2 ABOUT THE MANUAL Audience This manual is meant for User Agencies/Processing Authorities that are supposed to submit application for seeking prior forests clearances for diverting forest land for non-forestry purposes. Purpose The purpose of this document is to provide an interface between user and OSMFC, an Online Submission and Monitoring of Forest Clearances Proposals. It will help the user to understand major features, benefits and workflow of the system. It will also help to submit the details of the proposal along with all annexure and later on status of the proposal can be tracked. 4 1.0 ABOUT FORESTS CLEARANCE PORTAL 1.1 INTRODUCTION In order to bring more transparency and accountability in the forests clearance process, Ministry of Environment, Forests and Climate change, Government of India has rolled out a portal named Online Submission and Monitoring of Forests Clearances Proposals (OSMFCP). OSMFC is a web based, role based, G2C and G2G workflow application that are developed for online submission and monitoring of the proposals submitted by the user agencies for seeking forests clearances, for diverting forest land for non- forestry purposes. It automates the entire tracking of proposals which includes online submissions of a new proposal, editing/updating the details of proposals and displays status of the proposals at each stage of the workflow. The system is based on the Web Architecture. It uses dotnet as an application server and SQL as a database server. 1.2 OBJECTIVE The following are the main objectives of the System: Enhance efficiency, transparency and accountability in the forest clearance process. Reduction in turnaround time for activity. Enhance responsiveness through workflows automation and availability of real time information. Enhance ease and convenience of citizens and businesses in accessing information and services. Achieve standardization in processes across regional and state level. 3of 37
5 1.3 CORE FEATURES OF PORTAL 1) A role based workflow application that helps User Agencies in online submission of the proposals seeking forest clearances for non-forestry purposes and tracking the proposals. 2) Facilitate management in effective monitoring. 3) Delays in the clearance process can be ascertained 4) Accessible from any PC having internet facility 5) 24x7 Online 1.4 ROLES The following Roles have been defined as per the responsibility: USER AGENCY Any user Agency have to register with the FC portal before submitting any proposal for seeking prior approval of Central Government for the diversion of forests land for non-forestry purposes. Once, UA register with the portal an acknowledgement slip containing user-id and password would be sent by the system automatically to UA s id. UA can login into FC portal by using user-id and password communicated through and then UA can upload Form-A online along with all relevant documents. The User Agency can track the status of the proposal after submitting it online NODAL OFFICER (STATE FOREST DEPTT) After receiving the proposal online, Nodal Officer can examine the proposal for its completeness and the same will be forwarded (after assigning State Serial No.) by him/her to the divisions affected with the diversion of forest land. If proposal is not complete, Nodal Officer can raise query and may ask UA to submit the complete proposal. The proposal will come again to Nodal Officer after the completion of process from Circle Office. After receiving the proposal from CF/CCF, the concerned Nodal Officer would process it and will upload his/her recommendations/sir. When, Nodal officer upload these details, the proposal would be forwarded automatically to State Secretary. 4of 37
6 1.4.3 DFO/DCF After receiving the proposal online from Nodal Officer, the concerned DFO can view the proposal (Form-A submitted by UA) and then may upload his/her Recommendations and Site Inspection Report. DFO level user does not have privileges to make any modification in the proposal, they can only fill up Part II of Form-A. When, DFO upload recommendation and SIR, the proposal would be forwarded to concerned Circle Officer (CF/CCF) CF/CCF After receiving the proposal online from DFO/DCF, the concerned CF/CCF can view the proposal (Form-A submitted by UA) and recommendations of DFO and then may upload his/her Recommendations and Site Inspection Report. CF/CCF level user does not have privileges to make any modification in the proposal, they can only fill up Part III of Form-A. Or he/she may raise any query to concerned division, if required. When, Circle Officer uploads his/her recommendation and SIR, the proposal would be forwarded to concerned Nodal Officer STATE SECRETARY (STATE GOVT) After receiving the proposal online from Nodal Officer, the concerned State Secretary can view the proposal (Form-A submitted by UA) and recommendations of DFO, Circle and Nodal Officer and then may upload his/her Recommendations. Once, State Secretary upload these details, the proposal would be forwarded to either Regional Office or Head Office of Ministry depending upon the category and area of the project REGIONAL OFFICE After receiving the proposal online from State Secretary, the concerned RO can view the proposal (Form-A submitted by UA) and recommendations of DFO, Circle, Nodal Officer and State Secretary. RO level user may upload the State Advisory Group agenda, minutes on portal and then can send SAG approved proposals to RO (HQ), Delhi for the recommendation of Competent Authority Ministry of Environment, Forests and Climate Change (MoEFCC). 5of 37
7 1.4.7 REGIONAL OFFICE (HQ), NEW DELHI After receiving the proposal online from RO, the RO (HQ) level user can view the proposal (Form-A submitted by UA) and recommendations of DFO, Circle, Nodal Officer, State Secretary and RO. RO(HQ) level user then process the file and process it for the approval of Competent Authority of MoEFCC. After taking approval of Competent Authority, the status is updated on the portal and the proposal is forwarded to RO for issuing the Stage-I clearance MoEFCC HEAD OFFICE, NEW DELHI After receiving the proposal online from RO, the MoEFCC(HO) level user can view the proposal (Form-A submitted by UA) and recommendations of DFO, Circle, Nodal Officer, State Secretary and RO. MoEFCC(HO) level user then process the file and process it for the approval of Competent Authority of MoEFCC. After taking approval of Competent Authority, he/she has to update the status of the proposal and upload the approval letter on the portal District Collector (DC) After viewing the proposal, DC may upload FRA document. The same could be uploaded by Nodal Officer also. 1.5 WORK FLOW User Agency can register to get the login credentials from Thereafter, project details can be submitted along with all required documents [Form-A (Part-I) etc.]. When UA submits all these details, an acknowledgement letter would be sent (by System) to -id of User Agency. Acknowledgement letter may contain some information including unique proposal number. UA may refer this unique proposal number for future reference. Nodal Officer scrutinizes the proposal (within 5 working days) and sends an acceptance letter to User Agency, if all relevant documents are uploaded properly by UA. If any document is missing or any other information is needed, 6of 37
8 Nodal Officer may ask UA to upload those missing information. Timeline will start only, if Nodal officer accepts the proposal. When, Nodal Officer sends the acceptance letter to UA, proposal details are forwarded automatically to concerned DFOs and DCs for their necessary action. DFO can view the proposal after logging in to portal and can take print out (if needed) of the entire details and then process it. After that, he/she uploads the part-ii of Form-A on the portal along with his/her recommendation and Site Inspection report. When, DFO uploads his/her recommendation and Site Inspection Reports on the portal, proposal details are forwarded automatically to concerned CF/CCF for the necessary action. District Collector (DC) can view the proposal after logging in to portal. He/she may upload FRA document (that must include Forest rights settlement details) on the portal. This document can be uploaded by Nodal Officer also when proposal reaches to him after processing by Circle office. CF/CCF can view the proposal and recommendation of DFO after logging in to portal and can take print out (if needed) of the entire details and then process it. After that, he/she uploads the part-iii of Form-A on the portal along with his/her recommendation and Site Inspection report (if site inspection done). When, CF/CCF uploads his/her recommendation and Site Inspection Reports on the portal, proposal details are forwarded automatically to concerned Nodal Officer for the necessary action. Nodal Officer can view the proposal and recommendations of DFO and CF/CCF after logging in to portal and can take print out (if needed) of the entire details and then process it. After that, he/she uploads the part-iv of Form-A on the portal along with his/her recommendation and Site Inspection report (if site inspection done). When, Nodal Officer uploads his/her recommendation and Site Inspection Reports on the portal, proposal details are forwarded automatically to concerned State Secretary for the necessary action. State Secretary can view the proposal and recommendations of DFO, CF/CCF and Nodal Officer after logging in to portal and can take print out (if needed) of 7of 37
9 the entire details and then process it. After that, he/she uploads the part-v of Form-A on the portal along with his/her recommendation. When, State Secretary uploads his/her recommendation on the portal, proposal details are forwarded automatically to concerned Regional Office or Head Office, Delhi as per the flow defined in the system. Note: All proposals related with diversion of forest land from 0 to 40 ha are forwarded to Regional Office. All proposals related with diversion of forest land for more than 40 ha are forwarded directly to Head Office, Delhi for the processing at Head Office (MoEFCC, New Delhi). Regional Office can view the proposal and recommendations of DFO, CF/CCF, Nodal Officer and State Secretary after logging in to portal and can take print out (if needed) of the entire details and then process it. The fate of the proposals related with diversion of forest land up to 5 ha (except mining and regularization of encroachments) is decided at RO (without any State Advisory Group/Regional Empowered Committee meeting). RO conducts SAG/REC meetings for the proposals related with diversion of forest land up to 5 ha (Mining and regularization of encroachments only) and all other projects related with diversion of forest land from 5 to 40 ha. Then, RO forwards these proposals (along with recommendation of SAG/REC) to RO(HQ), Delhi for the approval of Competent Authority of Ministry of Environment, Forests & Climate Change. Regional Office (HQ), Delhi can view the proposal and recommendations of DFO, CF/CCF, Nodal Officer, State Secretary and Regional Office after logging in to portal and can take print out (if needed) of the entire details and then process it for the approval of Competent Authority. HO (Delhi)can view the proposal and recommendations of DFO, CF/CCF, Nodal Officer, State Secretary and Regional Office after logging in to portal and can take print out (if needed) of the entire details and then conducts FAC meetings. 8of 37
10 HO may ask Regional Office to upload site inspection reports in cases in which area is more than 100 ha. FAC recommendations (along with decision of Competent Authority) and agenda and minutes of the meeting are uploaded on portal. Automatic mailer notifications will be triggered for each and every transaction committed in the OSMFC System. The status of proposal will be updated at each transaction and the same would be reflected automatically in the reports available in public domain. 9of 37
11 2.0 PROCESSING AUTHORITY LOGIN 2.1 NEW REGISTRATION Processing Authorities: All forest officials/state authorities involved in the forests clearance process are collectively named as Processing Authority in this manual. The level of forests officials (and state authority officials) defined in the workflow of the portal are DFO/DCF, CF/CCF, District Collector (DC), State Nodal Officer, State Secretary, Regional Office, Regional Office (HQ) and HO(Delhi). All Nodal Officers/ State Secretaries are requested to send contact details (in a prescribed format) of all these officials to Ministry of Environment, Forests and Climate Change. The communication in this regard has already been sent by Ministry to all Principal Secretaries and PCCFs of all States along with the prescribed format for getting the information. After receiving this information, the same will be included in the database. Therefore, they need not register themselves with the portal. However, if any Officer (DFO/DCF, CF/CCF, State Secretary, DC level)is transferred in State, then concerned State Nodal Officer has to update the details on the portal. Similarly, the details of the RO and HO(Delhi) level user will be updated by RO and HO(Delhi) users. 2.2 LOGIN Processing of the proposals will be started at Nodal officer. Nodal Officer can access the portal in the following manner: Step 1. Type in the address bar of the web browser i.e. Internet Explorer, Mozilla Firefox, Google Chrome etc. and press Enter. Click on the Login (Processing Authority) as shown in figure 2.1.

13 Note: User-id and passwords for DFO/DCF, CF/CCF, Nodal Officer, DC and State Secretary level officers have already been sent to concern State Nodal Officer of the State. Similarly, user-id and passwords for RO, RO(HQ) and HO(Delhi) have already been given to the concerned officials. If any officer does not have user-id and password, he or she may ask his Nodal Officer to provide the same. If Nodal Officer also does not have it, then they may send a request to monitoring-fc@nic.in with a copy to rkpathak@nic.in. The same will be assigned to the. All communications regarding creation/updation of user-id and passwords will be entertained through State Nodal Officers only. All users (DFO/DCF, CF/CCF, State Secretary and DC level) are requested not to send any directly to above mentioned -id. They must send these requests through concerned State Nodal Officers only. Step 2. Step 3. Step 4. Step 5. Type the user id in the text box after selecting the Region. Type the password in the Password text box. Type the code in the text box shown in the Captcha image below it. Click on Login button as shown in Figure-2.4. After successful login, the main page will be displayed as shown in figure 2.3. 14 For security reason, Processing Authorities are requested to change assigned passwords after first login. The option for changing password is available under My Account tab as shown in the figure LOGOUT Figure- 2.4: Change password screen To logout from OSMFCP portal, click on the option Logout at the right corner of the screen as shown in the figure of 37
15 3.0 PROCESSING PROPOSALS 3.1 PROCESSING AT NODAL OFFICER When, User Agency submits the proposal, an alert regarding proposal submission will be triggered to -id of Nodal Officer and the proposal would be available to Nodal Officer for examination and the system will show status of the proposal as Under Examination. After examining it properly, Nodal Officer is supposed to send acceptance letter to User Agency within 10 working days, if proposal is complete. If proposal is incomplete, then Nodal Officer may communicate with UA by clicking on Communication of shortcomings to User Agency. When, Nodal officer clicks on this option, an is triggered to UA for submitting the additional information. The UA can view these details (required by Nodal Officer) under Essential Details Sought of My Proposals tab. User Agency is supposed to upload these details on portal. When UA submits these details, an is again triggered to Nodal officer for the information. To process a new proposal, following procedure may be adopted by Nodal Officer: Step 1. Click on Processing of proposals received on or after tab. Then click on the Processing by Nodal Officer (Proposals submitted by UA) link as shown in Figure 3.1. 16 Step 2. After clicking on Processing by Nodal Officer (Proposals submitted by UA), the following form will be displayed as shown in figure-3.2. Nodal Officer can view the proposal submitted by User Agency by clicking on icon provided under column View Report on Allocation of Fresh Forest land (Form-A) against the proposal. Nodal officer may send a communication to User Agency by clicking on Communication of shortcomings to User Agency, if proposal is incomplete. If proposal is complete, then Nodal Officer is supposed to send Acceptance letter (by clicking on Send Acceptance letter to UA and forward proposal to DFO/DCFs ) to User Agency within 10 days. When Nodal Officer send Acceptance letter to User Agency, a copy of the same is forwarded to concerned DCF/DFOs and DCs for further processing along with a message from Nodal Officer. 15of 37
17 Note: The proposal forwarded to DFO would again come to Nodal Officer after processing at divisions and circles. The sub-modules for further processing (after processing at circles) of proposal will be displayed after clicking on Processing at Nodal Officer (proposals forwarded by Circles) under Processing of proposals received on or after tab.The module under Processing at Nodal Officer (proposals forwarded by Circles will be displayed as shown in figure-3.3. Four sub modules (i.e. View/Print Form-A Report, Site Inspection Report, Recommendation and Essential Details Sought) are available under this module. Nodal Officer can view/print the entire Form-A by clicking on View/Print Form-A Report link. Site Inspection Report can be uploaded (if required) by Nodal Officer by Clicking on Site Inspection Report link. When Nodal Officer clicks on Site Inspection Report link, the following page will be displayed on screen. 16of 37
18 Figure: 3.4Form for viewing and adding Site Inspection Report by Nodal Officer Site Inspection reports of Divisions/Circles can be viewed by Nodal Officer with the help of this form and he or she can upload his/her SIR on the portal. Nodal Officer cannot delete/modify Site Inspection Report of DFO, CF/CCF. He/she can only update/delete his/her report before Recommendation. Step 5. When Nodal Officer clicks on Recommendation link, the following form will be displayed on screen as shown in figure 3.5 Figure: 3.5 Form for viewing and adding Recommendation by Nodal Officer 17of 37
19 Step 6. Step 7. Recommendations of Divisions/Circles can be viewed by Nodal Officer with the help of this form and he or she can also upload his/her Recommendation on the portal. Nodal Officer cannot delete/modify Recommendation of DFO or CF/CCF. He can only delete/modify his/her recommendation before uploading it. Once he/she uploads his/her recommendation, he/she cannot delete/modify this report and the proposal would be available to State Secretary for further processing. If any additional/essential information regarding the proposal is needed by Nodal Officer from Circle office, he/she may seek it through Essential Details Sought link. When he/she clicks on this link, the following screen as shown in figure-3.6 will be displayed. Details of information (Essential details) required from Circles can be entered in the space provided. 20 Funds Demanded and Received from User Agency: Another module named as Funds demanded and received has been provided at Nodal Officer level. When, Nodal officer clicks on this link, proposals for which in-principle approval has been accorded would be listed in the grid given below: Figure: 3.7 Grid for displaying summary of proposals Nodal Officer can enter funds demanded and funds received details in the forms as shown in figure 3.8 and 3.9 respectively. 19of 37

22 Note: Automatic mailer notifications will be triggered for each and every transaction committed in the OSMFCP System. 3.2 PROCESSING AT DFO/DCF When, Nodal Officer click on Send Acceptance letter to UA and forward proposal to DFO/DCFs link, a copy of the Form-A, Part-I would be available for DFO/DCF for further processing at DFO office. System will also send an alert to DFO/DCF and DC for the same. To process proposal further, following procedure may be adopted by DFO/DCF: Step1: Click on Processing of proposals received on or after link. Then click on the Processing at DFO link as shown in Figure 4.0. Figure 4.0: First screen for processing at DFO Note: In case, forest land has to be diverted from more than one division, then proposal will be forwarded to all such divisions. Each DFO will process the proposal and will enter data related with his/her division only and will forward proposal to the circle. Step 2: After clicking on Processing at DFO link, the following will be displayed on screen as shown in figure of 37
23 Figure 4.1: Screen displaying sub-menu at DFO Step 3: DFO can click on View/Print Form-A Report link for taking out print of the Form-A submitted by User Agency and he/she can click on Add/Edit Form-A Part-II link to further process the proposal. When he/she clicks on this link, the following screen will be displayed as shown in figure-4.2. Figure 4.2: First part of Processing Form-A, Part-II 22of 37
24 Step 4. Other parts (i.e. part 2, 3 and 4 of Form-A, Part-II) will be available as shown in figure 4.3. DFO has to enter data in all these forms and can save by clicking Save as Draft or may proceed for next screen by clicking on Next link. All parts saved in draft mode can be changed later, but, if these are saved with Save and Lock mode then no further change can be made. Figure 4.3: Second part of Processing Form-A, Part-II 23of 37

When DFO upload his/her Recommendation, the proposal would be visible to Circle for further processing at Circle level and system will sent an alert to concerned CF/CCF. The grid for selecting proposal for uploading SIR and Recommendation will be displayed as shown below in figure 4.6 and 4.8 respectively. Similarly the form for uploading Site Inspection report and recommendation will be displayed as shown below in figure 4.7 and 4.9 respectively. 25of 37

29 3.3 PROCESSING AT CF/CCF When, Recommendation of DFO/DCF is uploaded on portal, a copy of the Form-A, Part-I and Part-II would be available for CF/CCF for further processing at CF/CCF office. System will also send an alert to CF/CCF for the same. To process proposal further, following procedure may be adopted by CF/CCF: Step1: Click on Processing of proposals received on or after link. Then click on the Processing at CF/CCF link as shown in Figure 5.0. 30 Step 3: CF/CCF can click on View/Print Form-A Report link for viewing and taking out print of the Form-A submitted by User Agency and Part-II processed by DFO. When he/she clicks on this link, the following screen will be displayed as shown in figure-5.2. Figure 5.2: Proposal summary for viewing/printing Form-A, Part-I and Part-II Step 4. Site Inspection report, Recommendation and EDS can be uploaded by CF/CCF as explained above in chapter 3.1. When CF/CCF upload his/her Recommendation, the proposal would be visible to Nodal Officer for further processing at Nodal Officer and system will sent an alert to concerned Nodal Officer. The grid for selecting proposal for uploading SIR and Recommendation will be displayed as shown below in figure 5.3 and 5.5 respectively. Similarly the form for uploading Site Inspection report and recommendation will be displayed as shown below in figure 5.4 and 5.6 respectively. 29of 37

Circle office can seek essential details by clicking on Essential Details Sought link as shown in figure 5.1. When this link is clicked, another form will be displayed as shown in figure of 37

DFO may submit the answer of this query in the form available under EDS link. DFO may also upload any document in this regard. Note: Whenever any query is made by senior level to junior level through EDS link, an alert/sms is sent automatically to the id/mobile of the concerned officer. 32of 37
34 3.4 PROCESSING AT STATE SECRETARY When State Nodal Officer submits his/her Recommendation, then, the proposal would be available to State Secretary for further processing. The following screen (shown in figure 5.8) will be displayed when State Secretary logs-in to the portal. Three options (i.e. Recommendation of State Secretary, View/Edit Recommendation of State Secretary, Essential Details Sought) are available on this link. Step 2: Click on Recommendation of State Secretary link for submitting the recommendation. When this link is clicked, the following grid as shown in figure-5.9 will be displayed. The proposals forwarded by Nodal Officer will be shown in this grid. State Secretary can click on Proposal No. for viewing the recommendations of DFO, CF/CCF and Nodal Officer and may upload his/her recommendation as shown in figure of 37

State Secretary can also make query with Nodal Officer through Essential Details Sought link as shown in DFO and CF/CCF processing part. After viewing recommendations of all state forest officials (DFO, CF and Nodal Officers), State Secretary may accept or reject the proposal. If he/she selects Accept from drop down menu, then, proposal will be forwarded to either Regional Office or Head Quarter of Ministry (New Delhi) for the approval of Competent Authority depending upon the category and area applied for diversion of forest land.
