and enter the coordinates. Be sure to include all decimals and spaces needed. The map will then center the coordinates on the screen with a red circle. Again be certain to encompass the entire excavation area when drawing the polygon. More information on using and entering Lat/Lon can be found in on page 12. Polygons Using the Map Tools/Default Polygon Feature If the system is able to find an exact(unique) match for the address provided then a map appears with a block to block polygon drawn on one side of the rd where it finds the address. Use the Change Shape and Change Size button to toggle through various shapes and sizes to find a polygon that completely covers the entire area of excavation. The default polygons are only available if an exact match is found for the address provided on the ticket. Make sure to increase the size of the polygon to ensure the entire area of excavation is included within the polygon. The 1 st polygon above covers block to block off the east side of the road. This could be used if you know what side (east) of the road the site is on. The 2 nd polygon above covers block to block off both sides of the rd, where the map finds the address. This could be used if you don t know what side of the road the site is on or if work is taking place on both sides of the road. The 3 rd polygon above covers 100ft off both sides of the road for the length of the address range found. This should only be used if the work is taking place within the road and right of way between two intersections. Once the entire area of excavation is contained within the polygon, click on the Approve Polygon button (green check mark located in the top right corner of the map), to view the list of member utilities that will be notified. 20

21 If the entire area of excavation CANNOT be included within one of the default polygons, click the Clear Polygon button and hand draw the polygon. Don t forget you can always click on Google to view the polygon overlaid on the satellite image to verify the correct location. Hand Drawing the Polygon To begin drawing a polygon, simply click on the map where you would like to start and encompass the entire area of excavation. To close the polygon, simply click the same vertex (circle) where you began. NOTE: MOCS has determined the current maximum and minimum polygon size. You will receive a warning if the polygon is too large or small. Knowing what side of the road (N, E, S or W) and what direction from the intersecting street the excavation area is located will assist you in drawing an accurate polygon. The polygon should cover off the road to the next block on the side of road where the work is taking place. If you are unsure which side of the road or are working on both sides of the road, draw the polygon to encompass both sides of the road by extending the polygon one block each direction. The dig street must always be included within the polygon. Always start the polygon on the opposite side of the road where the work is taking place. Scroll Bars Directional/ Movement Buttons Delete Point Clear Polygon Lat/Lon of Cursor on Map City/Place TRSQ of Cursor on Map Scale Measuring Tool ***Use the Scroll Bars at the right and bottom of the map to scroll the map each direction. You can also click on the Compass buttons on each side of the map to move the map one map page in that direction. Always check the City/Place displayed at the bottom left corner of the map. This will show the city/place that your cursor is hovered over. If you cursor is in a blue shaded area the city/place will be blank representing that you are outside the boundaries of a town. 21

22 If the work is taking place within or along the road or road right of way only, the polygon should NEVER cover less than 150ft off the side of the rd where the work is taking place. If working along both sides of the rd then the polygon should never cover less than 150ft off both sides of the rd. If you have given a distance and direction from the intersection to where the digging will occur, measure the correct distance from the intersection (using the measuring tool). Then be sure to draw the polygon to encompass the entire jobsite. If you are working in an area where there are visible blocks, cover to the next block in all directions. If the distance provided conflicts with where you know the site is located, double check your distance and/or streets. Use the Cancel Lookup button to go back to the ticket and make any changes. If you are working in an area where there is no visible block on either side of your dig street, it is helpful to know how far off the road will cover all digging. Then your polygon must cover more than that distance off the road in order to encompass the entire area of excavation. If the side of road is unknown be sure to cover the same distance on both sides of road. Example: if the entire jobsite is within 300ft off the n side of the road, the polygon should start on the s side of the rd and cover no less than 400ft off the n side of the rd. NOTE: When drawing your polygon CLICK the mouse button & quickly LET GO. If you CLICK the mouse button & HOLD it, nothing will happen. If you did it correctly a small blue circle will appear. Each time you want to make a point click the mouse button again then move to the next point. Modifying the Polygon To edit an existing polygon, follow these instructions: Place your cursor within the circle on the first point you wish to modify (the modification point). You can then hold down on the mouse and stretch the polygon by dragging the mouse to another position or Click and release to detach the polygon from this point and move the point to a new area on the map. Click a mouse button (right or left) to set the new point. Repeat these steps until you have re-shaped the polygon to encompass the entire excavation area. Complete the polygon by going back to the first modification point and click a mouse button (all circles will have disappeared). 22

23 Using the Google Map Feature The Google Map feature is the globe located in the top right corner of the map. By clicking on the Google button a new map window will appear over the current ITIC map. The Google map feature can be used two ways. The first option is to use the feature as a search tool to help find the excavation location when initial searches have failed. The second option is the use the feature to verify the polygon drawn includes the entire excavation location. Once in the Google map, a user can view a street map or a satellite image. After the location is found the user will draw their polygon on the Google map then transmit the polygon back to the ITIC map to complete the ticket. Using the Google Feature to Find the Location At the top of the Google feature you will see an Address box. The information contained in this box is the information found on the ticket and at the top of the ITIC map. This information can be changed to do an alternate address or intersection search. To do an alternate intersection search remove the address, street and intersecting street, but leave the city and state. Then enter the new intersection in front of the city and state in the format shown below: On the top right hand corner of the map you will find three buttons Map, Satellite and Hybrid. The original view that appears is the Map view. The Satellite view will show a picture satellite image of the roads shown on the Map view. The Hybrid view will combine the two previous views. 23

24 Hybrid View The Google map can be navigated by using the arrows on the left side of the screen to move North, South, East and West. The map can be zoomed in and out by using the plus and minus buttons found below the navigation tool. The map can also be moved by simply placing your mouse on the screen, clicking and dragging the direction you wish to move. The distance/measurement tool can be found at the bottom of the map. Use this tool when drawing your polygon the same as you would within the ITIC map application. The distance is the length of the current line you are drawing; the total is the entire length of all lines drawn so far. 24

25 Follow the guidelines for Drawing a polygon on the ITIC map to draw your polygon on the Google map. The clear button will clear any polygons or lines drawn. After closing your polygon click the Transmit button to send your polygon from the Google map to the ITIC map. Once the polygon has been transmitted to the ITIC map, confirm that you are in the correct area, make any necessary modifications to the polygon then click the Approve Polygon button to submit your ticket. Using the Google Map to Verify the Location If the ITIC map is used to find the location and draw the polygon, you can then use the Google map to verify the location. After drawing the polygon on the ITIC map, click on the Google map button. This will send the polygon to the Google map. You can then use the Map view, Satellite view and Hybrid view to verify that the polygon was mapped in the correct location. If changes need to be made simply delete the polygon using the clear button and redraw. Then use the transmit button to send the new polygon back to the ITIC map. The Google map can be closed at anytime by click on the X in the top right corner. 25

30 Section 7 Utility Notification List After you have mapped the excavation area accurately and selected Approve Polygon, a new screen will appear containing the Utility Notification List for your excavation area. Remember how the polygon is drawn affects which underground facility operators are notified. This screen shows a listing of district codes associated with the underground facility operators names and their contact telephone number(s), which you may use as needed. At this point you can submit, suspend or cancel the ticket by choosing one of the options at the bottom of the utility notification list page. If you cannot complete your ITIC locate request at the present time, click Suspend Ticket, this will put your current ITIC locate request in a suspend or holding file pending further processing. Please be aware, if you suspend a ticket, you must call MOCS by 5pm on the day the locate request is suspended (Monday through Friday only) to complete your locate request or it will be voided. If you choose to Cancel your locate request, you will return to the ITIC main menu. Clicking Back will bring you back to the location information page of the request. Submitting Your Locate Request If you are ready to complete your current ITIC locate request, click on Submit Ticket. The ticket will bring up a new screen that explains the ticket will then be placed into review at the call center and then sent to the affected utilities if all the necessary data is included. A copy of the ticket will then be sent to the address provided. It is the sender's responsibility to verify that ALL information is accurate upon the receipt of a completed request. This also includes clicking on the map link, located at the bottom of the completed ticket to view the center map and Google map to ensure the entire excavation area is included within the polygon drawn. If any errors are found the sender must call the call center at to correct the ticket. The completed request will include the ticket number, start date and time and a list of the utilities notified. Any utilities not listed MUST be contacted directly. The sender of the locate request assumes ALL responsibility for any utilities not notified. Tickets that come to review after 5pm are subject to be reviewed the next business day. If you do not receive a copy of the completed locate request it is your responsibility to re-submit the request. No excavation should take place until you receive a copy of the completed locate request and all utilities have responded. 30

31 Clicking on New Ticket will send you to another ticket where you can fill out the new work location information. Clicking on Finished will send you back to the main menu. Processing Design Tickets Design ticket is used when reporting the intent to perform survey or design related activities on a jobsite and there will be NO excavation at this time. You must still provide all information on the second page of the request. See specific Design information for each field on first page of the locate request. Design tickets are process under Submit a Locate Request. You will remove the information in the Excavator Information fields to read N/A, because there is no excavator on a design ticket. Tunneling, Horizontal Boring and Explosives should all be N for no. Depth should be N/A Type of Work should read, Design Reason for the design example, Design for road widening or Design for Side development. Equipment should be N/A Then the rest of the ticket will be filled out the same as a Routine ticket. You still must provide the scope of job and marking instructions for this Design ticket. Choose Design in the Ticket Type field. Remember Design ticket give a minimum of five working days notice. Remember if any excavation is taking place then the ticket CANNOT be a Design ticket. 31

32 Section 8 Java 2 Runtime Plug-In One of the primary requirements necessary to use ITIC to its fullest capacity is to download and install the Java 2 Runtime Environment plug-in. This plug-in enables you to view and use the map. Without Java 2, you will not be able to map with ITIC. Contact your IT Department to ensure Java is downloaded and installed on your computer. If you do not have an IT Department please follow the steps below: If you have a Windows machine: Access the Control Panel by choosing it under the Start menu. In the Control Panel, if Java is installed, you will see an icon in the Control Panel that looks like a coffee cup. If you do not see any Java icon in your Control Panel, you will need to install Java. Follow the instructions below to do so. If you have a Linux machine: Using either Mozilla or Netscape as your internet browser, launch your browser and go to the top menu bar, select Tools, and under the Tools menu, select Web Development, then click on Java Console. The window that opens will tell you that you have Java installed, as well as will indicate what version of Java you have. If Java Console is grayed out, you do not have Java installed. Follow the instructions below to install Java. To install and run Java 2: Access the internet and type this address in the address field of your browser: At Java s home page click on Free Download Get it Now. Java should begin downloading in a few seconds. Save the file to your computer (and remember where you saved it you ll need to know that to install it). After Java 2 has finished downloading, go to the folder or other location where you saved it, double-click the saved file, and Java 2 will install. After it has finished installing, you are ready to map with ITIC! 32

33 Section 9 How to View a Locate Request In this section you will learn how to view a locate request using ITIC. After logging in and agreeing to the Terms and Conditions, you will begin by clicking View Locate Request at the ITIC main menu screen Enter the ticket number for the ticket you wish to view in the Message Number field and click the Search button. This will allow you to view the ticket without viewing the map. Clicking on Cancel will take you back to the ITIC main menu. When done, you can hit Backspace on the keyboard or click the Back button on the browser toolbar. (This is the only time the Back button is okay to use.) You can also view a ticket from the Excavator or Member page, after clicking on the corresponding picture icon you can click on View-A-Ticket on the left side. Reports (Ticket Search) To search for an existing ticket, click on "Reports" then click on "Ticket Reports" and then click on "Ticket Search". The least amount of information that you can enter the faster the search will be. You can enter the dig street that was on the ticket in the "Nearest Street" field, click on the county that the ticket was processed in and set the date range in the "Start Date/End Date" fields. Then click "Accept Parameters". This will bring up a list of tickets processed with the criteria that you entered. You can then click on the ticket numbers to view a copy of the ticket. Member Utility companies have an extended access to the reporting feature, based on District Code. If you are interested in gaining access to reports please moitic@occinc.com and include your ITIC login and your District Code(s). 33

34 Relocate Ticket Relocate Ticket is the process used to renew an existing ticket due to the following reasons: Renewal-Weather: markings were destroyed by weather Renewal-Construction: markings were destroyed by construction Renewal-Not Starting: work has not started within ten working days of the day the original ticket was submitted. After logging in and accepting the agreement, you will begin by clicking Relocate Ticket at the ITIC main menu screen Enter the ticket number that you wish to relocate in the Message Number field and click Search. This will bring up the previous ticket that you are relocating. Verify all of the information on the ticket. If another member of your company processed the original ticket, change the caller name to your name and update the contact information if needed. Make sure that there is an address in the address field. If the original ticket was an emergency or if the type of work has changed make those changes in the Type of Work field. Next choose the reason for the renewal, based on weather, construction, work not starting. The work to begin date and time will default to two workings days notice. This time can be altered, but no less than two working days and no more than ten working days notice can be given. Next click Submit Ticket this will take you to the Utility Notification List which shows the district code, company name, telephone number, extension and locating service. Click Submit Ticket this will send the ticket to the affected utilities listed on the Utility Notification List. Then a copy of the ticket will be sent to the address listed on the ticket. 34
