4 About the Elkins School District Laptop Program The goal of the Elkins School District 1:1 Laptop Program is to prepare students for their future in a world of digital technology and information. The policies, procedures and information in this document apply to all laptops used by students at Elkins School District (ESD), including any other device considered by the administration to come under this policy. Teachers may set additional requirements or rules for computer use in their classroom. 1. Receiving and Returning Your Laptop 1.1 Receiving Your Laptop Laptops will be distributed each fall during open house or the the first week of school. Parents and students must sign and return Student Network Use and Laptop Agreement and the annual fee before the laptop is given to the student. 1.2 Returning Your Laptop Laptops will be returned at the end of the school year. If a student withdraws from Elkins School District (ESD) during the school year, the laptop must be returned at that time. 1.3 Charges If your laptop or power adapter has been damaged or defaced you will be charged for the damage at the end of the year during check-in or when withdrawing from ESD. If a student laptop is not returned during the end of year check-in or upon leaving the district, the administration will be in charge of seeing that the equipment is returned. If the administration is not successful, the matter will be turned over to local law enforcement. 2. Taking Care of Your Laptop Students are responsible for the general care of the laptop issued by the district. Laptops that are broken or fail to work properly must be taken to the designated technology area. 2.1 General Precautions No food or drink is allowed next to your laptop while it is in use. Insert and remove cords, cables and removable storage devices carefully. Students should never carry their laptops while the screen is open. Shut down the computer when not in use to conserve battery life. Do not vandalize the computers or any other school property. Laptops must never be left in a car or any unsupervised area. Students are responsible for keeping their laptop s battery charged for school each day. Do not leave earbuds on keyboard when closing laptop this will cause screen to crack. 4
5 2.2 Carrying Laptops Laptops should always be closed when they are being carried. 2.3 Screen Care Do not lean on the top of the laptop when it is closed. Do not place anything near the laptop that could put pressure on the screen. Do not poke the screen. Do not place anything on the keyboard before closing the lid (e.g. pens, pencils, ear buds or disks). Clean the screen with a soft, dry cloth or anti-static cloth. 2.4 Charging Your Laptop s Battery Laptops must be brought to school each day in a fully charged condition. Power cords must stay with the computer at all times. 2.5 Laptop Identification Student laptops will be labeled with technology department inventory tags. Laptops can be identified by inventory tag number, serial number, or computer name. Students may also use removable labels or tape for identification. 2.6 Storing Laptops When students are not using their laptops they should be stored in their lockers. Elkins School District recommends that students use the lock provided by the school. Nothing should be placed on top of the laptop when stored in the locker. Students are encouraged to take their laptops home every day. Laptops should not be stored in a student s vehicle at school or at home. 2.7 Unsupervised Laptops Under no circumstances should laptops be left unsupervised. Unsupervised laptops are in danger of being stolen. If an unattended laptop is found it should be turned in to the designated technology area or the school office. A fine of $5.00 the first time and $10.00 each additional time will be charged to retrieve a laptop that has been turned into the Elkins Technology Department or office. 2.8 Stolen Laptops In case of theft, vandalism and other criminal acts, a police report, or in case of fire, a fire report, MUST be filed by the student or parent and provided to the Elkins Technology Department. 3. Using Your Laptop Laptops are intended for use at school each day. 3.1 Laptops Left At Home If a student leaves their laptop at home, they can use computer in the media center, if available. 3.2 Laptops Undergoing Repairs Loaner laptops may be issued to students when their laptops are being repaired. Loaners will not be given out when the student laptop is damaged due to carelessness or maliciousness. 5
6 3.3 Screensavers Screensavers and backgrounds must be appropriate. The presence of guns, weapons, pornographic materials, inappropriate language, alcohol, drugs, gang related symbols or pictures, or other items deemed inappropriate will result in disciplinary actions. 3.4 Sound, Music, Games or Programs Sound must be muted or headsets must be used at all times unless permission is obtained from the teacher for instructional purposes. Students are to provide their own headsets. Internet games are not allowed on laptops during school hours. NO games can be installed on the laptops. Do not save games or programs to the hard drive. All software must be district provided. Data storage space will be available on the laptop BUT it will NOT be backed up in case of re-imaging. 3.5 Printing Students may use printers that are installed on the laptops with a teacher s permission. All printing should be limited to educational purposes. 4. Internet The Elkins School District does not have control of the information on the Internet or incoming . The district uses an Internet content filter in compliance with the Children s Internet Protection Act (CIPA). The ESD filtering technology is configured to prevent access to material that is obscene, illegal, pornographic and/or that is harmful to minors, as defined by CIPA. It should not be assumed, however, that users are completely prevented from accessing inappropriate materials or from sending or receiving objectionable communications. In addition to the content filter, teachers also monitor student Internet usage during school hours. A content filter is installed on each laptop but due to off campus wireless settings filtering may not be efficient and parents should be aware of their child s Internet use. While the Elkins School District s intent is to make Internet access available for educational goals and objectives, account holders will have the ability to access other materials as well. The Elkins School District expects students to use technology appropriately and follow all policies when using the Internet. Students found in violation of the policy will be disciplined. 4.1 Home Internet Access Students are allowed to set up and connect to wireless networks on their laptops. 4.2 Blocked Websites If a student feels that a blocked website should be allowed he/she may request that the site be allowed by sending the url to tech.help@elkinsdistrict.org. Social networking, non-educational games and youtube will not be unblocked. 6
7 5. Managing Your Files & Saving Your Work 5.1 Saving Google Drive Students should save all documents to Google Drive If a student does not have internet access at home documents should be downloaded to the laptop before leaving school. Documents saved on the laptop hard drive are not backed up. In the event of a hard drive failure all documents on the hard drive may be lost. 5.2 Cloud Storage Students may use other cloud storage options for their documents. Software installation can be requested from the technology department. 5.3 Saving to Computer Desktop Saving to the computer desktop is discouraged. If a computer must be re-imaged for any reason anything saved to the desktop will be lost. 6. Software on Laptops 6.1 Originally Installed Software The software originally installed by the technology department must remain on the laptop in usable condition. From time to time the school may add software for use in a particular course. The licenses for this software require that the software be deleted from laptops at completion of the course. 6.2 Virus Protection The laptops have System Center Endpoint Protection. 6.3 Additional Software Students are not allowed to install any software on their laptops. If a student needs specific software for school work the student is responsible for requesting the software installation from the technology department. 6.4 Inspection Students may be selected at random to provide their laptop for inspection. 6.5 Procedure for Reloading Software If technical difficulties occur or illegal software is discovered, the hard drive will be re-imaged. Authorized software will be installed. The school does not accept responsibility for the loss of any software or data deleted due to re-imaging. 7. Acceptable Use The Elkins School District Acceptable Use policy is included in the student handbook. 7
8 7.1 Student Activities Strictly Prohibited: Any action that violates existing board policy or public law Threatening or Harassing Messages Sexual Oriented Material Chain Letters Downloading Information/Software Installations Chat rooms/social Networks (Facebook, MySpace, Twitter, etc.) Access or use of any program other than the one issued by Elkins School District Printing for personal use Password sharing Gaining access to other student s accounts, files and/or data Giving out personal information over the Internet Streaming media Bypassing Internet filter Online games such as Minecraft Illegal use of copyrighted materials 7.2 Privacy and Safety Do not go into chat rooms or send chain letters without permission. Do not reveal your full name, phone number, home address, social security number, credit card numbers, password, or passwords of other people. Remember that network or storage is not guaranteed to be private or confidential. 7.3 Cyberbullying "Cyberbullying involves the use of information and communication technologies such as , cell phone and pager text messages, instant messaging, defamatory personal web sites, and defamatory online personal polling web sites, to support deliberate and hostile behavior by an individual or group that is intended to harm others." - Bill Belsey, President of Bullying.org. Cyber bullying is all forms of harassment over the Internet or other forms of electronic communications, including cell phones. All forms of cyber bullying are unacceptable and viewed as a violation of this policy and the Elkins District s Computer Network Use Agreement. Users are responsible for the appropriateness of the material they transmit. Hate mail, harassment, discriminatory remarks, or other antisocial behaviors are expressly prohibited. Cyber bullying includes, but is not limited to the following misuses of technology: harassing, teasing, intimidating, threatening, or terrorizing another person by sending or posting inappropriate and hurtful messages, instant messages, text messages, digital pictures or images, or web site postings, including blogs. It is also recognized that the author (poster or sender) of the inappropriate material is often disguised (logged in) as someone else. Students and community members, who believe they have been the victims of such misuses of technology, as described in this policy, should not erase the offending material from the system. A copy of the material should be brought to the attention of a principal or teacher. The administration shall fully investigate all reports of cyber bullying. 8
9 7.4 All students between 8th 12th grade are issued a school address. The school address is the only address that should be used while at school. Always use appropriate language. Do not transmit language/material that is profane, obscene, abusive, or offensive to others. Do not send mass s, chain letters, or spam. Students should maintain high integrity with regard to content. is subject to inspection by the school. 7.5 Consequences The consequences are outlined in the Elkins High School Student Handbook. 8. Technical Support The technology department is available in the technology office across from the counselor s office. You can also contact support by sending an to tech.help@elkinsdistrict.org. The technology department can help with the following: Hardware maintenance and repairs Password reset User account support Operating system or software support Re-imaging of hard drives Updates and software installations Warranty repairs Distribution of loaner laptops Sale of replacement batteries or power cords 8.1 Common Issues Most issues can be resolved by restarting your computer. 1. I took my laptop home, now I can t connect to the school wifi. What do I do? Restart your computer. 2. My laptop will not connect to wifi away from school. Restart your computer. Some wifi networks require a password to connect. You will need to get the password from the wifi owner. 3. My laptop will not connect to wifi. If your laptop battery charge is below 15% the laptop turns off the wifi to conserve the battery. Charge the laptop. 4. When I try to log in to my laptop I get an error message that there are no logon servers. Every classroom has a network cable plugged into the wall. Plug the cable into your laptop then log in. 5. My documents disappear. I save them then when I go back they are gone. Do NOT save your documents into Documents be sure to save to Google Drive. Before you leave school, copy your document to a flash drive or use a cloud solution if you need them at home and do not have internet access. 9
10 6. I need to look at a CD but my laptop does not have a CD drive. CD drives are available in the technology office. 7. I need to update itunes but I need an administrator password. Bring your laptop to the technology office. 8. I can t access a website I need it is blocked. If a student feels that a blocked website should be allowed he/she may request that the site be allowed by sending the url to tech.help@elkinsdistrict.org. Social networking, non-educational games and youtube will not be unblocked. 9. My computer has a white screen. Bring the laptop to the technology office. 10. A key popped off my keyboard. Save the key and bring your laptop and the key to the technology office for repairs. 9.Laptop Fees, Insurance and Warranty 9.1 Laptop Fees Students are required to pay the Elkins School District annual fee of $25. The fee does not cover loss or damage to the power cord. Additional or replacement power cords will be available to purchase in the technology department. 9.2 School District Annual Fee and Manufacturer s Warranty Every student is required to pay the Elkins School District annual fee of $25 in order to cover maintenance and damages due to theft, accidental damage, power surges and natural disasters. The $25 fee is non-refundable. The annual coverage begins on receipt of the payment and ends at the conclusion of each school year. Upon receipt of the $25 fee the district will provide the following types of repairs for the student s laptop: Warranty: Manufacturer s warranty is included with the purchase price of the laptop. The limited warranty covers normal use, mechanical breakdown, or faulty construction and will provide replacement parts or laptop replacement as needed. The warranty does not cover damage caused by misuse, abuse, or accidents. District Annual Fee: The annual fee will cover one instance of accidental damage such as liquid spills or accidental drops, plus power surges and natural disasters. If the laptop requires repairs more than once the students will be charged a minimal fee (approximately 25% of the cost of parts or device needing replaced). More details and examples of repair fees are explained in the Cost of Repairs section. Additional Information: In case of theft, vandalism, and other criminal acts, a police report, or in case of fire, a fire report, MUST be filed by the student or parent and provided to the technology department. Intentional and/or Malicious Damage: Students/parents are responsible for the cost of repair or replacement in the event of intentional and/or malicious damage to laptops. 9.3 Limitations of School District Annual Fee The school district annual fee ONLY covers the laptop itself. Power cords are not included. 10
11 In case of loss or theft of the laptop the school district will replace the laptop ONE TIME at no cost to the student only if it is determined by the technology department and the administration that the student acted in a responsible manner when storing and taking care of the laptop, and acted in good faith and did everything possible to find the laptop, such as filing a police report and reporting the loss or theft to administration. 9.4 Personal Insurance Plan Students or parents may wish to carry their own personal insurance to protect the laptop beyond the limitations of the annual fee required by the school. Please consult with your insurance agent for details about your personal coverage of the laptop computer. 10 Cost of Repairs Most malfunctions or damages to the student laptops will be covered through the laptop s warranty or through the $25 annual fee. However, students might be charged a minimal fee (25% of the cost of parts needing replaced) after two or more instances of laptop damage that is determined to be caused by intentional, malicious or negligent use and care of the laptop. Will I use the same laptop computer and software throughout my career at Elkins High School? Yes. Every summer laptops will be reformatted and software re-installed. 2. Can I have my laptop computer this summer? No. All laptops will be collected at the end of the school year for general maintenance, cleaning, and software installation purposes. Students will receive their laptops again at their orientation session in the fall to ensure that everyone receives complete information about the computer, including its warranty, insurance coverage, software usage and the district computer use policy. 3. Where do I get help with my computer? In the technology office in room 200. 12 4. What about insurance against theft or breakage through carelessness? The best insurance is to take care of your laptop. Do not leave your laptop anywhere unattended. Always know where your laptop is! Above all, take your computer home each night. 5. Does Elkins School District provide maintenance on my laptop computer? Yes. The technology department staff will coordinate maintenance for students. The Technology Help Desk is located in the technology office in room What will I do without a computer in my classes if my laptop unit is being repaired? The technology department will stock a limited number of laptop computers that can be loaned out on a case by case basis. You will be able to apply for a loaner unit technology office, the same area where you will go for service on your laptop computer. You may be required to leave the loaner laptop at school. If you are in possession of a loaner, treat it as if it were your own computer. You will be responsible for any damage to the unit or for its loss. 7. If I purchase software in addition to the available software provided through Elkins School District, will the Technology Department staff load it for me? No. Only software purchased by the district and properly licensed may be installed on the laptops. 8. Do I need a printer? No. You will be able to print to the copier in the High School Media Center. If you want to connect to a printer at home with the school laptop, you will need to visit the technology office and ask to have your printer software installed. 9. How do I connect to the Internet at home? You will need to talk to your Internet Service Provider (Windstream, Cox, Dish Network, etc.) to purchase Internet access at home. Each company will provide specific instructions for accessing the Internet with your laptop. 10.What if I lose my power cord? Additional power cords can be purchased in the technology department. 11. Can I label my power cord? Yes. The power cords are also labeled with numbered bar code tags and will be checked out to you when you receive your laptop. Make note of the number on your cord. 12. What has the school done to help prevent students from going to inappropriate web sites? We have a software product, which is designed to help monitor all Internet sites that students attempt to access. This software blocks inappropriate sites and also logs a history of every site that each user opens. All students who attempt to find inappropriate sites will be directed to the principal s office. 13. Are Student Laptops subject to school snooping ; what if they bring their laptop in for repairs and objectionable data is detected? Inappropriate material on laptops should be reported to the classroom teacher, the principal, or the technology department immediately upon identification. Any inappropriate material may be subject to the Elkins School District Acceptable Use Policy. 14. Can the school access the web cam on my laptop to see what I am doing? No. 12
13 F STUDENT ELECTRONIC DEVICE and INTERNET USE AGREEMENT Student s Name (Please Print) Grade Level School Date The Elkins School District agrees to allow the student identified above ( Student ) to use the district s technology to access the Internet under the following terms and conditions which apply whether the access is through a District or student owned electronic device (as used in this Agreement, "electronic device" means anything that can be used to transmit or capture images, sound, or data): 1. Conditional Privilege: The Student s use of the district s access to the Internet is a privilege conditioned on the Student s abiding to this agreement and the Elkins School District Acceptable Use Policy. No student may use the district s access to the Internet whether through a District or student owned electronic device unless the Student and his/her parent or guardian have read and signed this agreement. 2. Acceptable Use: The Student agrees that he/she will use the District s Internet access for educational purposes only. In using the Internet, the Student agrees to obey all federal and state laws and regulations. The Student also agrees to abide by any Internet use rules instituted at the student s school or class, whether those rules are written or oral. 3. CIPA: The Children s Internet Protection Act (CIPA) was enacted by Congress in 2000 to address concerns about children s access to obscene or harmful content over the Internet. In an effort to help protect student welfare when they navigate the Internet, ESD will work to educate students about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms and cyber-bullying awareness and response 4. Penalties for Improper Use: If the Student violates this agreement and misuses the Internet, the Student shall be subject to disciplinary action 5. Liability for debts: Students and their cosigners shall be liable for any and all costs (debts) incurred through the student s use of the computers or access to the Internet including penalties for copyright violations. 6. No Expectation of Privacy: The Student and parent/guardian signing below agree that if the Student uses the Internet through the District s access, the Student waives any right to privacy the Student may have for such use. The Student and the parent/guardian agree that the district may monitor the Student s use of the District s Internet Access and may also examine all system activities the Student participates in, including but not limited to , voice, and video transmissions, to ensure proper use of the system. The District may share such transmissions with the Student s parents/guardians. 7. No Guarantees: The District will make good faith efforts to protect children from improper or harmful matter which may be on the Internet. At the same time, in signing this agreement, the parent and Student recognize that the District makes no guarantees about preventing improper access to such materials on the part of the Student. 8.Student Laptop Agreement for Students that receive school owned laptops: a. I will follow all of the policies and regulations included in the Laptop Policy and Information Handbook and the Student Handbook. b. I will file a police report in case of theft, vandalism, and other acts covered by insurance. c. I agree to return the district laptop in good working condition. 9.Parent Laptop Agreement for Parents of Students that receive school owned laptops: I recognize that it is my responsibility to restrict access to all controversial materials and I will not hold the school district or its employees or agents responsible for any materials acquired by my child. I will assume full responsibility for any harmful or illegal content on the laptops. I also take full responsibility for any damage that occurs to the laptop while the device is in my child s possession. I give my permission to allow my child to check out a laptop for the current school year. 10. Signatures: We, the persons who have signed below, acknowledge receipt of this agreement and agree to be bound by the terms and conditions of this agreement.
