2 Access to new services Connected TVs give consumers access to more services and content and hence enhance their choice. In the UK, the consumer has access to more than 70 additional TV services via a broadcast MHEG application. In Germany and France, the consumer has access to catch-up services via broadcast HbbTV applications. 3 Connected TV as an enabler Anytime, anywhere access to media on any device. AV content is consumed from fixed as well as wireless devices, both linear and on-demand. Extends media pluralism by widening access to content. Allows market entry for new content providers. Broadcast-supporting systems like HbbTV will enable broadcasters to maintain their unique public position by complementing broadcasts with additional content and services. Broadcast-independent systems will continue to grow, as TV sets will develop into big-screen multimedia devices, while maintaining the attraction of TV for users. 6 3

4 Key Recommendations Let the market develop, grow and deliver. EU should take an approach from a service point of view, thus should not be device specific. Recent evolution not yet part of HbbTV showing the reactivity of the industry that can be at risk by any tentative to freeze/impose «standards» TV consumption in Europe Television remains far the most popular medium with Europeans: 87% watch it every day or almost every day. In total, 98% of Europeans watch television at least once a week on various type of devices. Moderate, single-digit growth during the past five years, for traditional linear TV mainly watched on TV sets. Exponential growth for non-linear TV (such as 'catch-up' TV, video on demand, subscription video on demand and professional video online) spread over several connected devices. 14 7
