1 Introduction Co-mingled materials can either be sorted at the kerbside or via an automated system at a Materials Recycling Facility (MRF). In WDF, materials can be reported as collected co-mingled in Qu10, 11, 12, 14, 16, 17, 33 and 34. The key issues to consider when recording co-mingled tonnages as collected, sorted and sent for recycling include: Accuracy of reject rate; Zero reject rate; At what point the reject is made during the process; Double counting of rejects; Final destination of materials; and Splitting of materials once sorted. These aspects are all considered in this guidance note. 1) If co-mingled materials are sorted at a MRF. The tonnage would be collected and transferred to a MRF in a co-mingled state. Separation would occur as a result of going through the MRF. You should record the tonnages in WDF as follows. NB - Reporting the data in Qu10 has been used in this example Q.10 Tonnes of material collected through kerbside schemes from household sources by LA or its contractors Record the amount of co-mingled tonnage collected in this question under the material category Co-mingled materials It is not expected that there would be any rejected tonnage recorded in this question. Record the number of households which receive this co-mingled collection in the No of households receiving collection column. 2 Figure 1: Q.10 Recording of co-mingled tonnage collected at the kerbside Once collected, this tonnage would then be transferred to the MRF for sorting. This data would be reported in Qu58. Q.58 How many tonnes of recyclables were sent to a Materials Recycling Facility? Record the total tonnage of material collected as co-mingled against tonnage input. Record in the comments what different material categories make up the co-mingled tonnage input. There will always be a reject rate from a MRF - the EA has collected information on reject rates from MRFs using a survey of Waste Disposal and Waste Collection Authorities. In addition, the EA has conducted an inspection programme of MRFs. The EA s evidence has indicated that reject rates of 10.85% would be a typical average and zero reject rates are very unlikely. Find out what the rejected tonnage is and where it goes (either landfill or energy recovery) and enter this under tonnes rejected to Landfill OR tonnes rejected to Energy Recovery. Record the remainder of the tonnage as tonnes for recycling check that this amount is equal to the amount the facility stated was sent for recycling. 11/11/14 EG v 2.0a Page 2 of 10

This tonnage would still be reported in Qu58, as follows: Q.58 How many tonnes of recyclables were sent to a Materials Recycling Facility? This guidance has been based on a collected co-mingled tonnage of 100 tonnes, whereby MRF 1 has a recycling rate of 80% (80 tonnes recycled and 20 tonnes rejected) and MRF 2 has a recycling rate of 50% (10 tonnes recycled and 10 tonnes rejected). 1) Select 2 MRF facilities in the Number of Facilities box. 2) Complete the tonnage input to MRF 1 = 100 tonnes. 3) Complete the tonnes to recycling from MRF 1 = 80 tonnes. 4) Complete the tonnes rejected (landfill or EfW) = 0 tonnes. 5) Complete the tonnage input to MRF 2 = 20 tonnes 6) Complete the tonnes sent to recycling MRF 2 = 10 tonnes 7) Complete the tonnes rejected (landfill/efw) = 10 tonnes. The summary at the bottom of the page would then read: Total tonnage input = 120 tonnes Total tonnes for recycling = 90 tonnes 11/11/14 EG v 2.0a Page 3 of 10

4 Total tonnes rejected = 10 tonnes. GN15: Recording of co-mingled The comments box should be completed to explain that 20 tonnes of rejects from MRF 1 have been sent for further processing at MRF 2. Reporting the data in this way will mean that the actual tonnages sent to each treatment facility are accurately recorded. This will generate a couple of validation checks, but the tonnage check should be same as the tonnages detailed in the comments box. This will be noted by the validator when validating your return. Figure 3: Q.58 Recording of co-mingled tonnage sent to a MRF (using secondary MRF) The tonnage that has been separated at the MRF and is deemed recyclable is then transferred to the final recycling destination. This would be reported in Qu19. Q.19 What is the final destination of your materials sent for recycling? Once the co-mingled tonnage has gone through the MRF there should be a tonnage available for each of the individual materials that are sent for recycling. 11/11/14 EG v 2.0a Page 4 of 10

5 If the MRF provider is not able to provide the split of tonnages for each of the individual materials, please see the section below on Splitting of Co-mingled Materials for guidance. In addition, the end destination of each of the materials should be known in order to add them to the selection list and record against them in Q.19. This end destination should be the final destination of the material (i.e. where it has been sent for recycling and not the MRF). Where recyclates are destined for export, the EA expect that the final destination will be the final reprocessor in the UK or Material Recovery Facility (MRF) prior to export. For each of the individual materials that come out of the MRF and are sent for recycling, enter the following in Qu19: 1) Choose the end recycling destination to which the materials are sent for recycling. 2) Enter the total quantity sent for recycling, remembering to take account of the rejections which have been made at the MRF. The tonnage entered into Q.19 relating to the materials collected as co-mingled should equal the net of the total tonnage of co-mingled materials minus the rejected tonnage in Q.58. For example, if you collect 100 tonnes of co-mingled materials, send this to the MRF where 10 tonnes are rejected, we would expect to see 90 tonnes of material being sent in Qu19. Report any rejects at the gate of or by the reprocessor in Qty sent for recycling but actually rejected. You should select the final destination of the rejects (e.g. landfill) as this is taken into account in the National Indicator calculations. 6 3) Splitting of co-mingled tonnages Wherever possible, actual tonnage figures of each material type should be estimated based on compositional analysis by the LA or MRF provider. In cases where LAs are not able to draw on compositional analysis, the tables below present a compositional profile for a number of typical material collection scheme types. This should be used as a guide for apportioning tonnage outputs from the MRF into individual material types when the LA has no documented study of their own. The output tonnages by individual material type from the MRF should then be recorded in the final destination reprocessor question (Q.19). As an example, your LA has a commingled collection scheme based on Type B, there are 1,000t of material collected for recycling as commingled and sent to the MRF, and the MRF has a 10% reject rate. The tonnages for each of these materials would be derived as follows: Commingled materials collected = 1,000t (recorded in collection question) Amount input to MRF = 1,000t (recorded in Q.58) Rejected tonnage at the MRF = 10% (100 tonnes) = 900t sent for recycling (recorded in Q.58) Apportionment of tonnage between materials: o Paper 900t x (62%/100) = 558t for recycling (recorded in Q.19) o Card 900t x (23%/100) = 207t for recycling (recorded in Q.19) o Cans/metals 900t x (6%/100) = 54t for recycling (recorded in Q.19) o bottles 900t x (9%/100) = 81t for recycling (recorded in Q.19) 11/11/14 EG v 2.0a Page 7 of 10

8 2) How to avoid double counting of rejects When reporting co-mingled materials, rejects can occur at the: Point of collection (Qu10, 11, 12, 14, 16, 17, 33 and 34) MRF (Qu58) Gate of the reprocessor/by the reprocessor (Qu19). To avoid double counting these rejects you should only report rejects in the question when they occur (see above). For example, you should only report tonnes of materials rejected at the MRF in Qu58. Do not report these in Qu19, as it will mean that these rejects are being double counted. Furthermore, if you are aware that material is rejected after it has been accepted at the gate of the reprocessor you should also report these rejects in Qu19, as the material has not ultimately been recycled. Where this is the case you should make a note in the comments box to explain that the material was rejected after being accepted at the gate of the reprocessor. 3) If co-mingled materials are sorted at the kerbside. These materials are held in a single container for collection and therefore deemed co-mingled. However, the content of these containers is separated at the kerbside before being transported to the end recycling destination and therefore tonnages for the individual materials will be available to record. The tonnages should be recorded as follows. NB: Qu10 has been used in this example. Q.10 Tonnes of material collected through kerbside schemes from household sources by LA or its contractors Record the total tonnage (before any reject is made) collected of each of the individual materials initially held in a co-mingled container but separated at the kerbside against the material categories record these tonnages under Tonnage collected for recycling column. There may be a rejected tonnage for one or more of the materials which is made at the kerbside during sorting if this is the case, enter the rejected tonnages under Tonnage collected for recycling but actually rejected / disposed Record the number of households receiving the collection is the No of households receiving collection column. Q.19 What is the final destination of your materials sent for recycling? The end destination of each of the materials should be known in order to add them to the selection list and record against them in Q.19. This end destination should be the final destination of the material (i.e. where it has been sent for recycling). For each material with tonnage collected for recycling enter, the total tonnage sent for recycling against Quantity sent for recycling (this is the amount collected minus the amount rejected, but before any further reject is made at the gate of/by the reprocessor). There may be a rejected tonnage for one or more of the materials which is made at the gate of or by the final recycling reprocessor if this is the case, enter the rejected tonnage under Tonnage collected for recycling but actually rejected / disposed. You should select the final destination of the rejects (e.g. landfill) as this is taken into account in the National Indicator calculations. 11/11/14 EG v 2.0a Page 9 of 10

Should I report this data in Qu58? I collect co-mingled materials and mixed paper and card at the kerbside, and send this all to the MRF for processing. Is this OK? I don t know the split of the materials which are sent from the MRF, how do I report this in Qu19? I use a secondary MRF to further sort my rejects, how do I report this data in WDF? Answer No. Only materials which go through the MRF process should be included in Qu58. Yes. Your WDF return will show an imbalance between what has been collected co-mingled and what has been sent to the MRF. You should make a note in the comments box of Qu58 to explain that x tonnes of co-mingled and x tonnes of mixed paper and card is also sent to the MRF. If you are unable to confirm the split of the materials sent for recycling from the MRF, you can use the table above and co-mingled collection type to apply a % split. Remember to remove your rejects and apply this split on the net tonnage sent for recycling. Currently, you need to report this data in Qu58 under 2 separate MRF facilities.
