3 Global Malaria Elimination Operational Priorities A key pillar of the World Health Organization s Global Technical Strategy for Malaria is the need to transform surveillance into a core intervention activity To implement effective malaria surveillance, health programs are challenged with addressing key operational components including: Capacity to accurately locate disease transmission Target appropriate foci-specific responses Ensure the effective delivery of appropriate interventions where required at optimum levels of coverage

From Monitoring and Evaluation (M&E) to Surveillance and Response In 2014, a customised SDSS was developed using GIS software and piloted in Dong Xuan District, Phu Yen Province SDSS provides computerized support for decision making where there is a geographic or spatial component to a decision Generally based around a GIS that integrates: Database management systems Analytical models Graphical map display Tabular reporting capabilities Expert knowledge of decision makers

9 A SDSS based malaria surveillance approach: Aims & Methods Aims: Develop and evaluate customized SDSS for implementing malaria surveillance as an intervention in priority elimination areas of Vietnam Methods: Conduct Geographical Reconnaissance of household and remote forest / farm sleeping sites using smartphone devices Geo-locate reported malaria cases to household residence and support targeted response Geo-locate remote area sleeping sites where malaria transmission was suspected to have occurred Assess user acceptability of SDSS through structured surveys and semi-structured, in-depth interviews

10 A SDSS based malaria surveillance approach: Results and Findings 4,667 households were mapped and enumerated during baseline GR 17,563 individuals recorded as part of GR operations In 2015 and 2016, a total of 128 passively detected malaria cases were reported and uploaded into the SDSS 98.4% (126/128) of cases successfully geolocated to household location 2 cases not located a result of patient residing outside of the study area

12 A SDSS based malaria surveillance approach: Results and Findings 12 village-based reactive case detection (RACD) response interventions conducted between 2015 and 2016, testing and treating to 1872 individuals User acceptability high 100% of SDSS users indicated the SDSS was a useful surveillance tool and more effective than traditional approaches

13 Remote Area Sleeping Site Assessments 361 individuals surveyed as part of forest sleeping site assessments SDSS-based population network maps created linking patient household residence to suspected malaria transmission location

14 A SDSS based malaria surveillance approach: Conclusions and Next Steps Results indicate that an SDSS can provide an effective, acceptable (and desirable) tool for malaria personnel in Viet Nam to implement surveillance as a core intervention activity Further operational research, streamlining and wider rollout of SDSS surveillance tools throughout Viet Nam and the Greater Mekong Sub-region required Currently assessing the effectiveness and impact on decrease in morbidity of the SDSS system in Viet Nam Currently evaluating the usefulness of the SDSS system in outbreak detection and response
